Wagner, AICP, Director of Planning / SUBJECT: Interim Report on Ocoee Master Transportation Plan - Transportation Improvement Alternatives ISSUE: It is requested that the Honorable Mayor and City Commissioners review the following staff report and attached documentation that identifies the Transportation Improvement Alternatives developed by City staff and TransCore. These alternatives are intended to address Ocoee's future transportation needs. Input is requested on the identified alternatives to ensure that all viable alternatives are addressed before City staff and TransCore begin the evaluation of their effectiveness. BACKGROUND: During the fall of 1997, City staff and the City's transportation consultant, TransCore, began developing a Master Transportation Plan for the City of Ocoee. This plan is intended to identify the various transportation issues that will affect the City through the year 2020. The plan will also develop alternative solutions / remedies to address the identified issues. At various stages in the development of this plan, information is to be brought to the City Commission and Planning and Zoning Commission for their consideration and input. On February 25, 1998, a presentation was given at a joint meeting of the City Commission and Planning and Zoning Commission. The presentation covered the initial steps taken in the plan's development. These steps included the identification of future population and employment growth, committed (funded) transportation improvement plans, and current and projected levels of traffic congestion. As a result of that meeting, City staff and TransCore began developing preliminary Transportation Improvement Alternatives that are anticipated to improve congested roadways and improve mobility within the City. c\all_datatbfpdfiletcarrespondencelstafheportsk.c-transmasterplan.doc ‘AC Staff Report-Transportation Improvement Alternatives April29, 1998 Page 2 Summary of Planning and Zoning Commission Comments The Overall plan was discussed during the April 14, 1998 Planning and Zoning Commission meeting. Specific emphasis was placed on the following improvements by the Planning and Zoning members: Intersection Improvements - Including: Old Winter Garden Road and Good Homes Road, Old Winter Garden Road and Hemple Avenue, Story Road and Kissimmee Avenue, Bluford Avenue and Orlando Avenue, Taylor Street and Franklin Street, State Road 50 and Marshall Farms Road, Sate Road 50 and Bluford Avenue, Wurst Road and A. D. Mims Road, and Silver Star Road and Ocoee Hills Road. Improved East/ West Roadways - Improve roadways parallel to State Road 50, ( Professional Parkway. and Main St.), in order to relieve traffic on State Road 50. While Road should be improved and extended to Kissimmee Avenue but not widened. The Wurst Road extension to the west is important to serve northwest Ocoee. State Road 50 should include "bus turnouts"for Lynx buses. Improve Access - Projects that improve access to the Turnpike the East/West Expressway and to the northwest section of the City should be considered. Improved Pedestrian Access - Improved pedestrian access throughout the City is important. A specific project would be to improve pedestrian access around Stark Lake. DISCUSSION: During the identification of the various transportation issues that will affect Ocoee through the year 2020, TransCore identified three areas of transportation need. These needs include; safety and efficiency improvements to existing roadways and intersections, improvements to bicycle, pedestrian and transit facilities, and increases in roadway capacity. As outlined in the attached document, TransCore has developed various Transportation Improvement Alternatives to address the transportation needs. These alternatives have been grouped into three categories based on the type of transportation need they are intended to satisfy: 1. System Management Improvements - Include improvements to existing roadways and intersections that will improve travel safety and efficiency. Examples of these improvements may include the signalization or addition of turn lanes at intersections, and traffic calming along roadways. 2. Mobility and Demand Management Improvements- Address non-automobile enhancements to the transportation system, as well as ways to encourage the use of non-automobile transportation. These alternatives include improvements to bicycle, pedestrian and transit facilities. 3. Roadway Capacity Improvements- Include projects that increase capacity of roadways in the Ocoee area that are currently experiencing or are projected to experience traffic congestion and delay in the future. Projects may involve roadway widening, extensions or upgrades through paving and redesign. Although TransCore is currently proposing three improvement c:tall_datatfpdfiletcorrespondence\statfreportslc.c-transmasterpIan.doc Staff Report-Transportation Improvement Alternatives April29, 1998 Page 3 alternatives, the final Roadway Capacity Improvement recommendation will include selected projects from each of the three alternatives listed below. These alternatives will be evaluated separately now to eliminate the impact of one project on another. For example, if Silver Star Road and Wurst Road were tested as four lane roads at the same time it would be difficult to determine what the