BACKGROUND: The proposed expansion for Health Central includes an expansion of the Emergency Room by 3,706 square feet and a four story expansion of the Medical Office Building by 44,673 square feet. Most of the parking lot on the north side of the building will also be reconstructed and expanded. This expansion does not include any work outside the ring road around the hospital complex, except for work on the large retention ponds north of the main building. DISCUSSION: The main issues of concern that staff had with this site plan were the redesign of the parking lot, the amount of new parking provided to accommodate the expansion, the traffic impact of the expansion on the nearby road network, and the data provided for work on the retention ponds required to accommodate the increased amount of impervious surface on the site. c4' 1:` Honorable Mayor and City Commissioners January 15. 1998 Page 2 Parking Issues: The Land Development Code indicates that the number of required parking spaces is to be calculated using gross square footage of the proposed development. Staffs review of the proposed site plan indicated that it does not provide enough parking spaces when gross square footage is used for the calculation. However, if gross leaseable square footage is used, the site plan does provide enough parking spaces, with a surplus of I I spaces. Our calculations indicate that when the original hospital complex was built, the number of required parking spaces was apparently calculated using gross leaseable square footage, rather than gross square footage. 'Ile Code also requires additional loading spaces to be provided with the proposed office building expansion. However, the hospital has indicated that the additional demand for loading spaces can easily be accommodated using the existing loading spaces behind the hospital building. Due to the unique circumstances on this site described above, the applicant has requested two waivers from certain standards in the Land Development Code. These requests were considered by staff during its review of the plans. The two waiver requests are listed in detail in a Waiver Table on Sheet 20-100.2 in the plans and address the following issues: I) Using gross leaseable square footage, rather than gross square footage to calculate the required number of parking spaces; 2) Using the existing loading spaces to accommodate the additional demand for loading spaces generated by the office building expansion. Traffic Issues: A traffic impact study was prepared to determine the traffic impact of the proposed expansion and if any roadway or intersection improvements would be necessary due to the expansion. During the discussion at the DRC meeting, it was pointed out that the hospital built all of Blackwood Avenue, making it four lanes instead of the two lanes which would have been required when the original hospital complex was built. Therefore, the DRC found that the proposed expansion did not create any significant or adverse impacts to the nearby road network which were not mitigated by the construction of Blackwood Avenue as a four lane road when the original hospital complex was built. When any future development is proposed for the hospital property, the impact of that development on the nearby roadway network will be assessed and appropriate improvements will be made. Data for the Pond: During the review of the proposed expansion, one of the City's engineering consultants pointed out a few concerns with the data provided regarding the retention ponds. These concerns were discussed at the DRC meeting. The City Engineer determined that additional soil borings in the existing pond will be necessary to adequately assess the current groundwater levels. The results of that data and analysis will determine whether the retention ponds will need to be expanded further than currently shown on these plans. The City Engineer has determined that this is an important issue, but it should not hold up approval of the proposed site plan. He will accept a letter from the applicant stating that the new soil borings will be conducted as soon as possible when the current high water levels in the pond subside (a copy of the letter provided is attached). Honorable Mayor and City Commissioners January 15, 1998 Page 3 The attached Preliminary / Final Site Plan for the Health Central Office Building Addition was reviewed by the Development Review Committee(DRC) on December 17, 1997. The Committee voted unanimously to recommend approval of the Preliminary / Final Site Plan for the Health Central Office Building Addition, including the two waivers outlined above and listed in the Waiver Table on Sheet 20-100.2 of the plans. PLANNING & ZONING COMMISSION MEETING AND RECOMMENDATION: On January 13, 1998, the Planning and Zoning Commission held a public hearing on this Site Plan for the Health Central Office Building Addition. There was no one in the audience to speak regarding this item. The Commission members had several questions regarding the requested waivers, but they were satisfied with all of staffs responses. After the discussion, the Planning and Zoning Commission voted unanimously to recommend approval of the Preliminary/Final Site Plan for the Health Central Office Building Addition, in accordance with staffs recommendation. STAFF RECOMMENDATION: Based on the recommendation of the DRC and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commission approve the Preliminary / Final Site Plan for the Health Central Office Building Addition, as date stamped received by the City on January 9, 1998, including the two waivers outlined above and listed in the Waiver Table on Sheet 20-100.2 of the plans, and further subject to the completion of any modifications to the storm water management system determined necessary by the City Engineer. At a minimum this will require a soils boring to be made in the pond bottom. Unfortunately, since this request the area has received heavy rainfall and the bottom of the pond has been continuously inundated, prohibiting a soils boring from being completed. The purpose of this letter is to assure the City the necessary boring will be completed as soon as the pond conditions allow. Based on this boring, the soils engineer will make a recommendation as to the estimated normal water level in the proposed reconstructed pond.
