SUBJ: Recommendation for Transportation Planning Consultant
ISSUE:
Should the Honorable Mayor and City Commissioners direct staff to enter into negotiations for a
continuing consulting services contract with JHK &Associates?
BACKGROUND:
On November 5, 1996, the Ocoee City Commission unanimously approved the hiring of a
transportation planning consulting firm and directed staff to begin the formal Request For
Qualifications (RFQ) process. A selection committee, comprised of the Director of Planning, City
• Engineer/Utilities Director, Public Works Director, Capital Projects/Concurrency Analyst, and
Commissioner Glass, was formed to review the proposals, rank the firms, interview the top
candidates, and recommend the firm which best met the criteria outlined in the RFQ (attached).
DISCUSSION:
Five firms responded to the RFQ. They were each rated by individual selection committee
members in several areas, including:
1. Whether their proposal exhibited a clear understanding of the extent of work involved in
providing these services.
2. The experience of the firm and of the individuals who would be assigned to represent
Ocoee.
3. What similar experience they had representing other local governments.
4. How much general knowledge they had about Ocoee and the West Orange County area.
The results of the ratings by individual committee members were then tabulated to rank the firms.
The table below represents the total points achieved by each firm from a possible score of 500:
