SUBJECT: White Road/Orlando Avenue Resurfacing Project
Based on your earlier approval of the design concept for this project, we have fmalized a cost
estimate for the project.
The project will include partial reconstruction of the road in areas of insufficient load-carrying
capacity,widening of various areas to obtain a minimum pavement width of 24 feet throughout,
and a complete asphalt overlay from Bluford Avenue to just west of Hammocks Drive.
The project will include a sidewalk on the south side of the road from Lakewood Avenue to
Sleepy Harbor Drive. This will result in a continuous sidewalk on the south side of White Road
from Bluford Avenue to Clarke Road.
Phase I of the project,runs from Bluford Avenue to just east of Sleepy Harbor Drive, and Phase II
of the project runs from just east of Sleepy Harbor Drive to just west of Hammocks Drive.
The estimated costs are as follows:
Phase I - $196,569.30
Phase II - $193,090.00
Total estimated cost- $389,659.30
We have discussed this project with the five contractors currently under contract with the city.
None of those contractors wished to bid on this project, since it is primarily a paving project, and
they are not paving contractors. Accordingly, I recommend that the City Commission authorize
staff to advertise for bids for this project. Once bids are received, they will be evaluated and a
recommendation for award will be brought back before the City Commission.

SUBJECT: White Road/Orlando Avenue Resurfacing
The attached memo from Fursan Munjed goes over the reasons we decided to recommend a
partial reconstruction of White Road /Orlando Avenue instead of just a resurfacing job. The
basic premise is that large areas of the existing road are substandard in load-bearing capacity, and
simply adding an extra inch of asphalt will not improve the situation measurably. By milling to a
depth of approximately two inches, and replacing this with 2 inches of structural asphalt,the
load-bearing capacity can be restored. Without this,the existing pavement cracks will soon
reflect through the new surface, and the newly paved road would deteriorate quickly due to the
underlying lack of support. I'd be glad to meet with any of you to discuss this in more detail if

RE: Orlando Avenue/White Road Improvements Project
Dear Jim:
This letter outlines the design process followed in reaching the conclusions pertaining to the
pavement overlay/reconstruction for the Orlando Avenue/White Road project.
First, as outlined in the original scope of services, 9 pavement cores were taken at different
locations to determine the various characteristics of this pavement.
As can be seen in the attached pavement evaluation and condition data table, the asphalt
pavement thickness varied between 0.6" and 5.5" along White Road. For the segment between
Bluford Avenue and East Lakeshore Drive, the existing asphalt pavement varied in thickness
from 0.6" to 1.4", and for the segment from East Lakeshore Drive to the Hammocks Drive
varied in thickness from 2.4" to 5.5".
The segment from Bluford Avenue to East Lakeshore Drive has a substandard asphalt
pavement section and therefore has experienced rapid deterioration and cracking as evident in
the field. The segment from East Lakeshore Drive to the Hammocks has experienced some
deterioration and cracking in certain locations. These isolated areas are being reconstructed in
order to help protect the sub-base and base from any further deterioration.
Second,PEC coordinated a field meeting with a representative from MacAsphalt Division to
further evaluate the pavement deterioration and cracking along White Road from Bluford
Avenue to East Lakeshore Drive. After conducting the field inspection, the MacAsphalt
representative recommended milling and resurfacing this portion of White Road due to the
considerable deterioration and cracking. He further noted that this pavement appears to have
outlived its life expectancy and should be removed and replaced.
Third,PEC coordinated with Seminole County Public Works Department to conduct a more
precise pavement evaluation by using the Dyna-Flect. This test showed that the existing asphalt
pavement from Bluford Avenue to East Lakeshore Drive has a poor spreadability value or poor
capacity for the pavement to spread the load over the sub-grade. This is attributed to the severe
deterioration and cracking in this pavement.

Based on this analysis,PEC recommends that White Road be milled and resurfaced to a depth
of 2 inches from Bluford Avenue to East Lakeshore Drive and at other isolated locations from
East Lakeshore Drive to the Hammocks Drive.
