PARKER On October 7, 1997 at 10:00 am two bids were received and opened regarding the City Hall/Police Station Siding and Trim Replacement project. Bids were received from: A -1-A Builders Golden Hammer Contractors, Inc. CITY MANAGER ELLIS SHAPIRO Each bid was reviewed and all pertinent information was tabulated(see attachment A). At this time several irregularities were noted: • Neither bid contained the required bid bond. • Neither bid contained documentation of adequate work experience. • Golden Hammer Contractors, Inc. bid did not include pricing for alternate work. The City's attorney for this project, Stephen M. Bull was conferred to ascertain whether or not any or all of these irregularities could disqualify the bids. It was his opinion that the City could reject all bids based upon these irregularities, but if it desired, since the irregularities were uniform to all bidders, it could continue the evaluation process, if any particular bid looked attractive. City staff, with the consultation of John Cassidy decided to interview the low bidder, A -1-A Builders. Based upon this interview and additional references supplied, it was decided that A -1-A Builders did not possess the required experience for a job of this type or magnitude. Therefore, based upon the above information, city staff recommends that the Mayor and Board of City Commissioners reject all bids on the City Hall/Police Station Siding and Trim Replacement project and go back out to bid.
