MINUTES OF THE OCOEE CITY COMMISSION MEETING HELD
JANUARY 7, 1997
CALL TO ORDER
Mayor Vandergrift called the regular meeting to order at 7:30 p.m. in the commission
chambers. Former Commissioner Hamby led in prayer and Frances Watts led in the pledge
of allegiance. The roll was called and a quorum declared present.
PRESENT: Mayor Vandergrift, Commissioners Anderson (arrived at 7:45 p.m.), Glass,
Gleason, and Johnson. Also present were City Manager Shapiro, Building
Official Flippen, Personnel/Employee Relations Director Psaledakis, Planning
Director Wagner, Senior Planner Horne, Recreation Director Beech, Police Chief
Mark, and City Clerk Grafton.
ABSENT: None
PRESENTATIONS AND PROCLAMATIONS
EMPLOYEE AWARD FOR YEARS OF SERVICE -PAUL VANCE,POLICE DEPARTMENT, 15 YEARS.
Mayor Vandergrift invited Officer First Class Paul Vance to the lectern and gave a brief history
of Officer Vance's fifteen years with the City Police Department. Chief Mark awarded Officer
Vance a placque and a gift certificate in recognition of his achievements.
CONSENT AGENDA
The consent agenda consisted of items A, B, and C. After a brief discussion regarding the
higher bid in item C, Mayor Vandergrift, seconded by Commissioner Glass, moved to approve
the consent agenda as presented. Motion carried 5-0.
A. Approval and Acceptance of Minutes of City Commission Work Session of December
26, 1996.
B. Approval and Authorization to Award Bid B97- 01 for Ford Brass Service Valves and
Fittings for Utility Department to U.S. Filter/Davis for $38,096.25.
C. Approval and Authorization to Award Bid B97-03 for Lawn Maintenance and
Bushhogging_to Strike -3 Lawn Care and Design of Ocoee for the annual price of
$25,320.00.
EMERGENCY ITEM. APPROVAL OF EXCERPTS OF DECEMBER 3 AND DECEMBER 17,
1996 MINUTES
City Attorney Rosenthal explained that, although the minutes from the meetings of December
3, 1996 and December 17, 1996 had not been completed, certain portions of those meetings
pertaining to the 1996 bond issue had been prepared in order for the Commission to consider
them for approval at this meeting as the bond closing was scheduled for January 8. Mayor
Vandergrift declared this to be an emergency item and asked for the pleasure of the
Commission. Commissioner Glass pointed out a typographical error in the minutes of the
December 3 meeting, i.e., Resolution 95-32 should be Resolution 96-32. Commissioner Glass,
seconded by Commissioner Anderson, moved to approve the excemts of both the Minutes of

December 3, 1996 Regular Meeting and Minutes of December 17, 1996 Regular meeting as
corrected. Motion carried 5-0.
COMMENTS FROM CITIZENS/PUBLIC
Ms. Nancy Maguire, 3508 E. Crystal Lake Avenue, Orlando, 32806, representing the Ocoee
Historical Commission, announced the official opening of the Withers -Maguire House on
January 12 for City officials and staff, those who helped with the grants, pioneer families, past
officers, and contributors of historical items. She added that there would be a grand opening
on January 19 from 2 - 5 p.m. for the general public.
PUBLIC HEARINGS
SECOND READING OF ORDINANCES
ORDINANCE NO. 97-01, RELATING TO TEMPORARY PARKING AND OCCUPANCY OF
RECREATIONAL VEHICLES.
This Ordinance was presented by title only for the second reading and second public hearing.
City Manager Shapiro advised that since the first reading a change regarding the use of
generators had been incorporated into the -proposed Ordinance requiring that the applicant obtain
the written consent of all abutting property owners located within 300 feet of the applicant's
property where the proposed temporary parking and occupancy of vehicles will occur.
The public hearing was opened.
Former Commissioner Hamby, 709 Pine Street, representing the Ocoee Church of Christ, said
that they expected to have the vehicles using an electrical hookup rather than generators and that
they will only have six to eight vehicles involved at one time when the Sojourners come to
Ocoee.
Discussion ensued regarding the enforcement of the ordinance and the frequency of its use, and
various amendments to the proposed Ordinance were presented and agreed upon.
The public hearing was closed. When the discussion was completed, City Attorney Rosenthal
summarized the proposed changes as follows: (1) revising the last sentence of Subsection 2
thereof so that the sentence reads as follows: No oleetfie, water; or sewer connections will be
permitted in connection with such temporary uses and occupancy. Electric connections will be
permitted in connection with such temporary uses and occupancy subject to compliance with
all applicable requirements of the City Code and inspection by the City for compliance with the
City Code. The maximum number of vehicles permitted on the real property and connected to
electrical power will be the number set forth in the application. After a warning by the Building
Official and failure of the applicant to come into compliance with the special permit conditions,
the Building Official may revoke the special permit upon a finding that there has been a violation