true benefit of each project would be because both projects influence east/west traffic. Once all of the projects have been evaluated based on their own merits, the best projects will be grouped into one alternative that will be evaluated. a. Regional Long Range Improvements - Include projects that are included in the region's long range transportation plan. These projects are assumed by the region to be financially affordable based on expected revenues through the year 2020. b. Ocoee Capacity Improvements- Include selected roadway projects in Ocoee that address current or future congestion problems in the City. c. Connectivity Improvements - Addresses the need to improve the connections between parts of the City by extending, upgrading or realigning certain roads. This alternative does not seek to resolve congestion by adding capacity but does seek to increase travel options by improving accessibility. Input from the Honorable Mayor and City Commissioners is requested on the System Management Improvements, Mobility and Demand Management Improvements and the Roadway Capacity Improvements to ensure all viable projects are included in the evaluation. This input along with input from the Planning and Zoning Commission will be incorporated into the alternatives and then evaluated on a project by project basis to determine their effectiveness. The most effective projects from all of the alternatives will be combined into a recommended transportation plan that, based on anticipated funding, will be prioritized into short and long term projects based on its ability to improve safety, increase mobility and relieve congestion. RECOMMENDATION: Staff respectfully requests that the Honorable Mayor and City Commissioners provide input on identified Transportation Improvement Alternatives allowing staff and TransCore to begin evaluating the identified alternatives. Attachment RBWBF c:tall_data\bfpdfiletcorrespondence\staffreports\c.c-transmasterplan.doc CITY OF OCOEE TRANSPORTATION IMPROVEMENT ALTERNATIVES INTRODUCTION The City of Ocoee is currently developing a Master Transportation Plan, which will assess the City's near term and long range transportation needs based on development trends and growth expectations. The Master Transportation Plan will serve as the foundation for balancing economic growth with preservation of the unique residential and community character in the City and surrounding area. It is a long range plan that will set funding priorities to meet the City's needs through build-out. There are several steps in the preparation of the Master Transportation Plan for Ocoee. These steps include: • Identify existing conditions • Develop goals, objectives and evaluation criteria • Forecast future conditions • Identify alternatives • Evaluate alternatives • Estimate funding availability • Select and program priority projects Working closely with the staff of the City's planning department and other agencies, the first three tasks have been completed. On February 25, 1998, a presentation was given at a joint meeting of the Planning and Zoning Commission and City Commission concerning future population and employment growth, funded transportation improvement plans, and current and projected levels of traffic congestion. As a result of those findings, alternative strategies are under development to address the City's existing and future transportation needs. Through the month of April, these alternatives will be presented to the P&Z board and City Commission, refined as necessary, and evaluated for their effectiveness in addressing the City's transportation needs. Presented for information and consideration are the alternatives identified for further evaluation as part of the Master Transportation Plan. SUMMARY OF IMPROVEMENT OPTIONS One of the primary purposes of the Master Transportation Plan is to develop and recommend various improvements to the City's transportation system that reflect local objectives and needs for the future. These improvements, which go beyond the improvements already committed by the City, county and state, fall into three broad categories: o Category I: System Management - Operational and safety improvements to the existing roadway network. ❑ Category II: Mobility and Demand Management - The consideration of alternative modes of transportation. o Category Ill: Increase Roadway Capacity/Connectivity - Relieve traffic congestion. Typically, transportation plans are focused on improvements that fall under Category III because they are the traditional and most obvious responses to increasing levels of traffic congestion. However, Category I and II improvements are also significant components of a transportation plan because they provide many benefits, including: • making the City a safer place to travel; • providing for the more efficient use of existing roads; • contributing to the identity of the City as a unique place; • making the City more visually attractive, and • improving options for non-automobile modes of travel, including biking, walking and using public transit. Presented below is a description of all three categories of improvements identified in the Transportation Master Plan. CATEGORY 1: SYSTEM MANAGEMENT System management improvements address future roadway needs by focusing on operational and safety improvements