CORWIN PUBLIC WORKS DIRECTOR 560 FLEWELLING AVE_•OCOEE,FL 34761 PHONE(407)877E 420•FAX 407)877-0392 STAFF REPORT DATE: May 30, 1997 TO: The Honorable Mayor and City Commissioners FROM: Richard Corwin, Public Works Director RE: Reconstruction of the Ocoee Bulldog ootball Field ISSUE: Whether or not to waive the bid process to reconstruct the Bulldog Football Field. BACKGROUND: The subject football field is grassed in Bahia grass which is not resistant to the year round, rigorous athletic activities played on its surface. Bahia grass grows vertically and when damaged does not recover quickly. This has resulted in an extremely rough, grass bare surface rendering the field useless and unsafe for continued activities without extensive reconstruction. Bermuda grass is the preferred grass for this type of playing surface because it recovers quickly and does not require annual replacement as does Bahia grass. The reconstruction of this field must be completed in time to allow a minimum of ninety (90) days before the new sod can be played on. To have the field open for play in the first week of September we must have it planted by no later than June 15 to allow for proper growing time. RECOMMENDATION: Staff respectfully recommends a waiver of the bid process to allow for the proper time to reconstruct the Bulldog Football Field which will permit use of the field by the beginning of the season without damage to the new growth. Staff will provide three quotes from which the Commission may choose. The estimated cost of this reconstruction is $45,000 based on informal quotes.
