ISSUE
Should the Honorable Mayor and Board of City Commissioners approve the use of a Law Enforcement
Block Grant towards the establishment of the position of youth services officer?
BACKGROUND
As crimes involving juveniles continue to rise, we must adapt our agency to meet these needs. One
important aspect, when considering how to best meet these needs, is to have someone specially trained in
dealing with juveniles, both on a criminal and dependent basis. The position of youth services officer is
necessary to improve the quality of service in Ocoee by providing adequate staff to address the special
needs of the youth in our community.
DISCUSSION
In September of 1996, the Ocoee Police Department was awarded $21,7155.00 in grant money from the
U.S. Department of Justice. The grant was awarded to our agency based on statistics reported in the
Uniform Crime Report. The grant allows for the hiring of an officer; we intend this officer to free up
another to perform the duties of a youth services officer. The creation of a youth services officer would
allow other officers to better serve the community by reducing the demands placed upon them.
Additionally, a specialized youth services officer would have the extensive training necessary to best deal
with juveniles. The goal of the creation of this position is to both reduce the numbers ofjuveniles
entering the criminal justice system, utilizing intervention techniques, and to adequately address the needs
of dependent children. The youth services officer would work in the capacity of supervisor, at the rank of
sergeant, under the direct supervision of the administrative commander. As such, this officer would be
responsible for the supervision of the School Resource Officer, the DARE Officer and the school crossing
guards.
RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve the
use of the Law Enforcement Block Grant towards the establishment of a youth services officer.
