Wagner, AICP, Director of Planning SUBJECT: West Oaks Mall - Lot 12 Preliminary/ Final Site Plan Project# 97-002 ISSUE: Should the Mayor and City Commissioners approve the Preliminary / Final Site Plan for West Oaks Mall - Lot 12? BACKGROUND: Lot 12 is the largest outparcel at the West Oaks Mall containing approximately 7.7 acres. This parcel is located on the south side of the mall between the mall ring road and SR 50. The property will be developed as a single parcel with one owner, but will have three buildings, each with a separate tenant. The three buildings on the site (Building A, Building B, and Building C) have a total of 64,360 square feet of retail space. This is less than half the square footage permitted for this parcel by the Final Subdivision Plan and well within the 94,712 square feet of space permitted within Phase I of the DRI. At this point, it is anticipated that the property will be developed in two phases. The first phase will include construction of Building A (Toys 'R' Us) and Building C (Borders Bookstore). Building B will be constructed at a later date when a tenant for that building is secured. The future tenant of Building B is not known at this time. Ot Y5" The Honorable Mayor and City Commissioners June 12, 1997 Page 2 DISCUSSION: The proposed Preliminary / Final Site Plan for West Oaks Mall - Lot 12 was reviewed by the Development Review Committee (DRC) on June 2, 1997. The Committee voted unanimously to recommend approval of the proposed Preliminary / Final Site Plan, subject to a list of comments being addressed. The plans were revised and resubmitted on June 6, 1997 to address those comments prior to the Planning and Zoning Commission public hearing. A review of the revised plans identified only a few remaining items which needed to be resolved. Those items were listed in Memorandum from Russ Wagner to the Planning and Zoning Commission (dated June 6, 1997), which was included in the Staff Report for the public hearing. After the Planning and Zoning Commission public hearing, the plans were revised again to address all the remaining items (plans date stamped June 12, 1997). Therefore, the plans included in your Staff report are now complete and meet all Land Development Code requirements. The only remaining issue is the Final Plat for the West Oaks Mall, which must be approved prior to the approval of the Preliminary / Final Site Plan for Lot 12. PLANNING &ZONING COMMISSION MEETING AND RECOMMENDATION: On June 10, 1997, the Planning and Zoning Commission held a de novo public hearing on the Preliminary / Final Site Plan for West Oaks Mall - Lot 12. The developer's representative was present and answered a few questions. There was one citizen present to speak at the public hearing, and his questions were answered. There was no opposition to the proposed Preliminary / Final Site Plan. After a brief discussion of site plan issues, the Planning and Zoning Commission voted unanimously to recommend approval of the site plan for West Oaks Mall - Lot 12, subject to the approval of the final plat and all items in Russ Wagner's Memo being addressed. • STAFF RECOMMENDATION: As indicated above, the Development Review Committee recommended approval of the Preliminary / Final Site Plan for West Oaks Mall - Lot 12, with conditions. The Planning And Zoning Commission also recommended approval of the proposed site plan, subject to certain conditions. All issues have now been resolved except approval of the Final Plat for West Oaks Mall.
