City Engincer/Utiliti s Director SUBJECT: White Road / Orlando Avenue Widening, Resurfacing, Sidewalk Attached for your review is a proposal from Professional Engineering Consultants, Inc. for design services to prepare construction plans for the referenced project. The project was originally conceived as a resurfacing project only, but for a variety of reasons, has grown into a much more complex project. With the additional traffic on White Road traveling to and from the West Oaks Mall, it became clear that the portions of White Road that were less than 24 feet wide needed to be widened. This will entail construction of a complete pavement section, including subgrade, base and wearing surface. 'phis is complicated by the fact that the areas to be widened are not contiguous, and are not all the same sub -standard width. We also decided that to resurface the existing pavement along the south shore of Lake Prima Vista without first correcting the drainage problems in that area would be a waste of money since the new surface would soon be destroyed by traffic. PEC'S proposal includes geotechnical work to define the problems, and a system of drainage improvements to correct the problems. Another problem arca is between the entrance to the Lake Olympia Condominium project and Hammocks Drive. This area is sub -standard in width, and is not properly drained. Widening of this area and the drainage work required due to the increased pavement width is included in PEC'S design proposal. There are drainage problems at Shoal Creek Drive and California Avenue which will be addressed by this design also. The sidewalk design has been completed along the south side of Orlando Avenue from Lakewood Avenue east to Sleepy Harbor Drive. There has been concern voiced by some of the area residents regarding the crepe myrtle plants that have been planted in the right-of-way. In dll THE PRIDE OF WEST ORANGE d5' order to get a five foot separation between the proposed sidewalk and the curb, many of these plants will have to be moved. We believe that they can be moved back toward the rear yard fences, but they will need to be kept trimmed in order to keep the sidewalk passable. These plans arc included in your packet for your review. It is our intention to include these plans as part of an overall resurfacing / widening / sidewalk project set. We should get a better price for the sidewalk as part of a larger project than we would for the sidewalk as a stand-alone project. If there is concern over the placement of this sidewalk, we would appreciate the Commission's direction as to a preferred placement or alignment. PEC's design schedule shows that they will complete this design within 90 days. At that time, we intend to solicit construction bids from the various contractors already under contract with the City. 1 recommend that the City Commission authorize PEC to prepare the design plans for this project in accordance with their proposal number P -7117R4 dated January 13, 1998 for the not -to - exceed fee of $39,500.00, and authorize the Mayor and City Clerk to execute Addendum No. 98- 1 to PEC's continuing contract for consulting engineering services. (PEC) is pleased to provide this proposal for dte above referenced project. BASIC SERVICES Following is a list of Basic Services we anticipate as necessary to accomplish the work required for the referenced project. Land Surveying Services A. Desieni Location Surveys: The following surveying services are to be provided. Provide a topographic survev in accordance with Chapter 61G17-6 F.A.C. for the road rightof-wav area beginning 200 feet west of East Lakeshore Drive and extending eastward to the Harbour Court easterly curb return. The topograph- ic survey will include the following: a. Interpolated one -foot contour intervals. b. Provide and document vertical control tied into Orange County datum. a Establish two permanent benchmarks "on-site." d. Obtain spot elevations at street intersections and at 50' intervals along the centerlines, curbs, sidewalks, and edges of paving along both sides of roadways. e. Determine the location of all "protected" trees greater than 8" in diameter, measured at breast height, noting elevation to the nearest 0.10' at the base of each tree. f. The coordination and location of all utility lines above and below ground. storm and sanitary sewers, water and gas Lines. catch basins, curbs, curb inlets, manholes, headwalls and other drainage structures Mr. Jim Shira, P.E. January 13, 1993 Page 2 P -7117R4 will be shown as evidenced by above ground improvements or as marked by the utility company representative. Determine spot elevations of all improvements including the invert elevations and tops of all sanitary sewers and drainage structures. noting size and type of pipe. h. Locate the approximate BL's of