CITY MANAGER � Of G00.N` ELLIS SHAPIRO STAFF REPORT DATE: January 29, 1998 TO: The Honorable Mayor and City Commission FROM: Russ Wagner, AICP, Director of Planning SUBJECT: Land Development Code Consultant Selection Committee Commissioner Appointment ISSUE: Should the Mayor and City Commissioners appoint a Commissioner to the committee which will select a consultant to prepare a revised Land Development Code for the City. BACKGROUND: The City's current Land Development Code was adopted in 1991. Since then the City staff has run into many problems implementing the Code. In spite of several amendments to address these problems, there are still many parts of the Code which need to be revised. The City Manager and the staff have agreed that a consultant should be hired to revise the entire Code to address these problems and to make it more "User Friendly". During the budget review process for this year's budget, the City Commission appropriated $40,000 to hire a consultant for this purpose. DISCUSSION: The Planning Department staff is currently preparing a Request for Qualifications (RFQ) which will be advertised and distributed to consultants in the area who specialize in preparing Land Development Codes. In the past, when RFQs have been used to select a consultant, a selection committee has been assembled to review the qualifications packages submitted and make a recommendation. That committee will be composed of four staff members (Jim Shira, Don Flippen,Russ Wagner and Robby Lewis) plus one City Commissioner. Honorable Mayor and City Commissioners January 29, 1998 Page 2 Once all the responses to the RFQ have been received, the selection committee will review the qualifications packages submitted by consultants and prepare a recommendation regarding which consultant they think best meets the City's needs for this project. The City Commission will then review the selection committee's recommendation, and have an opportunity to select a consultant to work with the City staff in revising the Land Development Code. Once a consultant has been engaged for this project, it is anticipated that the project will take approximately a year to complete. STAFF RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commission appoint a Commissioner to serve on the committee which will select a consultant to prepare a revised Land Development Code for the City.
