Wagner, AICP, Director of Planning Pr.% SUBJECT: Remington Oaks(formerly known as Burnden Park) Final Subdivision Plan Project#96-007 ISSUE: Should the Mayor and City Commissioners approve the Final Subdivision Plan for Remington Oaks? BACKGROUND: Remington Oaks will include_a total of 140 single family residential lots, located roughly a quarter of a mile east of Clarke Road, on both the north and south sides of Hackney Prairie Road: The recreation area for the project and 21 of the total 140 lots are to be located south of Hackney Prairie Road with the rest of the lots north of Hackney Prairie Road. The Preliminary Subdivision Plan for.Remington Oaks was approved by the City Commission on August 19, 1997. DISCUSSION: The portion of Remington Oaks located north of Hackney Prairie Road will have three points of access one from Hackney Prairie Road to the south, one from the adjacent Prairie Lake Subdivision (Phase 2) to the north, and one from the Prairie Lake Subdivision (Phase 3) to the west. The site is currently vacant and covered with a large number of trees (mostly oaks), some of them rather large. During review of the Final Subdivision Plans, Staff has done everything possible to ensure that as many trees as possible will be preserved in this subdivision. General Note#v) on Sheet 22 clearly indicates that, except for trash trees, tree removal will be limited to clearing of road right-of-way and retention areas. . CoaY-1/4" Page2 Honorable Mayor and City Commission February 12, 1998 Tract A (9.5 acres) will be dedicated to the City within three months after Final Subdivision Plan approval. This includes a portion of Lake Hackney and associated 100 year flood plain, and approximately 4 acres of usable land for a park. Tract C, the large retention pond at the north end of the site, will also be conveyed to the City because it will be receiving storm water run off from Hackney Prairie Road. The pond in Tract C and this portion of Hackney Prairie Road (from the western edge to the eastern edge of the subdivision) will be constructed by the developer in the first phase of construction. • The attached Final Subdivision Plan for Remington Oaks was reviewed by the Development Review Committee (DRC) on February 4, 1998. The Committee voted unanimously to recommend approval of the Final Subdivision Plan, subject to the appropriate amendments to the Developer Agreement being provided in a form ready for adoption with the Final Subdivision Plan by the City Commission. The First Amendment to Developer Agreement [Burnden Park, Phase I] is a separate agenda item. All concerns of City Staff and our consultants have been satisfactorily addressed in these plans. PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION: On February 10, 1998, the Planning and Zoning Commission considered the Final Subdivision Plan for Remington Oaks on its Consent Agenda. During the proceedings the developer's representative was present, but the Commission did not have any questions on this item. After a very brief discussion on other items, the Planning and Zoning Commission voted unanimously to recommend approval of all items on the Consent Agenda, including the Final Subdivision Plan for Remington Oaks, in accordance with sta$'s recommendation. STAFF RECOMMENDATION: Based on the recommendation of the DRC and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commissioners approve the Final Subdivision Plan for Remington Oaks as date stamped received by the City on February 5, 1998, subject to City Commission approval of the First Amendment to Developer Agreement [Burnden Park, Phase I].