all intersecting roadways. Establish a common survey baseline for the project length beginning at Bluford Avenue running east to Hammocks Drive. The survey baseline will be based on the survey location of the existing roadway asphalt centerline, which will be used to extrapolate an approximate centerline of the right-of-way. The approximate centerline of the right-of-way will be stationed for the limits of Bluford Avenue to Hammocks Drive and shown on the three (3) project drawings to be furnished. The location of this centerline will be added to the two existing surveys recently performed for the City for the (1) East Orlando Avenue Sidewalk Extension from Lakewood Avenue East to Sleepy Harbour Drive and (2) White Road Topographic Survey from Olympic Circle east to Hammocks Court. Geotechnical Engineering Services Conduct geotechnical investigations/analysis to include the followine: a. Review readily available published geologic and topographic informa- tion. This published information will be obtained from the appropriate Quadrangle Map published by the United States Geological Survey (USGS) and the "Soil Survey of Orange County, Florida' published by the United States Department of Agriculture (USDA) Soil Conservation Service (SCS). b. Perform six (6) borings to a depth of seven (7) feet below the existing ground surface. Additional borings, if required, will be performed at a unit rate price of 5650/1-.F. C. Perform pavement coring at three locations. Additional eormgs required, will be performed at a unit rate price of S125yea. d. Visually classify and stratify representative soil samples in the laboratory using the Unified Soil Classification System. Conduct a limited laboratory testing program. Identify soil conditions at each boring location and form an opinion of the soil stratigraphy. C. Collect groundwater level measurements and estimate normal wet seasonal hieh groundwater tables. Mr. Jim Shim. P.E. January 13, 1998 Page 3 P -7117R4 The results of the field exploration and laboratory tests will be used in the formulation of the recommendations. The results of the subsurface exploration, including the recommendations and the data on which they are based, will be presented in a written report addressing the following: a. Soil subgrade preparation recommendations, including stripping, grubbing and compaction. Engineering criteria for placement and compaction of approved structural fill materials. b. General location and description of potentially deleterious materials encountered in the borings which may interfere with construction progress or project performance, including existing fills or surficial organics. C. Identification of groundwater levels (seasonal tlucmations). d. Identification of existing pavement and base material thickness based on corings. C. Pavement construction suegestions, considering the encountered subgrade soils and the measured groundwater conditions. Civil Engineering Services A. Final Construction Documents Phase Services: The following engineering services are to be provided during the Final Construction Documents phase of the project. Preparation of final construction drawings suitable for bidding and construction for the required roadway widening improvements. Design services will be provided for, but not limited to, the followine: a. Pavement overlay design b. Roadway typical sections and design cross-sections C. Roadway paving, grading, and drainage improvements d. Pavement signing and marking improvements e. Summary of quantities f. Maintenance of Traffic Data Sheet Preparation of final design calculations necessary for the design of the subject roadway, as necessary to demonstrate compliance with design requirements of the City of Ocoee and SJRWMD, including but not limited to the following Stormwater roadside swale/storage to meet water quality treatment requirements Mr. Jim Shire, P.E. January 13, 1995 Page 4 P -7117R4 3. Coordinate with the survey and geotechnical subconsultants to obtain topograph- ic and geographic investigations necessary for the road widening. 4. Preparation of technical specifications. 6. Conduct meetings with the City staff to review the construction documents at 30%. 60% and 90q; completion stages. 