RE: WAIVER AUTHORIZATION FOR PURCHASE OF TWO F-257 TRUCKS
According to Ordinance No. 96-10, which addresses purchasing policies and procedures for the
City, the Commission has the authority to waive the minimum standards for acquisition of any
commodity or contractual service. In this case, Richard Corwin, Public Works Director, has
asked for this waiver based on various factors which arc stated in his memorandum dated May
23', 1997 and which I have attached for your review. With the exception of the estimate for
possible repair costs for the two vehicles which will be replaced by the acquisition of the F-257s,
I can verify the pricing which Mr. Corwin has listed in the memorandum. The few facts that
should he corrected is that the price of $20,345.00 is from the Florida Sheriffs Association
Contract which has been used this Fiscal Year for other purchases of vehicles. Also, the
Sheriffs Association pricing is based on an F-250, a slightly lighter vehicle which would not
easily allow for towing, a service which Mr. Corwin has indicated he would like on the trucks.
the State of Florida Contract for a vehicle similar to the one from Heintzelman Ford is
$20,052.00. The price from Heintzelman Ford is still lower for the same vehicle. I would like
to further reinforce the waiting period for the F-257s and similar vehicles; in the past. the City
has waited in excess of 120 days for delivery of these type of vehicles due to the fact that Ford
has to manufacture the truck according to our requested specifications and that the service body
is installed by a local authorized Ford service body vendor.
ACTION REQUESTED
The Honorable Mayor and Board of City Commissioners 1) authorize the waiving of the
minimum standards for acquistion of two (2) Ford F-257s and 2) authorize the purchase of two
(2) Ford F-257s from Heintzelman's Truck Center. Inc., in the amount of$19,915.75 each for a
total of$39,831.50.

I spoke with the Fleet Sales Manager, Mike Hair, of Heintzelman Ford and the
price for the 1997 F-250 truck with Utility Body is as follows.
Under State contract the new F-250 with service body is $20,345 each and from
Heintzelman the cost is $19,915.75 each and is available immediately. The
information given me by the salesman led me to believe the one we were looking
at was a used, low mileage truck. Discussions with the manager revealed it was
new.
Because these are new, are available immediately and less than State Contract,
I would like to buy these 1997 with utility beds for a total cost of$39,831.50
versus State Contract price of $40,690. Additionally, during the 90-120 day
waiting period the trucks to be replaced are unsafe and will require costly
maintenance.
The 1987 dodge 4x4 P.U. is restricted in use because of front end problems,
making it hazardous to drive, has 114,085 miles and will require approximately
$4,000 in repairs.
The 1987 Chevrolet 5-10 P.U. was inherited from the Police Department, has
75,783 miles, has rusted through the body, is beyond repair and is not used very
frequently due to its overall risky condition. These two vehicles are to be placed
on the surplus list for disposal in July.
I am requesting that we waive the bid process and purchase these two F-250
with Utility bodies from Heintzelman Ford for a savings of$858.50 below State
Contract and possible maintenance savings in excess of$4,000.
