Re: Appointments to Boards
Code Enforcement Board (CEB) (3 year terms)
Last month Commission appointed former Alternate Member Alfred Luck to complete the term
of Mrs. Madeline Shagner on CEB. An appointee is needed to complete the vacated alternate
position which will expire October, 1998. An application has now been received from a citizen
who lists this board as a second choice and it is attached.
Action needed:Appointment to complete alternate term to expire October, 1998.
Citizen Advisory Council for Ocoee Police Department (CACOPD) (3 year terms)
The terms of Mrs. Lisa Morton Burkhart, Mrs. Hilda Ems, and Mr. James Ulmer will expire
April, 1998. Mrs. Burkhart( served since March, 1992) and Mrs. Ems (served since December,
1993) are willing to serve new terms should you wish to reappoint them. Due to conflicts with
his schedule, Mr. Ulmer does not wish to be considered for reappointment. We have no
applications on file for this board.
Action needed:Appointments/Reappointments for two terms to expire April, 2001.
Attached along with the application indicated above are current member listings for the boards
and a brief description of City Boards.

Project Leader: January 1997 to Present.
Managed effort to migrate the development and production support portion of Access Management
Information System(AMIS) back into Corporate ITS TAS. Coordinated with Computer Horizons
Corporation the migration schedule which consisted of knowledge transfer,customer support/hotline,

ongoing development, issuing of user ids procedure and completing the Phoenix to AMIS link. The

technology platform that this system resides on is Informix SQL and Informix 4GL.
Current duties involve providing customer hotline support to AMIS associates, managing and issuing of
customer user ids, maintaining system's software and effectively analyzing customer needs, present design
solutions/alternatives to process owner and liaisons with vendors to ensure quality.
Project Leader: March 1997 to Present
Leading effort to redesign the Global Network Operations Center (GNOC) multiple Microsoft Access and
Informix databases used by GNOC Supervisors and associates for tracking chronic problems and fault
management performance. •
Implementing new procedures to streamline business processes, providing enhancements to GNOC

Development (RAD) methodology. Gained extensive experience in client/server architectures, relational
modeling and database design (ORACLE 7.x), object oriented design, client/server development platforms
(C/C++, PowerBuilder 4.0), Microsoft Office, Workgroup for Windows NT and Microsoft Windows
3.x/Windows NT 3.5.1.
Provided system engineering and software development to the Global Network Services provisioning
systems in a client/server environment using Visual Basic and ORACLE in support of a Rapid Application
Development(RAD) methodology. Helped advanced limited computer environments to highly productive
and fully automated offices through planning, software installation, troubleshooting and support of MS
Windows 3.x/Windows NT. Gained thorough knowledge of the Global Network Services provisioning
systems.
AT&T Corporate Information Technology Services
Production Support Manager: January 1991 to September 1995
As team leader for the VBAC, CCIMS and Audio Teleconferencing Billing systems, in support of the
Corporate ITS Service Usage Collection and Processing System Realization product lines, the team was
responsible for the accurate billing and reporting of an estimated $10 million in monthly
telecommunications revenue.
Duties included successfully monitoring and completing all production jobs each month, high level
troubleshooting and trouble resolution of complex software and hardware related difficulties, producing
adhoc reports for customers, responding to the VBAC/CCIMS Customer hotline in a timely manner,
application job scheduling and balancing,release scheduling and installation.
Designed and implemented a complex, yet successful, trouble tracking system which was utilized by the
customer and developer communities. Responsibilities included developing application and technical
training for all provisioning associates, providing management and technical support to the Corporate ITS
division;which consisted of product knowledge,subject matter expert,research and planning.

AT&T Tax Organization
Programmer/Analyst: April 1988 to December 1990
Functioned as lead programmer/analyst for a host of MVS batch and IMS online systems that were
developed using COBOL,PIJ1 and TSO/SPF. Developed applications for Tax systems that included, but
were not limited to the following: State and Local Income Tax(SLIC),Research and Experimentation
(R&E)and Property Tax Analysis and Compliance(PTACS).
Responsibilities also involved customer support, production support, troubleshooting, trouble resolution,

BRIEF DESCRIPTION OF CITY BOARDS
BOARD OF ADJUSTMENT
Meets as needed
5 members, 2 alternates - 3 year terms
Duties: To hear and decide appeals for administrative review; to hear and
recommend to City Commission special exceptions and variances to the zoning
ordinance.
CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT
Meets 3rd Thursdays, alternate months, 7:00 p.m.
No less than 15 members, no more than 25 members - 3 year terms
Duties: To promote and maintain communication, cooperation and a positive
relationship between the citizens of the City of Ocoee and the Ocoee Police
Department.
CODE ENFORCEMENT BOARD
Meets 4th Tuesdays, 7:30 p.m.
7 members, 2 alternates - 3 year terms
(Membership will, when practicable, include an architect, a businessman, an
engineer, a general contractor, a sub-contractor and a realtor) .
Duties: To review infractions of City technical codes, negotiate compliance
and impose fines for failure to comply.
PERSONNEL BOARD
Meets as needed
5 members - 3 year terms
(Membership will include at least 1 City employee, 1 City Commissioner, 1
person who holds management position with City, and 1 citizen of Ocoee who is
not employed by and does not hold office with City. All must be qualified
electors of the City. )
Duties: Responsible for developing personnel policies for the City and
recommending such policies to City Commission for adoption.
PLANNING AND ZONING COMMISSION
Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed)
7 members, 2 alternates - 3 year terms
(Membership will, when reasonable, include an architect, an engineer, a. general
building contractor, a real estate agent and lay persons) .
Duties: Establishes principles and policies for guiding action affecting
development in the City and its environs. Determines whether special proposed
developments conform to the principles and requirements of the comprehensive
plan. Acts in advisory capacity to the City Commission.
RECREATION ADVISORY BOARD
Meets 3rd Mondays, alternate months, 7:30 p.m.
7 members - 2 year terms
Duties: To advise the Mayor, Board of City Commissioners, City Manager and
Recreation Director on the operation of the City's parks, recreational
facilities and programs.
GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 2 employees, 2 residents and 5th member chosen by majority of the
previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the
Retirement Trust Fund for general employees.
POLICE OFFICERS' AND FIREFIGHTERS' RETIREMENT TRUST FUND BOARD OF TRUSTEES
5 members: 1 police officer, 1 firefighter, 2 residents and 5th member chosen
by majority of the previous 4 members. 2 year terms
Duties: General administration and responsibility for the operation of the
Retirement Trust Fund for the City's police officers and firefighters.
