Wagner, AICP, Director of Planning / SUBJECT: Appointing Advisory Group to Review the Evaluation and Appraisal Report ISSUE: Who should the Mayor and City Commission select to comprise the new "representative advisory group"? BACKGROUND: Each city and county in Florida is required to provide opportunities for public participation during the preparation of its Evaluation and Appraisal Report. The purpose of the public participation procedures is to outline how citizens and business owners will be involved in the reviewing the Comprehensive Plan. On December 16, 1997, the City Commission adopted the revised public participation procedures (Resolution 97-16). These procedures brought into existence the "representative advisory group" whose members will be selected by the City Commission on January 6, 1998. Members of the "representative advisory group"will be expected to attend and prepare for each Planning and Zoning Commission meeting regarding the Evaluation and Appraisal Report. Staff anticipates a maximum of two Planning and Zoning Commission meetings per month between January 1998 and June 1998. Each member will be given copies of draft reports for review and will participate in all workshops and public hearings regarding the Evaluation and Appraisal Report. ( 1 The Honorable Mayor and City Commissioners December 30, 1997 Page 2 DISCUSSION: While the City Commission is responsible for selecting the final members of the "representative advisory group", nominations have been supplied by the Local Planning Agency and individual City Commissioners. Staff has contacted these people to confirm their interest in participating. Those persons who could not be contacted or who were not interested in participating have not been listed in the attached table. The attached table indicates those persons who have agreed to participate as members of the "representative advisory group" and they have been told that they may not be appointed. Staff will notify the selected members of the "representative advisory group" once they have been chosen from the attached list. This group should be small enough to encourage participation from each member of the "representative advisory group" and large enough to be considered representative of the entire City. For instance, if the City appointed 15 members and we assumed that each person might speak for ten minutes, then the public participation portion of the meeting would last for two and a half hours. Accordingly, staff is recommending that the City Commission select between five and seven members. PLANNING AND ZONING COMMISSION RECOMMENDATION: On December 9, 1997, the Planning and Zoning Commission, acting as the Local Planning Agency, suggested a list of people to serve on the "representative advisory group." Staff has confirmed that four of the people nominated by the Planning and Zoning Commission are interested in serving on the "representative advisory group" and their names are included on the attached Table of Nominees. STAFF RECOMMENDATION: Staff respectfully requests that the City Commission select between five and seven members to comprise the new"representative advisory group". Attachment.
