Should the Mayor and City Commissioners approve the Preliminary / Final Site Plan for Wingate
Mini -Warehouses?
BACKGROUND:
Wingate Mini -Warehouses is a proposed commercial development to include 82,100 square feet
of mini -warehouse units.and 1,540 square feet for an office and living unit for the manager (a total
of 83,640 square of buildings). The property is located at the end of Mercantile Court, just west
of Maguire Road, approximately 1/4 mile north of SR 50, behind Wal-Mart. The zoning is C-3
which permits this use. The project is to be developed in two phases.
DISCUSSION:
The attached Preliminary / Final Site Plan for Wingate Mini -Warehouses, as submitted on March
31, 1997, conforms to all applicable requirements of the Ocoee Land Development Code. The
plans indicate that additional right-of-way will be dedicated. to the City in order to construct a cul
de sac at the end of Mercantile Court. The transfer of that land will be accomplished by a
separate warranty deed, prior to any Certificate of Occupancy being issued for the project.

The Wingate Mini -Warehouses have been designed with sensitivity to the surrounding uses. The
buildings have been arranged as an enclosed complex, with all the buildings facing inward. Extra
landscaping has been provided along the outside of the buildings at the northeast corner of the
complex. The extra landscaping provides greater screening, from Maguire Road than would have
been provided if only the minimum landscaping requirements had been met. The site plan has
also been designed to preserve a large 30 inch oak tree on the site, which is located just inside
the entrance of the complex.
PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On April 8, 1997, the Planning and Zoning Commission held a de novo public hearing on the
Preliminary / Final Site Plan for Wingate Mini -Warehouses. The developer was present but did
not speak, and there was no one else to speak. at the public hearing. After a brief discussion of
site plan issues, the Planning and Zoning Commission voted unanimously to recommend approval
of the site plan for Wingate Mini -Warehouses as presented by Staff.
STAFF RECOMMENDATION:
The attached Preliminary / Final Site Plan for Wingate Mini -Warehouses was reviewed by the
Development Review Committee on March 21, 1997 and was approved unanimously. Based on
that approval and the Planning And . Zoning Commission's recommendation, the Planning
Department respectfully recommends that the Mayor and City Commissioners approve the
Preliminary / Final Site Plan for Wingate Mini -Warehouses, as date stamped received by the City
on March 31, 1997.

OCOEE PLANNING AND ZONING
COMMISSION will hold a PUBLIC
HEARING on April 8, 1997 at their reggu-
lar session, and the OCOEE CITY COM-
MISSION will hold a PUBLIC HEARING
on April 15, 1997 at thbir regular ses-
sion to consider approving the WIN -
GATE MINI -WAREHOUSES PRELIMI-
NARY/FINAL SITE PLAN. The site Is
located on Merchantile Court, 1/4 mile
north of S.R. 50 on the west side of Ma-
guire road. both public hearings will be
held at 7:30 p.m., or as soon thereafter
as possible, in the Commission Cham-
bers, Ocoee City Hall, 150 North Lake-
shore Drive, Ocoee, Florida.
The complete project file, including a le-
gal description ) the subject property,
may be inspected at the Ocoee Plan -
may continue the public hearings to
other dates and times as they deem
necessary. Any interested party shall be
advised that the dates, times and plac-
es of any continuation of these or con-
tinued public hearings shall be an-
nounced during the hearing and that no
further notices regarding these matters
will be published.
