SUBJECT: Reuse Water Service for Orlando Memorial Gardens Cemetery
The Orlando Memorial Gardens Cemetery located adjacent to and north of the Forest Oaks Golf
course, was identified as an ideal site for reclaimed water irrigation in the City's Reuse Feasibility
Study. The cemetery property is located within the City's reuse service area.
As a part of the construction associated with the Western Beltway, Forest Oaks Golf Course is
performing some additional construction to allow for continued operation of the City's and the Golf
Course's combined reuse irrigation system and other site amenities between the Expressway and golf
course. The portion of that work that involves our combine effort involves placing three steel sleeves
and piping under the to-be-constructed roadway to allow for continued use of the existing reuse ponds
and irrigation system and the interconnect with Winter Garden's effluent disposal site. When the golf
course was designed and constructed it was known that certain piping changes would be required and
the golf course agreed to bear that expense when required.
The City has always viewed reuse irrigation at the Orlando Memorial Gardens Cemetery property as a
vital portion of its reuse service area. In addition,the Orlando Memorial Gardens Cemetery has always
viewed using Ocoee reuse water as its primary source of irrigation water. The willingness between all
three parties involved has always been in place regarding service to the cemetery, but the work was
delayed until the Beltway plans were finalized.
Since Forest Oaks Golf Course will be performing a significant amount of construction itself on its
property,they proposed to have their contractor install the pipeline to the Memorial Gardens Cemetery
as a part of their project with the City funding only the pipeline to the cemetery. The attached proposal
would allow for the installation of a pipeline for service to the Memorial Gardens Cemetery at a cost of
$72,821.55. The work would begin almost immediately and be completed within the next three
months.
Staff and PEC have reviewed the layout and construction costs and have determined that they are
within an acceptable range for performing this work. Funding for this project will be from the Utility o�

Revenue Bond Issue; this project was identified in the list of projects included in the report for the
bond issue. Reimbursement to the Forest Lake Golf Club of Ocoee would be on a monthly payment
request basis.
I recommend the Mayor and City Commission approve the proposal submitted by Forest Lake Golf
Club of Ocoee for the installation of a reuse pipeline to serve the Memorial Gardens Cemetery in the
amount of$72,821.55 and authorize the Engineering Department to notify Forest Lake Golf Club of
Ocoee to begin the work immediately.

Dear Jim,
Please find below the estimate to install the necessary sleeving, piping, controls, wiring, valves and
flow control devices to put Memorial Gardens Cemetery on the Forest Lake Effluent Distribution
System. The base work of installing the steel sleeving and Yellowmine pipe needs to be decided
on quickly, since the Western Beltway Notice to Proceed has been issued and Hubbard Construction
is scheduled to commence work during the month of November in the golf course area. These prices
are based on the work being done prior to the Beltway Construction proceeding.