of the special permit which has not been immediately corrected, in which case all vehicles
parked on the property will be required to immediately vacate the property. (2) and further
revising the requirements for the application by adding a subsection- (f) as follows: The
number of vehicles to be located on the real property which is the subject of the application with
an itemization of the number of such vehicles which will be connected to electric power.
Commissioner Glass, seconded by Commissioner Anderson, moved to approve Ordinance No.
97-01 amending proposed Section 5-8.D.2 of Article V of Chapter 180 as set forth in the
agenda packet and incomorating the above revisions as read by City Attorney Rosenthal.
Motion carried 5-0.
ORDINANCE NO. 97-02, RELATING TO PROPOSED EQUIPMENT SCREENING REQUIREMENTS.
This Ordinance was presented by title only for the second reading and second public hearing.
Planning Director Wagner advised that this Ordinance further defines and clarifies the language
used in former ordinances regarding roof mounted equipment.
The public hearing was opened. As no one wished to speak, the public hearing was closed.
Commissioner Gleason, seconded by Commissioner Johnson, moved to find the chanes
Ordinance No. 97-02 as presented. Motion carried 5-0.
ORDINANCE NO. 97-03, SILVESTRI INVESTMENTS - SMALL SCALE COMPREHENSIVE PLAN
AMENDMENT.
This Ordinance was presented by title only for the second reading. Senior Planner Horne
advised that she had given the staff report at the first reading and asked for any questions.
The public hearing was opened. As no one wished to speak, the public hearing was closed.
Commissioner Johnson, seconded by Commissioner Glass, moved to approve the requested
Future Land Use Designation change to Low Density Residential and adopt Ordinance No. 97-03
as presented. Motion carried 5-0.
ORDINANCE NO. 97-04, RELATING TO SILVESTRI INVESTMENTS .REZONING.
This Ordinance was presented by title only for the second reading. Senior Planner Horne said
that the effective date on this Ordinance has been delayed and staff recommended adoption.
The public hearing was opened. As no one wished to speak, the public hearing was closed.

