CORWIN PUBLIC WORKS DIRECTOR 56(1 FLEWBLLINC AVE. •OCOEE,FL 34761 PHONE(435)87-8420•FAX(4(12)87711392 STAFF REPORT DATE: April 30, 1997 TO: The Honorable Mayor and City Commissioners FROM: Richard Corwin, Director of Public Works RE: Proposed Public Works Facility ISSUE : Request for approval to proceed with an appraisal of the property located at 307 Enterprise Street, in the Industrial Park, for the proposed relocation of the Public Works Facility. BACKGROUND: The Public Works Department is currently located on a tract of land approximately one (1) acre in size. The offices and rest rooms are located in a badly deteriorated building. Refuse collection vehicles occupy almost one third of the site. Because of the adjacent ball fields and public use of surrounding property, there is no room for expansion or improvements to the existing facility. With the relocation of the Public Works Facility this property will be converted to allow for much needed safe parking to serve the ball field patrons. A $1,500,000 bank loan has been approved to construct a new Public Works Facility. Subsequent searches for adequate property revealed that available land, that was affordable, was affected by construction of the proposed Western Beltway making it unusable, impractical or not central to the City. Other sites were researched but market prices did not permit the construction of a Public Works complex. A 2.97 acre parcel for sale in the Industrial Park was investigated and found to be suitable for current needs with enough available land to allow for expansion as future needs require. Additionally, there is adjoining vacant land that may possibly be acquired if needed. This property is completely fenced, 300' X 430' with a 3,660 square foot metal building with three bays, attached 640 square foot storage building, interior first and second floor storage areas, 1,180 square feet of office space and video security system. The offices and shop space can be occupied and used temporarily without interfering with the construction of the new facility. The listed price for this property is $375,000. Staff feels, however, that this price can be negotiated. This will provide a remainder of an estimated $1,000,000, after remodeling of existing facilities for ball field parking, to construct a facility with Fleet and Facilities at- THE PRIDE OF WEST ORANGE E8 Maintenance capabilities, an updated Traffic Operations shop, and shop areas to perform other maintenance and construction functions of Public Works. RECOMMENDATION: The City's Building Official, Planner, Engineer, and Public Works Director, and staff have carefully reviewed and concur that this site is well suited for a Public Works Complex and respectfully recommends approval to proceed with the appraisal of this property for the purpose of negotiating its purchase. Attached are copies of site location, legal description, building and property description from the Realtor, letter of approval to occupy the site from the Florida Department of Environmental Protection, letters to the owners in relation to a petroleum cleanup of contamination caused by an old fueling site. This site is eligible for reimbursement of the cleanup costs of up to $300,000 less a$10,000 statutory deductible.. Occupancy of the site is not prohibited providing we do not interfere with cleanup efforts. The Department has determined that the contamination related to the storage of petroleum products as defined in Section 376 . 301 (16) , Florida Statutes (P.S . ) , at this site is eligible for reimbursement of up to $300,000 of allowable costs less a $10, 000 deductible pursuant to Section 376 . 3072 (2) (a) 3, F.S. , under the Florida Petroleum Liability and Restoration Insurance Program. Pursuant to 95-2, Laws of Florida (LOF) , and effective March 29, 1995, no further site rehabilitation work on sites eligible for state assisted cleanup from the Inland Protection Trust Fund shall be eligible for reimbursement . For any site rehabilitation work conducted prior to March 29 , 1995, reimbursement may be requested regardless of whether the program task i.s -bompleted. In accordance with 95-2, LOF, future state assisted rehabilitation will be dictated by the site' s priority ranking score, and shall be conducted on a pre-approval of scope of work and costs basis .