to the existing roadway network. Generally, they consist of intersection improvements, such as signalization or use of turn lanes, and managing roadway access. The strategies tend to focus on issues related to safety and improving travel efficiency. Safety Safety improvements are intended to resolve potentially unsafe conditions on roadways within the study area, and primarily involve improvements to existing intersections, including signalization and the addition of turn lanes, realignments and improvements related to access management. Several roads in Ocoee were identified as candidates for safety improvements based on a review of existing roadway and intersection design in relation to several characteristics, including recent accident data, existing traffic volumes, and projected traffic volumes. These roads include: • SR 50 - including the key intersections at Maguire, Bluford, and Good Homes Roads; • Clarke Road - including the key intersections of SR 438 and A.D. Mims Road; • Maguire Road - including the key intersections of Professional Parkway and Moore Road; • Silver Star Road (SR 438) - including realignments at the Western Beltway and east of Johio Shores Road; • Clarcona-Ocoee Road - including the key intersections at Fuller's Cross Road, Adair Street, Clarke Road and Apopka-Vineland Road; • Bluford Avenue -in the vicinity of the elementary and middle schools, and • Old Winter Garden Road - including key intersections at Professional Parkway, Blackwood Avenue, Hemple Avenue and Citrus Oaks Avenue. Roadway Enhancements The second type of system management improvements arc sometimes referred to as gateway treatments because they involve roadway enhancements which convey a sense of place and attempt to change traveler behavior by slowing speeds. Such improvements may include traffic calming measures and aesthetic features, such as landscaped medians, brick pavers. roundabouts and signage. Several key locations have been identified along roadways entering the study area for gateway treatments: • Maguire Road in the vicinity of Roberson and Moore Roads; • Old Winter Garden Road in the vicinity of Hemple Avenue and Citrus Oaks Boulevard; • Silver Star Road in the vicinity of Apopka-Vineland Road; • Clarcona-Ocoee Road in the vicinity of Apopka-Vineland Road, and • SR 50, as described by the activity center study currently underway. In addition to enhancements at points entering the City, locations along other key roads were recommended for enhancement which identify Ocoee's traditional downtown as a unique area. The long term objective for this area is to create a more pedestrian-friendly place supportive of arts/crafts and antique shops, as well as small scale commercial land uses. 'Ibis area would include the types of improvements listed above as well as the provision of on-street parking on selected streets. Locations for special street treatments may include: • Taylor Street just east of SR 438; • Bluford Avenue between Silver Star Road and McKey Street, and • Bluford Avenue just north of SR 50. Candidate projects for Category I improvements, including safety and roadway enhancements, are shown on an attached map. ELEMENTARY SCHOOL CATEGORY II: MOBILITY AND DEMAND MANAGEMENT Mobility and demand management improvements address non automobile-oriented mobility enhancements to the transportation system, as well as ways to encourage the use of alternative modes of transportation. They consist of both design and policy recommendations. Emphasizing mobility and demand management can improve the quality of life of the City's residents and help reduce the number of automobiles on its roads. As part of the Master Transportation Plan, three general types of Category II improvements have been identified for Ocoee: bicycle and pedestrian improvements, transit improvements and the formation of a transportation management association promoting ride sharing and transit at the West Oaks Mall. Bicycle and Pedestrian Improvements Several improvements have been identified to address bicycling and walking in Ocoee. Bicycle improvements are primarily concerned with connecting residential land uses with other land uses via either an on-street facility, such as a bike lane, or an entirely separated facility, such as a path. Pedestrian improvements typically involve the provision of sidewalks, crosswalks and other safety accommodations. The central themes of bicycle and pedestrian improvements are connections to the City's new Beech Recreation Center, the West Orange Trail and downtown. Specifically, bicycle and pedestrian improvements identified for this plan include: • Bicycle facilities at key locations along roads in the City, including: u Clarke Road - connecting the West Orange Trail trailhead in the north and the West Oaks Mall in the south, as well as providing access to commercial areas for residents along Clarke Road. ❑ Clarcona-Ocoee Road - providing cast-west access to the West Orange Trail trailhead, as well as connecting residential areas to the planned middle and elementary schools. u Wurst Road and A.D. Mims Road - providing east-west access to the City's new park. u Maguire Road - south of SR 50, connecting to the City's new park via Bluford Avenue, Lakewood Avenue and A.D. Minis Road and downtown via Bluford Avenue. ❑ Hemple Avenue - including