ISSUE:
Should the Mayor and City Commissioners approve a Special Exception for Valvoline at Lake
Olympia Square?
BACKGROUND:
The subject property is an outparcel of the Lake Olympia Square Shopping Center (Lot 3A) and
has C-2 zoning. The parcel adjacent to Lot 3A to the north is occupied by an Exxon station. The
property to the south and west is occupied by the shopping center parking lot. The applicant
wishes to develop this parcel with two uses: a Valvoline instant oil change facility and a general
retail building. The retail building is a permitted use in a C-2 zone, but the Valvoline facility falls
under the definition of an Automotive Service Station in the Land Development Code. It is
permitted in a C-2 zone only with Special Exception approval.
DISCUSSION:
Approval of a Special Exception typically includes a Preliminary Plan and a list of Conditions of
Approval for the Special Exception. All of the usual Special Exception Conditions of Approval
have been incorporated into this Preliminary Plan. A waiver to allow 18' parking spaces with a 2'
overhang into landscaped areas was approved for this lot with the approval of the Lake Olympia
Square Final Subdivision Plan. Most of the parking spaces on this site are designed to take
advantage of that waiver. The Final Site Plan for Lot 3A will be reviewed later and will be
consistent with the Preliminary Site Plan approved with this Special Exception application.

As part of its recommendation on this application, the Development Review Committee (DRC)
added an additional Condition of Approval which addresses signage for the property (# 8). The
condition limits the sign at the front of the site on Clarke Road to a monument sign no more than
1.0 feet tall, with a total of 40 square feet for both buildings. It does provide a little more
flexibility than usual, however, on the signage which will be permitted on the building facades.
The attached Preliminary Site Plan for the Valvoline Special Exception Application was reviewed
by the Development Review Committee (DRC) on January 23, 1998. The Committee voted
unanimously to recommend approval of this Special Exception Application, including the
additional Condition of Approval listed as # 8 on the Preliminary Site Plan for Special Exception,
date stamped received January 29, 1998.
PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION:
On February 10, 1998, the Planning and Zoning Commission held a public hearing on this Special
Exception for Valvoline at Lake Olympia Square. During the public hearing, the developer's
representatives were present and answered several questions asked by the Commission. After a
brief discussion, the Planning and Zoning Commission voted unanimously to recommend approval
of the Special Exception for Valvoline at Lake Olympia Square, in accordance with stab's
recommendation.
STAFF RECOMMENDATION:
Based on the recommendations of the DRC the Planning and Zoning Commission, Staff
respectfully recommends that the Mayor and City Commissioners approve a Special
Exception for Valvoline at Lake Olympia Square (Case # 2-2SE-97:Valvoline), to be built
according to the attached Preliminary Plan as date stamped received by the City on
January 29, 1998, including the Conditions of Approval and Waivers identified thereon.
