Wagner, AICP, Director of Planning SUBJECT: Participation and Appointment of Staff Contact for Census 2000 ISSUE: Should the Honorable Mayor and City Commissioners direct staff to participate in and appoint a staff contact person for the Local Update of the Census Addresses (LUCA) program? • BACKGROUND: In preparation for earlier censuses, the U.S. Census Bureau requested a list of current residential addresses from each local government. This program was called the Program for Address Lists (PALS). The Census Staff would compare their list to the local government lists to determine its accuracy. After each census, the Census Bureau would present any address/ jurisdiction discrepancies to the local governments to resolve. This awkward process was created for confidentiality reasons but it may have delayed the census data delivery. Accordingly, the Census Bureau has reformulated the Program for Address Lists (PALS) and created the new Local Update of Census Addresses (LUCA) program. DISCUSSION: Recently, the City of Ocoee received the attached letter asking the City of Ocoee to participate in the Local Update of the Census Addresses (LUCA) program and to appoint an official liaison. The letter was sent to the Mayor and copied to the prior PALS liaison (Abra Home) to confirm that the City would still like to participate in the reformulated program and have the same official liaison. STAFF RECOMMENDATION: The Planning Department recommends that the City Commission authorize the Mayor to sign the attached letter and participation registration form authorizing Staff to participate in the LUCA program and have Abra Home as the official liaison (work contact). Many preparatory activities already are underway. We are very eager to work with you to ensure a successful census in 2000. One of many opportunities for you to partner with us begins in early 1998. With a goal of improving the completeness of Census 2000, the Census Bureau is inviting local governments to review the census address list and related census maps for their area. As you may know, the address list plays a vital role in Census 2000. It serves as the basis for 1) delivering questionnaires to households, 2) determining when we have completed data collection activities, and 3) assuring that each individual is included in the totals for their respective governmental jurisdiction. Having a complete and accurate address list for every community will contribute to a successful Census 2000. Unlike recent censuses, there is no plan for a post-census local review program in which local governments review housing unit counts after the census. Instead, the Local Update of Census Addresses (LUCA) program allows local officials to review the Census Bureau's list of individual addresses before we use the list to deliver census questionnaires. This program builds quality into the census process up front, reducing address problems needing resolution later. In previous censuses, we were restricted by Federal law from letting local officials see the address list, which frustrated many officials and may have contributed to a less complete ---- --=—cens- s—.—This changed-with-passage of the Census Address List improvement-Act-of- --- -- 1994. Although the information we can provide must remain confidential and can be used only for the purpose of taking the census, local officials now can review it and inform us of errors and problems. After all, who knows best about where people live in your area? We are excited about this new partnership opportunity. By participating in this new program, you can contribute to a better Census 2000 result for your community. Although new living quarters/ forms the very addresses can be added during the census, the best assurance for a foundation of successful Census 2000 is to start with the most complete and Census 2000! accurate address list possible. Partner with the Local and tribal governments can partner with the Census Bureau Census Bureau to review the address list or make arrangements with another organization—such as their local council of governments,metropolitan to review the planning organization, county planning agency or state data center Address List —to do the review. Start NOW Just say "YES"! The review process (called the Local Update of Census Addresses program)begins in early 1998. Areas with predom- inantly city-style addresses will review both the draft address list and maps. Other areas will begin by reviewing the maps to ensure that census employees have up-to-date information when they canvass those areas in late 1998 to list addresses; review of the address list will follow. Call the partnership or geography staff for your state at the number listed on the reverse side to sign up. Pick your format The Census Bureau can deliver the address list and maps for your jurisdiction in a variety of formats—CD-ROM, diskette, or paper print-out. Review in the Some jurisdictions with their own electronic files of addresses and manner you choose maps will want to perform a computer match;and then assess the results. Other jurisdictions will want to use their local knowledge about newly constructed residential areas to make sure those new addresses are included on the list and new streets are on the maps. Still others will want to make site-visits to verify that residential addresses within their boundaries are included. Regardless of the manner chosen,the address list must be kept confidential.