its planned extension north of SR 50. connecting to Bluford Avenue in the west and Clarke Road in the east. ❑ Silver Star Road. • Improvements to the City's sidewalk system, including: u The filling in of all existing gaps in the sidewalk system. u Two-sided sidewalk coverage on key roads connecting schools and residential areas, such as White Road. • The provision of off-street parking in the downtown to foster a more pedestrian-friendly environment. • A recreational trail connecting Tiger Minor Park with planned commercial and residential land uses between White Road and SR 50, as identified in the activity center study. Transit Improvements Several improvements have been identified to improve public transit service in Ocoee, both in terms of new service and enhancements to existing routes. 'transit service enhancements not only provide improved options for travel to areas in and around Ocoee, but also provide a alternative mode of travel for commuters to employment centers in the region, such as downtown Orlando and the attractions. Ultimately, Lynx will determine its needs and suitable operations for transit service in the study area based on funding availability; however, it is important to communicate to Lynx the City's desires and objectives for public transit. Potential transit improvements identified for this plan: • A new express route, or other Form of premium transit service, from the West Oaks Mall to downtown Orlando. This would include provision of a park and ride lot at the mall per its development order. • The reduction of headway's to 30 minutes on all routes which presently serve the City (they are all currently 60 minutes). • A new north-south route connecting Ocoee to the attractions in southwest Orange County, via either Maguire Road or Apopka-Vineland Road. • The development of the West Oaks Mall into a hub for transit service in West Orange County, with provisions for service to Health Central and other developments along the SR 50 activity corridor. Transportation Management Associations (TMAs) The West Oaks Mall has made provisions to form a TMA in 1998. The TMA will serve as a mobility manager for travel related to the mall and the surrounding area, including such functions as rideshare matching for carpools and vanpools and support for other alternative modes of transportation such as transit. The Master Transportation Plan recommends that the City support the formation of the TMA, and encourage its expansion to serve all commuters and employers in the Ocoee travel market. Candidate projects for Category II improvements, including proposed bicycle facilities, sidewalk improvements, transit routes and park and ride lots are shown on an attached map. TRANSCORE 0 0.5 Miles ' _ LAKE WHITNEY - ELEMENTARY SCHOOL CATEGORY III: ROADWAY CAPACITY IMPROVEMENTS This category of improvement options includes projects that increase the capacity of roadways in the Ocoee joint planning area that arc currently experiencing congestion or arc projected to experience congestion in the future. Projects may involve widening a road (for example, from two to four lanes), extending an existing road (to improve connections with developing areas), or upgrading a road through paving and/or design. It should be noted that some projects in this category may include making improvements to a non-congested roadway that is parallel to a congested road by creating an alternative route for traffic. The source of these alternative roadway improvements is from interviews with selected City leaders, discussions with staff, coordination with other agencies and through an assessment of projected congestion problems. All alternatives begin with a "no-build" or base alternative. This alternative assumes that no additional roadway or mass transit projects will be built beyond those already committed for construction funding within the next five years. This is sometimes referred to as the "existing plus committed,' or E+C, scenario because it includes all existing roads plus the committed new projects. Examples of committed projects in Ocoee include the Western Beltway from US 441 to Florida's Turnpike, widening Apopka-Vineland Road to four lanes from A.D. Minis Road to SR 50, widening Clarcona-Ocoee Road to four lanes, widening Maguire Road to four lanes between Roberson Road and Tomyn Road, widening Old Winter Garden Road to four lanes from SR 50 to east of Good Homes Road, and widening Silver Star Road from Clarke Road to cast of Apopka-Vineland Road. All of those projects, plus a few smaller improvements, are assumed to be in place under the "no-build" alternative because they have a funding commitment from the state, county, City or expressway authority. A forecast of congestion levels in the year 2020 on roads in Ocoee under the E+C, or-no- build," alternative are shown on an attached map. Category III (capacity) improvements were identified based on their potential for relieving the anticipated congested areas shown on the map. However, none of these projects are included in the five year list of committed projects. Thus, while revenue appears to be available, there is no assurance when, or if. these projects will ever be completed. If funding assumptions change, these projects could be accelerated, delayed or dropped. The City of Ocoee and Orange County, through