Subject: Selection Committee Appointee for the Most Valuable Partnership
(MVP)Awards, Ocoee's Neighborhood Matching Grants Program
Applications for the MVP Neighborhood Matching Grants Program are due at City Hall by 5 p.m. on Friday,
March 20, 1998. Once received, all applications will be reviewed to ensure the Selection Committee members will
have adequate information from which to base their recommendations. If more information is needed, staff will
contact the applicants to complete the applications before they are given to Selection Committee members.
Selection Committee members will independently review all the applications and rate each applicant against a list
of criteria with a corresponding point system that has already been established. Committee members will have
about two weeks to complete their work and then meet to discuss the ratings and rank the projects for
recommendation to the City Commission. The Selection Committee's recommendation will be presented at the
May 5, 1998 City Commission meeting. Staff members on the Selection Committee include Building and Zoning
Official Don Flippen, Finance Director Wanda Horton, Community Relations Director Janet Resnik, and Planning
Director Russ Wagner.
Staff requests that a member of the City Commission be appointed to the Selection Committee. The City
Commission may want to consider appointing the Mayor as the only City official elected at-large. This is not to
say that the other Commission members would not be objective in their review of the applications; it is merely
being called to your attention as a way to eliminate a potential source of contention that may be raised by an
applicant or applicants.
Staff also requests direction on the process once the Selection Committee makes its recommendation at the May 5
meeting. Staff will ask all applicants to attend that meeting; however, it is recommended that they be in
attendance to answer questions rather than make presentations. At least twelve (12) different neighborhood
groups have picked up applications. If all twelve apply, and if each presentation lasted 10 minutes, that would be
two hours minimum. If the Commission concurs, staff will give a brief overview of each application, and then if
the Commission has questions, the applicants will be in attendance to respond.
Based on the above mentioned issues, staff respectfully requests:
1. that a member of the City Commission be appointed to the Selection Committee, and
2. that the Commission provide direction on whether the applicants should
be prepared to make a presentation or just answer questions.

Update for Agenda 3/17/98, Item VII. D. 2.:
After Agenda packets were distributed, we received word that
Lisa Morton Burkhart does not wish to be considered for
reappointment to the Citizens Advisory Council for the Police
Department as her current work schedule makes it difficult for
her to attend the CACOPD meetings.
