Since his reappointment March 18 there have been three Board meetings and he still has not been able to attend. City Code $ 15- 4 provides that failure to attend more than two regularly scheduled consecutive meetings without an authorized absence shall be grounds for automatic removal from the Board. We have been slow to enforce that provision in the past as we believed that your appointments should be given the benefit of the doubt in every case, and we all have extenuating circumstances that occasionally prevent us from doing that which we wish to do. However, since his original appointment in October 1995, Mr. Daughtry has been able to attend only three meetings. The difficulties the Recreation Board has experienced in achieving a quorum prompted the members to request that the City Clerk take action to remove this member who is not attending the meetings.. You were provided a copy of the letter dated September 16, 1997 to Mr. Daughtry advising him that his name has been removed from the list of members of the Recreation Board. This action creates a vacancy on the Board, the term of which expires April 1999. There are applications from two citizens indicating an interest in serving on this Board: On March 26, 1997, James Golden indicated the Recreation Advisory Board as his second choice; and on August 1, former Recreation Director Jim Beech submitted an application with this Board as his only choice. The customary current member listing for the Board and a brief description of City boards are included for your information. ACTION NEEDED Please appoint a new member to complete Mr. Daughtry's term. "PRIDE OF WEST ORANGE" ac Excerpt from the Minutes of the Ocoee Recreation Board Meeting held September 15,1997 Chairman Chambers reopened the Board meeting at 9:29 p.m. Acting Recreation Director Nordquist asked the Board for direction regarding Member Daughtry's attendance record. Vice Chairman Applegate, seconded by Member Bryant, moved to ask City Clerk Grafton to notify Mr. Daughtry that he has been removed from the RAB based on his unexcused absences from more than two consecutive meetings. Motion carried unanimously. (6-0) OCOee City of Ocoee Jean Grafton + O 150 NORTH LAKESHORE DRIVE CityClerk Fs OCOEE, FLORIDA 34761-2258 04 Di 0000`y (407) 656-2322 FAX(407)656-5725 September 16, 1997 Mr. Fred "Tip" Daughtry, Jr. 817 Chicago Avenue Ocoee, Florida 34761 Dear Mr. Daughtry: This letter will serve as notification to you that your name is now being removed from the list of members of the Ocoee Recreation Advisory Board. Last March when we spoke about your reappointment to the Recreation Board, you asked to be reappointed, even though you had not attended a meeting since May 20, 1996. You said that the absences were caused by your work schedule, and since we all understand that priority, those were excused absences. You said at that time, however, that your work schedule had changed in a way that would allow you to attend meetings. Since your reappointment in March there have been 3 meetings, none of which you attended. Ocoee City Code *15-4. E states in part, "... Failure to attend more than two (2) regularly scheduled consecutive meetings without an authorized absence shall be grounds for automatic removal from the Board." It is very difficult to conduct the business of the Board without a quorum present, and it is apparent that your schedule does not allow your participation in the meetings; so the time has come for us to take action now to fill that position with someone who can actively participate. Your willingness to serve is very much appreciated by Mayor Vandergrift and the entire City Commission; and possibly in the future, if your work situation permits, you can present your application to be considered for appointment to a Board again. S cerely, Je. Grafton City Clerk cc: The Honorable Mayor and Board of City Commissioners City Manager Shapiro Acting Recreation Director Nordquist Recreation Advisory Board Chairman Chambers "PRIDE OF WEST ORANGE" Mr. Ellis Shapiro, City Manager August 1,1997 150 Lakeshore Drive Ocoee, Florida 34761 Dear Mr. Shapiro, This letter is a request to you and the City Commissioners for favorable consideration to my being assigned to the Recreation Advisory Board should you have an opening at any time. I am sure you are aware that even though I have retired from the City, I am still very interested in the recreation development for Ocoee. I will be happy to serve in any manner that I may be of some to the program. Wishing you, your staff, and all my friends with the City, the best.