their participation in the technical and citizens advisory committees and elected board members for MetroPlan Orlando, the regional transportation planning agency for the Orlando urban area, have a direct influence in the long range planning and prioritization process. This alternative seeks to identify the impact and effectiveness of projects in the adopted long range plan that are not yet funded in the five year list of committed projects. Examples include: ❑ Widening SR 50 to six lanes through Ocoee and Winter Garden ❑ Widening Silver Star Road/SR 438 to four lanes from Ocoee Hills Road to Franklin Street ❑ Widening Apopka-Vineland Road to four lanes from A.D. Mims Road north to US 441 ❑ Widening Winter Garden-Vineland Road (SR 535) to four lanes from SR 50 south to Chase Road ❑ Widening Roberson Road to four lanes from Windermere Road to Avalon Road (per Winter Garden Transportation Study) • Completing the Western Beltway (Part C) south to US 192. Year 2020 congestion levels under Alternative A are shown in an attached map. Based on an initial evaluation of this alternative, it appears that key road widenings, such as SR 50 to six lanes and Silver Star Road to four lanes, have a positive impact on reducing congestion on other east-west roads in Ocoee. However, these improvements do not totally eliminate congestion. For example, although SR 50 and SR 438 have been widened under this scenario, many segments of these two roads will still experience borderline congestion problems in the year 2020. Old Winter Garden Road, which is committed to be widened to four lanes, will experience significant congestion problems. Other key roads in the vicinity of the SR 50 corridor, such as Maguire Road, Professional Parkway and Bluford Road, will experience significant congestion levels as well. Therefore, additional improvements, beyond those identified in Alternative A, will need to be identified and evaluated for their potential in reducing congestion in the City. Improvements under Alternatives B and C have been identified to address this need. Because the improvements in Alternative A are already in the region's long range plan, they are primarily regionally significant roads that have been recognized as being needed. However, the findings from this alternative may indicate that changes are warranted in the projects themselves or in their prioritization relative to improvements in the other alternatives. At this point, only Alternative A has been evaluated. Segment Alternative B—Ocoee Capacity Improvements This alternative consists of selected road projects in Ocoee that address current or future congestion problems in the City. Many of these roads arc local in nature, or for various reasons are not included in the adopted regional long range plan. There are two main objectives of this alternative. First is to improve north-south travel in the City through capacity improvements to Maguire Road, Bowness Road, Clarke Road and Good homes Road. A second key objective is to relieve pressures on SR 50 by making improvements to parallel roadways, such as Story Road, Professional Parkway, Maine Street and Wurst Road. Improvements to lowness Road, north Maguire Road and Story Road are intended to serve the industrial area of the City by increasing the capacity on local roads that serve regional roads for trucking and other forms of distribution. This will also reduce some of the traffic on Bluford Avenue through the traditional downtown. Widening Good Homes Road and widening and extending Clarke Road also improves access to regional roadways, in this case the East-West Expressway (SR 408). Both serve the growing northeastern part of the City. There are two notable improvements to the East-West Expressway and Florida's Turnpike, which improve access to these facilities in Ocoee by adding on- and off-ramps. Creating southbound on-ramps to the Turnpike from the Expressway is likely to reduce traffic on SR 50, eliminating the need for Turnpike-bound motorists to travel SR 50 west through Ocoee. Finally, widening Wurst Road is an alternative to widening Silver Star Road around Lake Starke. This alternative does not focus on resolving congestion problems by adding capacity, but does seek to increase travel alternatives by improving accessibility, which may reduce traffic on certain roads. the most significant improvements under this alternative are in the vicinity of the Western Beltway and the Turnpike, where access is currently a problem. NEXT STEPS Based on the findings from the evaluation of these alternatives, it may be desirable to combine selected projects to fully evaluate the City's transportation options. Once the initial evaluation is completed, costs for each project will be developed and compared with available revenues. Short term and long term projects will be identified, along with potential funding sources and responsible agencies. For example, the City's transportation impact fee program may be updated. Based on available revenues, project priorities will be determined through consultation with the P&Z board and City Commission. All of this information will be used to update the City's comprehensive plan and provide guidance to the Florida Department of Transportation, MetroPlan Orlando and Orange County on needed improvements in the Ocoee area.
