City Engineer/Utiliti s irector SUBJECT: Water Reuse System - Clarke Road As you are aware, we have begun design of the water reuse system that will initially serve the area along Clarke Road north and south of A.D. Mims Road. Completion of this design is several months away, after which selection of a contractor must occur before construction can begin. The estimated pipeline construction cost for the 16" diameter portion of the line is in the range of $40 to $55 per foot. In areas where the line is to be installed under pavement, the cost will be higher than in areas of bare ground. The developer of The Reserve, a single family subdivision on the east side of Clarke Road at A.D. Mims has entered into an agreement with the city to construct left turn lanes on Clarke Road at the entrances to The Reserve and Reflections, the subdivision on the west side of Clarke Road. These turn lanes are being constructed within the existing median area which is also the area within which the proposed reuse line will be constructed. To avoid having the turn lanes constructed, only to be torn up in a few months for the construction of the reuse line, we asked the contractor who is to build the turn lanes to provide us with a price proposal for the construction of the segment of reuse line that lies within the limits of the turn lane project. His proposal is attached for your review. The proposal contains two major items, the pipeline itself at a cost of $47,414.20 and removal and replacement of pavement at a cost of $10,587.20. The cost to construct the pipe line works out to $38.86 per foot, with the total construction cost being $47.54 per foot. Due to the time constraint and the limited work area, it is not feasible to have two contractors on this site at once, so we did not solicit proposals from any other contractors. If we do not construct this segment of the reuse line now, it could be done later with the balance of the All THE PRIDE OF WEST ORANGE I project, but we would then be tearing up pavement and curb that would be only a few months old, and disrupting traffic twice instead of once. We believe it would be best to construct this segment of the reuse line concurrent with the construction of the turn lanes, with payment for the reuse line work to come from the $2.79 million allocated for the reclaimed water system in the recent utility bond issue. I recommend that the City Commission authorize Blue Ox Land Services, Inc. to proceed with construction of the water reuse facilities as described in their proposal dated 10/10/97 for the not - to -exceed fee of $58,001.40.