Commissioner Gleason, seconded by Commissioner Glass, moved to approve the requested
rezoning to R -1A, Single Family Dwelling District, as recommended and adopt Ordinance No.
97-04 as presented. Motion carried 5-0.
There was discussion regarding Clarke Road cutting through to Ocoee-Clarcona Road and the
need for a traffic light at that intersection. City Manager Shapiro advised that at this time a
light is not warranted but he would look into the cost as well as whether the County would allow
one to be put in and have a report for the next meeting.
OTHER BUSINESS
FIRST READING OF ORDINANCE NO. 97-05, REVISING THE EMPLOYEE RULES AND
REGULATIONS REGARDING DISCIPLINARY ACTION/TERMINATION AND GRIEVANCE
PROCEDURE. Second Reading and Public Hearing scheduled for January 21; 1997.
This Ordinance was presented by title only for the first reading. Mayor Vandergrift asked for
some discussion at this time. and then raised a question regarding the number of days allowed
to file a grievance. Personnel Director Psaledakis advised that the employees insisted on that
timing so that the process would not drag on endlessly. She stated that if an extension is
requested by an employee it is always granted.
Mayor Vandergrift announced the time and date of the second reading and public hearing.
APPOINTMENTS TO BOARDS: CITIZENS ADVISORY COUNCIL (3 YEAR TERMS)-SHERRALL
APPLEGATE, RUTH AYCOCK, BETTY HAGER, NELL MINOR, MEL SHANER, JIM SILLS, TOM
SLIMICK, GENE SNOW - TERMS EXPIRE FEBRUARY 1997.
Mayor Vandergrift announced that all the members listed were willing to serve another three
year term, if appointed, with the exception of Nell Minor, and he expressed appreciation to all
of these members who have served since the creation of the council.
Mayor Vandergrift, seconded by Commissioner Glass, moved to reappoint Sherrall Applegate,
Ruth Aycock, Betty Hager, Mel Shaner, Jim Sills, Tom Slimick, and Gene Snow to serve
another three year term on the- Citizens Advisory Council. Motion carried --5-0.
STAFF REPORTS
There were no staff reports at this time.
COMMENTS FROM COMMISSIONERS
Commissioner Johnson:
1) Said to make sure that the Enforcement Officers see that the shopping center areas and
parking lots are cleaned up, particularly the landscaping. City Manager Shapiro

advised that letters have gone out to shopping centers and developers and they have been
given until the planting season to replace the trees, etc.
2) Asked when the construction will start on Story Road. Next week or the week after.
Commissioner Anderson:
1) Asked about the rest rooms at Starke Lake. Mr. Shapiro advised that there are
problemseg tting_plans completed by architect and he has told Recreation Director that
the bottom line is in 15-20 dam
Commissioner Glass:
1) Thanked Mr. Hamby for the invocation at the beginning of this meeting.
2) Announced the RSVP number 656-2218.
Commissioner Gleason:
1) Advised that the Historical Commission has requested a computer, FAX, copier, and
audio/visual display for the handicapped for the Withers -Maguire House. City Manager
Shapiro advised that when the computer upgrade is done throughout the city facilities
it may be possible to focus on that need.
2) Announced an open house January 23,.7:00 p.m. at Ocoee Middle School with the
principal of West Orange High School speaking.
3) Asked about the progress with the roads in Silver Glen. City Manager Shapiro advised
that he is not vet satisfied with the response and must film the rest of those roads before
closing with the attorney.
4) Proposed that the Commission consider giving Mr. Shapiro his city car when his contract
term is up or give him 2 additional months salary (or some other extension of his salary)
for his seven years of good service.
Mayor Vandergrift:
1) Read a letter regarding the repair needed on White Road. City Manager Shapiro
advised that there is monev in the budget to pave a portion as soon as the other part is
finished. He said he would give it to the City Engineer to handle.
2) Asked about the fence at Pioneer Key Park I. Mr. Shapiro said there was confusion
re a�g_who owns it, but that he would check with staff and if it is ours he will take
care of it.
3) Asked about the culverts at Starke Lake Circle and Center Street. Public Works
Superintendent Solomon advised that it can be fixed in house, that he had been waiting
for a contractor, but will start it soon.
4) Asked about the Center Street ditch and covering the exposed pipe. Mr. Shapiro
advised that the County has refused to do anything or share the expense of repair until
a comprehensive solution is reached.

5) Asked if the street sweeper is able to cover the rest of the City. Mr. Solomon
responded that he is working on gettingthe he figures regarding the mileage, and that they
were in Pioneer Key Park II today.
6) Announced that he would do the State of the City address at the next meeting.
7) Announced the dates and times to join the Little League.
8) Announced the dates and times for registration for the West Orange Girls' Club.
9) Announced the Woman's Club Political Forum scheduled for February 11, 7-9 p.m.
ADJOURNMENT
