Mark Chief of Police Should the Honorable Mayor and Board of City Commissioners approve a Juvenile Curfew for the City of Ocoee. DISCUSSION Pursuant to your request, attached is a report concerning juvenile criminal activity within the city for your review and discussion. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve a Juvenile Curfew for the city in an effort to reduce the juvenile problems we are currently experiencing in the City of Ocoee. l� ry�J }F moi. � C POLICE scute CRIMINAL ACTIVITY REPORT JUVENILE INVOLVED INCIDENTS December 11, 1997 The information compiled within this report shows the involvement of juveniles in criminal activities based upon the reported incidents to the Ocoee Police Department during July 1, 1996 through July 31, 1997, the period in which the now defunct Curfew Ordinance was in effect. These incidents reflect only when it is a known fact that there was juvenile involvement. Unsolved crimes where the perpetrators have not been identified, and which there is a high probability of juvenile involvement, have not been included in these totals. A total of 2,560 juveniles were involved in crimes either as a victim, witness, or suspect/defendant during this period. An exact number correlated to the specific categories is unavailable. In our previous report, which included the 1994/1995 fiscal year statistics, prior to the implementation of the now defunct Curfew Ordinance, there were 1,742 juveniles involved in criminal activities. There has been an increase of 68% during this current reporting period over the last. ti Crimes committed by juveniles and juvenile involvement in crimes have decreased or stayed the same in eight of the City's zones. The largest increase has been found to be in Zone 10 because of the overwhelming numbers of juveniles involved in crimes at the West Oaks Mall, most of which can be attributed to property crimes such as retail theft. This increase is followed by Zones 2 and 11 which increased 2% and 1% respectively over the last reporting period. Zones 5 and 6 represent the area covered by the now defunct Curfew Ordinance. This area is bordered on the south by Silver Star Rd., on the west by East Crown Point Rd., on the east by Ocoee Hills Rd. and on the north by Flewelling Dr. and a number of parcels of land. Crime in these zones decreased from a combined total of 33% to a combined total of 20% during the period in which the Curfew Ordinance was in effect. Although only seven warnings were issued to violators, it can be speculated that the deterrent factor present from having a Curfew Ordinance contributed to lowering the crime in these areas. The decrease in crime shows that the Curfew Ordinance was indeed successful in its purpose. It is my recommendation that the Curfew Ordinance be re -instated in both Zone 5 and 6. Incidents which are reported between the hours of 0900 and 1600 most often have occurred at the schools or involve juveniles who are not attending a school, due to suspension, skipping school or dropping out of school. ti The highest percentage of reported incidents still rcmain to occur between 1500 and 2000 hours. Incidents which are reported between 2000 and 0400 hours mostly involve crimes of violence and loitering. ZONE 4 Total Number of Juveniles: 108 Percentage of Incidents throughout City: 4% There was no change in the percentage of this zone over the prior report. ZONE 10 Total Number of Juveniles: 243 Percentage of Incidents throughout City: 9% WEST OAKS MALL (PART OF ZONE 10, COUNTED SEPARATELY) Total Number of Juveniles: 581 Percentage cif Incidents throughout City: 230,10 Combining all information for Zone 10, including the west Oaks Mall, there was a 19% increase for this area. Jumping from 13% to 32%. Crimes committed at the Mall are most always Crimes Against Property, i.e. Retail Theft.