6. Prepare an opinion of probable construction costs based on 100% complete construction documents. B. Permittine Services, The following permits/approvals are anticipated to be required prior to construction, or in conjunction with the proposed project improvements. Applications for these permits/approvals will be completed, submitted to the City for execution, and forwarded to the appropriate regulatory agency for processing. Coordination with the regulatory agencies will be provided during the permit application review process, and requests for additional information as related to the engureeriniz easements will be addressed. Attendance at required meetings will also be performed. St. Johns River Water Management District (SJRWMD): Environmental Resource Permit (ERP) Application to allow construction of the project site improvements and associated storm eater manacement system. C. Construction Administration Phase Services: The following engineering services are to be provided during the construction administration phase of the project. Review and processing of shop drawing submittals. Coordinate with the Ciry staff and Contractor to assist with resolution of construction related issues (10 mardtours are budgeted for this task). Make site visits at intervals appropriate to the various stages of construction as necessary to observe the progress and quality of the various aspects of the Contractor's work. Based on observations and/or information obtained during such visits, reports shall be provided advising of the work progress and whether the work is proceeding in general conformance with the construction docu- ments. It is estimated that an average of one (1) sire visit per month 14 hours per visit) will be required through the project construction phase (estimated to be 3 months). Mr. Jim Shire, P.E. BASIS OF PROPOSAL This proposal is based on the following conditions and assumptions: It is our understanding that the roadway improvements are to include the following: a. Resurfacing and widening of the roadway to provide 12 -foot lane widths for the area between Lakeshore Drive and Hammock Drive. b. The addition/extension of curbs, a sidewalk, a drivewav turnout and valley gutter in the vicinity of California Avenue. C, Evaluation of the removal of an existing stormwater cross drain including the headwalls located just west of B.C. Terry Road. d. The addition of a roadside swale on the south side of white Road west of Shoal Creek. Provisions for roadside swales adequate to meet water quality treatment volume requirements. 2. The construction plans will include notes and derails (if anv) provided by the Citv to address sidewalks, pavement rehabilitation and pavement markings from Bluford to East Lakeshore Drive. 3. It is assumed that the design of stormwater improvements will be limited to roadside swales to meet water quality treatment requirements for the new additional impervious surfaces, except as noted above in Item 2. The design of exfiltration systems are not included in this proposal. S. It is assumed that the proposed pavement widening will not result in utility conflicts, and will nor require utility relocations. 5. The construction documents will require the contractor to be responsible for preparation, submittal, and approval by the City of a Maintenance of Traffic Plan for proposed roadway improvements based on the Maintenance of Traffic Data Sheet which will be included in the construction documents. Preparation of Maintenance of Traffic plans are not included in this proposal. 6. It is assumed that the roadside ditch stormwater treatment areas will be capable of percolating smrmwater mnoff without the benefit of underdrains. Design of a ditch underdrain system is not included in this proposal, but may be provided as an additional engineering service if determined to be necessary_ Mr. Jim Shira. P.E. January G, 1998 Paue 6 P -7117R3 Construction documents for the proposed roadway improvements shall be prepared in accordance with [he City of Ocoee Land Development Code, and the latest version of the Manual of Uniform Traffic Control Devices (NIUTCD), FDOT Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Hiohways (Green Book), FOOT Roadwav and Traffic design Standards, and FOOT Standard Specifications for Road and Bridge Construction. The following services are not included under this proposal: a. Engineering services related to the bidding, negotiation and contract award, including preparation of a project manual for bid purposes. b. Structural engineering designs (e.g., retaining walls, sign foundations). C, Landscape designs/plans. d. Non -civil utility engineering design (e.e., irrigation, electrical, ,as, telephone, cable television). e. Street lighting design. f. Preparation and/or attendance to public meetings. 9. Surveying services and geotechnica: investigations will be performed by subconsultants to PEC. ADDITIONAL ENGINEERING SERVICES Following is a list of Additional Engineering Services that are not included under the Basic Engineering Services. These services, if required, may be performed upon proper authorization by the Owner. Services resulting from significant changes in the general scope, extent or character of the Project including, but not limited to. changes in size, complexity or character of construction: and revising previously accepted studies, reports, or design documents when such revisions are required by [he City, changes in laws, rules, regulations, ordinances, codes or orders enacted subsequent to the preparation of such studies, reports or documents, or are due to any other causes beyond Engineer's control. 