Wagner,AICP, Director of Planning PP SUBJECT: SR 50 Access Management and Intersection Operation Study ISSUE: Should the Mayor and City Commission approve the attached Scope of Services for the State Road 50 Access Management and Intersection Operation Study? (From Good Homes Road to the Florida Turnpike) BACKGROUND: In recent years, Ocoee has witnessed substantial residential and commercial growth along State Road 50 (West Colonial Drive). Staff anticipates that the majority of new commercial development will continue to occur along State Road 50. As Ocoee continues to grow, motorists who use State Road 50 may experience longer traffic delays and more accidents. Unfortunately, the Florida Department of Transportation, (FDOT), does not have any plans or funding to widen State Road 50 (at least in the foreseeable future). As a result, the need to maintain adequate traffic flow and safety along State Road 50 will be of paramount concern as the City continues to grow. Accordingly, Staff has requested that TransCore prepare a Scope of Services for an access management and intersection operation study for State Road 50. . Access management is a comprehensive approach to control and regulate all aspects of highway access. This approach examines driveways, median openings, turn-lanes, traffic signals and their relationship to each other. The goal of access management is to ensure the safe and efficient flow of traffic by limiting the number of conflict points, separating conflict points and removing turning traffic from through traffic. Just as important as managing access, is the efficient operation of signalized intersections. The goal of an intersection operation study is to determine what can be done now and in the future to improve the overall operation of signalized intersections. It should be noted that there is a State Road 50 Corridor Study that has recently been initiated by Health Central in cooperation with the City. This study will focus on four Activity Centers along the State Road 50 corridor. An Activity Center is an area intended to become an employment and commercial hub for the community emphasizing mixed and multiple land uses, pedestrian and transit travel, and incentive-based flexibility in land development standards. The Activity Centers are OE The Honorable Mayor and City Commissioners January 28,1998 Page 2 focused on intersections along State Road 50 at Good Homes Road, Clarke Road, Blackwood Avenue and Bluford Avenue. The result of the State Road 50 Corridor Study will be the addition of design standards that will promote quality development in each of the four activity centers. Because the State Road 50 Corridor Study and the State Road 50 Access Management and Intersection Operation Study have several common elements, Staff believes that it is timely to dovetail the two studies to ensure consistency and quality planning. DISCUSSION: As outlined in the attached Scope of Services, TransCore will be responsible for completing two separate assignments: 1. The development of planning-based access management recommendations for State Road 50 from Good Homes Road to the Florida Turnpike. These recommendations will help guide the City during the development review process to make important decisions regarding the regulation of access for new development along SR 50. 2. Evaluate the operation of the following six signalized intersections along State Road 50: • SR 50 and Good Homes Road; • SR 50 and West Oaks Mall Entrance; • SR 50 and Clarke Road; • SR 50 and Blackwood Avenue; • SR 50 and Old Winter Garden Road/Bluford Avenue; • SR 50 and Maguire Road. Each of the signalized intersections will be evaluated based on existing and future conditions. The future condition will include anticipated traffic generated by the Health Central expansion, Super Wal- Mart and Phase II of the West Oaks Mall and Lake Lotta Center DRI as well as other anticipated developments that may occur over the next 5 -10 years. Based on this evaluation, intersection capacity improvement recommendations will be made for each intersection. These recommendations may include reconfiguration of lanes, addition of turn lanes, addition of through lanes, etc. A recommended alternative will be selected for each intersection. Upon completion of the study, the access management and intersection operation recommendations will be presented to the Planning and Zoning Commission and City Commission at regularly scheduled meetings. Subsequently, staff will meet with FDOT representatives to begin discussions regarding possible State funding for the various improvements identified within the study. RECOMMENDATION: Staff respectfully recommends that the Mayor and City Commissioners approve the attached Scope of Services with TransCore for the State Road 50 Access Management and intersection Operation Study, and further, that funding for said study be authorized to be paid from the Transportation Impact Fee Fund. PURPOSE The purpose of this document is to describe the scope of work and responsibilities required for a transportation planning effort along the SR 50 corridor within the City of Ocoee,hereinafter referred to as the "STUDY." This planning effort will include the following items: • Access Management: Recommendations of a planning level will be developed for the implementation of access management techniques within the SR 50 corridor from Good Homes Road to the Florida Turnpike interchange. • Intersections: Six signalized intersections along SR 50 within the City of Ocoee will be studied. Recommendations will be developed for each intersection,based upon qualitative