BUILDING INSPECTORS - Provide relief under .Chapter 468 on building inspector certification to allow on-the-job training that documents an inspector's development and thereby allows them to perform based upon criteria other than solely years of service. ISSUES FOR CONSIDERATION AT NOVEMBER 7, 199.7 MEETING (Worded as received from Committee Members) - Oppose UNITARY TAX that will be reintroduced by the legislature. If passed, cities will lose a major source of direct income and will have to rely on the State for distribution of funds. - Sunshine Law - Oppose any erosion of sovereign immunity, and advocate expansion of same. • Enclaves • Franchise Fees for Use of Public Rights of Way - replaces the current franchise fee definitions with a systdm that would prevent an erosion of the fee base from unbundling or redefining otherwise acceptable services, and ensures the fee can be applied uniformly regardless of the location of the provider. • Municipal Public Service Tax - replaces the current definitions with a system that would prevent tax avoidance. • Municipal Public Service Tax Fuel Adjustment Charge Exemption - eliminates the exemption of the fuel adjustment charge from the municipal public service tax. - Partial Year Assessments - provides the ability to adjust property tax assessments for the first (partial) year of property improvement. May require a constitutional amendment to segregate tangible property from real property. • Preserves municipal Home Rule and the collective bargaining process in determining which sections of Chapter 175 and 185 apply to local law plans. (Oppose HR 3075 which expands employee benefits under FS Chapters 175 or 185 thus increasing contributions made by municipalities). • Support restoration of full funding of the state recycling grant program. • Grant cities increased flexible financing opportunities: repeal fuel adjustment exemption from Public Services Tax and allow Partial Year Assessments.