2. Providing any type of property surveys or :elated engineering services needed for the transfer of interests in real property, except as hereinbefore described under Land Surveying Services (e.g., parcel area and/or access/ drainage/utility/sign; construction easement surveys or legal descriptions). Field surveys for staking to enable Contractor(s) to proceed with their work, and/or providing other special field surveys (e.g., wetland, tree, as -built surveys, em.). 4. Preparation of permit applications or ne_miations with regulatory authorities, otter than those specifically listed to be provided in this proposal. 5. Preparing to serve or serving as a consultant or witness for City in any litigation, arbitration or other legal or administrative proceeding involving the project. 6. Services required due to conditions different from those itemized under Basis of Proposal or due to events beyond the control of the Engineer. COMPENSATION Basic Einineering Services: Engineering services itemized under the Basic Engineering Services shall be performed on a lump sum basis as indicated below. Additional Engineering Services: Any engineering services authorized by the City and performed as an Additional Engineering Service shall be performed on a time -and -material basis pursuant to our existing contract for continuing engineering services. Reimbursable Expenses: Reimbursable expenses, such as postage, long distance telephone, courier, tolls, photocopies, plotting and blueprinting of drawings and specifications incurred in connection with all Basic and/or Additional Engineer- ing Services shall be billed separately from the above quoted tees and paid by Mr. Jim Shira. P.E. January 13, 1998 Page 8 P -7117R4 the City. Reimbursable expenses shall be billed according to the rates itemized in Exhibit "A" for interoffice expenses. Outside reimbursable expenses shall be billed at cost. Reimbursable expenses are estimated to be $1,500.00. 4. Permit Fees: Permating tees associated with any required permits for the Project shall be paid by the City. Also, we are prepared to commence work on this assignment as soon as an agreement for the work is executed. Q-Qf264L- Name pvY s%�.J Officer's Tide Date ADDENDUM NO. 98-1 TO AGREEMENT FOR CONSULTING ENGINEERING SERVICES INCLUDING ENGINEERING DESIGN AND PERMITTING SERVICES FOR ORLANDO AVENUE\WHITE ROAD WIDENING IMPROVEMENTS This Addendum No. 98-1 hereinafter called the Addendum, as of this 13th day of Januarv, 1998, shall constitute an Addendum to the Agreement for Consulting Engineering Services between the City of Ocoee, Florida (the CITY) and Professional Engineering Consultants, Inc., 200 East Robinson Street, Suite 1560, Lake Eola Centre. Orlando, Florida (the CONSULTANT), dated the 21st day of August, 1984, hereinafter referred to as the AGREEMENT. WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT wherebv the CITY retained the CONSULTANT to provide professional engineering services as required from time to time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY as herein defined. NOW THEREFORE, in consideration of the mutual covenants and promises hereinafter set forth on the pan of both parties to be kept and performed, the parties do mutually agree as follows: Section 1 - Services of the Consultant 1.1 The CONSULTANT shall perform the Engineering services as outlined in the attached proposal P-71 17R4, dated January 13, 1998 relative to the provision of consulting engineering services to the CITY. Section 2 - Compensation 2.1 Compensation by CITY for engineering services provided under this Addendum shall be computed under Paragraph 6.1.2.3 of the Agreement, utilizing the Hourly Not -to -Exceed Method of Compensation with the compensation for this authorization not -to -exceed THIRTY-NINE THOUSAND FIVE HUNDRED DOLLARS (539,500.00) as outlined in the attached proposal, without further authorization from the CITY. Section 3 - Time of Completion 3.1 The CONSULTANT shall provide the services within six (6) months as described in the attached proposal. I need for you to prepare 6 color copies of the White Rd. sidewalk plan so they can be included in the Commissioner's packets. Try to get the whole project on one sheet of paper rather than many. Do it in color so the sidewalk shading stands out since the scale will be small. Make sure the existing bushes that need to be moved show up clearly. If necessary, make them green. You may already have done that ... I don't remember exactly what the final plan looked like. These need to be ready by Thursday PM at the latest, this PM is preferable.