assessments, field reviews and capacity analyses. The City of Ocoee, Florida, hereinafter referred to as the "CITY," will provide contract administration,management services and technical reviews of services associated with the STUDY. It is understood that references through this document of items of work and services to be performed are the responsibility of TransCore,hereinafter referred to as the"CONSULTANT." • The CONSULTANT may subcontract portions of the work provided for in this scope to Dyer, Riddle, Mills and Precourt, Inc. (DRMP) and Accurate Traffic Counts, Inc. (ATCI). II. PROJECT DESCRIPTION The scope of work for this study includes two separate assignments. Within the first assignment, the CONSULTANT will develop planning-based access management recommendations along SR 50 from Good Homes Road to the Florida Turnpike interchange. These recommendations will be used by the CITY as a means to regulate access to and from new development. The second assignment requires the CONSULTANT to evaluate the operational characteristics of six (6) existing signalized intersections along SR 50 within the City of Ocoee city limits. Based upon quantitative assessments, field reviews and capacity analyses, recommendations for intersection improvements will be developed. The intersections to be studied are as follows: • SR 50 and Good Homes Road; • SR 50 and Clarke Road; -1- TRRE • SR 50 at the Ocoee Mall; • SR 50 and Blackwood Avenue; • SR 50 and Old Winter Garden Road/Bluford Avenue, and • SR 50 and Maguire Road. The results of these studies,access management and intersection operations,:.will be presented within a report which encompasses the process and recommendations of the project. The following sections of this scope of services describes the tasks which are to be performed as part of the STUDY. III. PROJECT TASKS TO BE PERFORMED This section specifies the work tasks to be performed by the CONSULTANT,the responsibilities of the CONSULTANT and the CITY, and the task products to be developed by the CONSULTANT and delivered to the CITY. A. NOTICE-TO-PROCEED MEETING The CONSULTANT will meet with the CITY to review the specific goals and objectives outlined within this scope of services and the attached engineering fee. In addition,this meeting will include a review of the project schedule. B. ACCESS MANAGEMENT Task 1 -Data Collection The CONSULTANT will accumulate information already available and necessary to conduct the development of access management recommendations within the project corridor. This information will include the following: • The CITY's comprehensive plan; • Approved development plans; • Aerial photographs of SR 50 within the city limits; • Related traffic impact studies, and • The CITY's development ordinances. Task 2 -Identify Access Management Improvements The CONSULTANT will identify and recommend improvements with regard to access management within the project corridor. These recommendations may include one or a combination of the following: • Introduction of medians and restrictive median openings; • Additional right-turn lanes; • Radius of returns modifications; • Sight-distance improvements; • Introduction of restrictive driveway islands; -2- TR/<9--ORE • Driveway closures, and/or • Shared driveways/cross access between adjacent property owners. Graphical illustrations will be developed to show the STUDY recommendations. These illustrations will be conceptual in nature and are not intended to be engineering drawings C. INTERSECTION OPERATIONS STUDY Task 1 -Data Collection Traffic volume data collection will include the collection of 8-hour turning- movement counts (TMCs) at the following six (6) intersections: • SR 50 and Good Homes Road; • SR 50 and Clarke Road; • SR 50 at the Ocoee Mall; • SR 50 and Blackwood Avenue; • SR 50 and Old Winter Garden Road/Bluford Avenue, and • SR 50 and Maguire Road. Eight-hour TMCs will be collected under the following specifications: • Counts will be taken during a weekday,not to include Mondays, Fridays or weekday holidays. • One (1) 8-hour TMC will be taken at each intersection. The collected data will be divided into three separate categories: • passenger vehicles; • trucks (including buses), and • pedestrians (including bicycles). Vehicles will be not classified beyond these three categories. • Time periods for the 8-hour counts will be selected based upon a review of historical 24-hour link counts. These recommended time periods will be approved by the CITY prior to the commencement of 8-hour TMC collection. Task 2 - Conduct Existing Conditions Analysis The CONSULTANT will conduct existing conditions analyses at the intersections noted with Section II of this scope. These analyses will include the following: -3- TR/ -153RE • Qualitative Assessment: A Professional Engineer shall investigate the subject intersections during weekday peak periods to identify any geometric, traffic safety, traffic operations and traffic control conditions that may provide input to the determination of optimal improvements. The weekday peak periods shall be determined by historical 24-hour traffic counts. The existing intersections will be inventoried for geometric and traffic control characteristics to facilitate the preparation of existing intersection exhibits for the report. • Capacity Assessment(Intersections Only): The existing operating conditions of each signalized intersection will be evaluated,based upon the intersection turning-movement count traffic data collected as part of this study. Intersection operation will be evaluated through the use of the Highway Capacity Software. Task 3 - Conduct Future Conditions Analysis The CONSULTANT will conduct future conditions analyses at the intersections noted with Section II of this scope. These analyses will include the following: • Future Traffic Projections: Future turning movements at the study intersections will be estimated based on existing turning movement counts and traffic impact studies performed by others. These are expected to include studies for Health Central, Walmart and the West Oaks Mall DRI. • Capacity Assessment(Intersections Only): The future operating conditions of each signalized intersection will be evaluated, based upon the traffic projections noted above. Intersection operation will be evaluated through the use of the Highway Capacity Software. Task 4 - Identification of Intersection Deficiencies and Development of Recommendations The CONSULTANT shall analyze each existing signalized intersection within the project corridor independently of the others. This analysis will be qualitative in nature and will rely heavily upon information gathered during the qualitative assessments and field reviews. In addition, each intersection will be modeled with proposed improvements utilizing the Highway Capacity Software. Based upon these modeling efforts and the information gathered during the field reviews, intersection improvement recommendations will be made at each location. These recommendations may include reconfiguration of lanes,addition of auxiliary lanes, addition of through lanes, et cetera. A recommended alternative will be selected at each intersection. Each recommended alternative will be graphically represented in a generic format on an 8.5" x 11" layout. Signal timings and/or the length of proposed auxiliary lanes are beyond the scope of this study. -4- TRA!c1 RE D. COORDINATION MEETINGS After the CONSULTANT has identified and developed recommendations for access management and intersection improvements within the study corridor,the CONSULTANT shall meet with the CITY to discuss the STUDY's recommendations prior to the preparation of a report. The CONSULTANT.will also meet with the Florida Department of Transportation(FDOT)=to discuss the- - study results and determine FDOT's support for the recommended improvements. If necessary,the CONSULTANT will meet with Professional Engineering Consultants, Inc. (PEC) to discuss improvements at the Maguire Road intersection. In addition, the CONSULTANT will meet with Glatting Jackson Kercher Anglin Lopez Rinehart, Inc. (Glatting Jackson) to coordinate efforts on the Health Central activity center planning effort. In total,up to four (4) coordination meetings are included in this task. If requested by the CITY,the CONSULTANT will meet with additional parties to discuss the study and attempt to build consensus for the recommendations. The cost for these meetings is not included in this scope. The CONSULTANT will be compensated for these meetings based on the time spent and the hourly rates identified in the current contract with the CITY. E. DOCUMENTATION As part of this STUDY, the CONSULTANT shall prepare a report which encompasses the process and recommendations of the project. The anticipated outline of this report is as follows: I. Future Conditions VI Access Management Conceptual Plan VII Intersection Analysis VIII Conclusions and Recommendations In addition to the graphical illustrations described earlier within this scope, exhibits will be developed, as necessary, to supplement the observations and conclusions made during the course of this STUDY. F. PRESENTATION OF RECOMMENDATIONS -5- TR/&IVS57RE Upon completion of the STUDY, the CONSULTANT will present the SR 50 Access Management and Intersection Operation recommendations to the Planning and Zoning Commission and the City Commission at one of their regularly scheduled meetings. This task includes all materials and displays which may be necessary for the presentation. IV. CITY RESPONSIBILITIES The CITY will: • Provide reviews of all studies prepared by the CONSULTANT. • Furnish all available right-of-way maps and"as built" construction plans. • Furnish all approved development plans and related traffic impact studies. • Furnish a copy of the CITY's Comprehensive Plan and Development Ordinances. • Meet with the CONSULTANT in the field to discuss concepts, if required. V. QUALITY CONTROL AND MISCELLANEOUS TASKS A. QUALITY CONTROL REVIEW _ Prior to each submission to the CITY, the report will undergo a formal Quality Control Review in accordance with the CONSULTANT's Quality Assurance Program. B. SUBMISSIONS • Five (5) copies of the draft access management and intersection operations study report shall be submitted to the CITY for review. • Upon receipt of the CITY's comments, the CONSULTANT shall incorporate all required revisions and finalize the access management and intersection operations study. All comments will be addressed in letter form to the CITY project manager. C. PROFESSIONAL ENDORSEMENT After the CITY accepts the final study, the original and ten (10) copies of the report shall be furnished to the CITY. The CONSULTANT shall signify, by affixing an endorsement(signed and sealed) on the report,that the work shown was produced by the CONSULTANT. VI. BEGINNING AND LENGTH OF SERVICES Professional services are to commence on the date of the signed authorization from the CITY. It is estimated that all work for this authorization will be completed in six(6)months,pending review time by the CITY. -6- TR/ I.SC.�RE VII. FEES For all of the comprehensive professional services described within this scope of services, our overall fee is estimated to be$18,388.
