Support Widening Of S.R. 535 From S.R. 50 To Chase Road (Winter Garden)Memo To: Mayor & Commission Via: Hollis Holden, City Manager From: Mark Cechman, City Planner Date: November 7, 1997 Re: Improvements to CR535 In light of the recent defeat of Orange County's 1 cent sales tax; it is important for the City of Winter Garden to investigate alternative funding sources to realign and four -lane CR535. The need for the City to move ahead with this project is multidimensional. The city's draft EAR identifies that this road will drop below its adopted level of service by 2007 (See attached). This projection will develop sooner if the following occur: Beltway Improvements - Section "C" of the Beltway (and the proposed interchange on CR535) is currently in the advance right-of-way acquisition stage. If this project advances to construction, this will open a floodgate for new development along its corridor. This development will use CR535 as a local collector to get to the commercial activity along SR50 and downtown Winter Garden. Section A of the Beltway is anticipated to be completed within the next two years. Section A will open up new traffic from the Apopka/Seminole County region going to the attractions. Until Section C is completed, this traffic will utilize CR535 to complete their trip to the attractions. 2. Horizons West - It is too early to determine either the timing or the potential traffic impacts of Horizons West. CR535 will be used by this development as a means to get to the Turnpike and SR50. If this development advances to completion within the next few years, CR535 will not be able to handle the impacts. This need for improvements is also reflected in the City of Winter Garden Transportation Study and in the MPO's 2010 Plan. 3. Theme Park Expansion - CR535 has long been known as the "back door" to Disney. The impacts for employment housing from the expansions of Sea World, Disney World, or Universal Studios may increase the traffic of CR535 greater than anticipated. Finally, this road segment will be the major north/south collector for our southern planning region. If development occurs without the expansion, congestion will greatly reduce the quality of life. Also, allowing development along this road without the improvements will crowd the existing right-of-way. Future expansion of the road will be also be hindered by the City's inability to obtain the needed right of way. It is important to note that most work programs are on a five year window; projects approved this year will not be approved for design until the year 2002 at best. Construction and right- of-way acquisition will take another two to three years. In other words, roads approved today will not be completed until the year 2004 or 2005.
