RE: Resolution 98-2 of the City of Ocoee, Florida, Recognizing the Efforts
of the County Tax Equalization Task Force and Supporting the 85-15
Formula split Recommended in its Report.
Approximately a year ago, the County Commission appointed a County Tax Equalization
Task Force to look at many issues regarding the allocation of tax currently being charged
by the County to its residents through MSTUs vis-a-vis use all residents of Orange
County residing within muncipalities. One of the major issues discussed this year by the
task force was the current cost of County Sheriff Services.
After many deliberations, this task force chosen by the County recommended that the
current cost split of 85 percent for the County residents and 15 percent for the municipal
residents was in fact appropriate. The Sheriff of Orange County as well as most of the
Chiefs of Police of Orange County agreed that this position was both reasonable and fair.
Apparently, Chairman Chapin does not agree with this position and has decided not to
support this task force recommendation to the County Commission and in fact has
removed it from their agenda earlier this month.
To this end, the attached letter from Glenda Hood, Mayor of Orlando to Linda Chapin,
Chairman of Orange County Commission urged Ms. Chapin to discuss this issue at the
County Commission level and support the task force recommendation. Our Mayor with
most of all of the other Mayors of Orange County was asked to support this position by
Mayor Hood and County Administrator Howard Tipton in an effort to continue
discussion of the 85-15 split.

The attached Resolution is requested to be passed by the City of Ocoee in an effort to
advise Chairman Chapin of our concern that the tax equalization task force
recommendation is not being accepted by Ms. Chapin for further action.

A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
RECOGNIZING THE EFFORTS OF THE COUNTY TAX
EQUALIZATION TASK FORCE AND SUPPORTING THE 85-15
FORMULA SPLIT RECOMMENDED IN ITS REPORT.
WHEREAS, a year ago the Board of County Commissioners of Orange County
appointed a County Tax Equalization Task Force to examine the fairness of the current
county/city cost split for the County Sheriff; and
WHEREAS, after many meetings the Task Force determined that the appropriate amount
required to fund the County Sheriff's department should be split using a formula of 85-
15; and
WHEREAS, the Sheriff and the Chiefs of Police of Orlando, Maitland, Winter Park,
Apopka, Ocoee, Winter Garden, Eatonville, and Edgewood accepted the analysis as
presented to them as reasonable and fair.
NOW,THEREFORE,BE IT RESOLVED:
Section 1. That the City of Ocoee recognizes the efforts of the County Tax
Equalization Task Force.
Section 2. That the City of Ocoee strongly supports the findings of the
Task Force.
Section 3. That the City of Ocoee recommends that the County also
recognize and support the findings of its Tax Equalization Task Force.
