City Engineer/Utilif 'rector SUBJECT: Televising of Storm Sewers - Silver Glen Subdivision We have had continual problems in Phase I of Silver Glen Subdivision, with potholes in the streets. We decided to use the city's television truck to inspect and videotape the storm sewers in Phase Ito try to determine their condition. The city's television equipment was designed for sanitary sewers which are typically 8 to 12 inches in diameter, so we were uncertain how successful we would be with large diameter storm sewers. We were able to televise storm sewers up to 30 inches in diameter successfully, and found that an unacceptably high percentage of the storm sewer pipe joints show significant leakage. I believe these leaking storm sewer joints are the cause of most of the potholes that have appeared in the paved streets above. We approached the developer of the subdivision,US Home,to ask that they correct this problem even though the two year warranty period had expired, based on our belief that improper installation was the cause of the past and continuing leaks. To date,US Home has not been willing to undertake a program of storm sewer repairs and/or replacement. We believe it is important to inspect the remaining large diameter storm sewers in Phase I as well as the other sections of Silver Glen to see if similar problems are found there too. Due to the limitations of our equipment,we will need to hire a private firm to televise approximately 2,000 feet of storm sewer pipe in Phase I that is 36 inches in diameter or larger to determine whether similar problems exist in those larger diameter lines.- We have received fee quotes from three firms for this televising work, and the low estimate was received from Metro Sewer Services, Inc. in the amount of$1,000.00 for televising, and$140.00 per hour for cleaning,with approximately 20 hours expected to be required. The cleaning fee will be incurred only for those segments which require it, so the total for this part of the work is an estimate at this time. A breakdown of the fee proposals is shown below. The inspection of the storm sewers that our equipment was able to handle in Phase I required nearly 40 man-hours. Since most of the remaining storm sewers in Phase II are large diameter lines, we are-not able to televise those lines with our equipment. We made follow-up phone calls to all three of the companies that responded to our initial request to ' find out if they would hold their prices for the work required in-Phase II. All three said they would, and based on that, Metro Sewer Services,Inc. will be able to complete the cleaning and_ - televising,of the approximately 3,000 feet of storm sewers in Phase II for approximately $5,700.00. I recommend that the City Commission authorize-the transfer of $10,000.00 from Stormwater Reserve For Contingency(which has a current balance of$60,520.00)_to Stormwater Professional Services and authorize Metro Sewer Services, Inc. to perform the televising services - in Phase I and Phase II at the rate outlined in their proposal. Dear Mr. Holland: In reference to our telephone conversation last Friday, ALTAIR performed a site visit at Stirling Lake Drive in Silver Glen, Ocoee. Upon visual inspection in the manholes, using Q beam light, very little, if any, sand/debris was seen. Catch basins had about 1." ALTAIR does not see a need for any cleaning of the pipelines. It was noticed that most of the catch basins were leaking around the incoming and outgoing lines. We understand the significance of this inspection due,to controversy, so we are using the 360° RVC camera and will scan every joint for defects; Because this will take longer than conventional television inspection, a footage price of$1;02 per lineal foot will apply. If regular televising is desired we can adjust the price accordingly. PAYMENT:Full payment is due NET fifteen(15)days with no retainage.If the work extends beyond a one-month period,the Specialty Consultant shall submit bi-weekly invoices covering work performed during the preceding time period for payment within fifteen(15)days. 8. REMEDIES FOR NONPAYMENT:All sums not paid when due shall bear interest at the rate of 1-1/2%per month from the due date until paid or the maximum legal rate permitted by law,whichever is more;and all cost of collection,including a reasonable attorney's fee,shall be paid by the Client.In addition,if the Client fails to make payment to the Specialty Consultant as herein provided,then the Specialty Consultant may stop work with prejudice to any other remedy it may have. 9. WARRANTYS:All workmanship and materials are guaranteed against defects in workmanship for a period of one(1)year from the date of substantial completion of the project.THIS WARRANTY IS IN LIEU OF ALL OTHER WARRANTIES,EXPRESSED OR IMPLIED, INCLUDING ANY WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE.The Specialty Consultant will not be responsible for special,incidental,or consequential damages.The Specialty Consultant shall not be responsible for damage to its work by other parties.Any repair work necessitated by caused damage will be considered as an order for extra work. 10. MISCELLANEOUS: Notwithstanding any provisions contained in this AGREEMENT or the contract documents between the Owner and the Client,the Specialty Consultant may file a lien or claim on its behalf in the event that any payment to the Specialty Consultant is not made as,and when,provided for by this AGREEMENT.
