Program - Selection Committee Recommendation
Issue
Should the Mayor and City Commissioners approve funding for applicants who applied for the
MVP Awards Program?
Background
Last November, the City Commission approved the MVP Awards Neighborhood Matching
Grants Program, including specific criteria outlining eligible neighborhoods and eligible projects.
A total of$15,000 was earmarked for grant awards.
Workshops were held in December to explain the program to interested residents.
Neighborhoods had until March 20, 1998 to apply for a grant.
Discussion
Eight applications were received from seven different groups. (Silver Bend subdivision
submitted two applications.) A summary of these projects is attached. The Selection
Committee (Mayor Vandergrift, Russ Wagner, Don Flippen, Wanda Horton, and 1) individually
rated the applicants based on a list of criteria that was derived both from specific program
requirements and from what we knew of the general premise of the program. Although the
individual ratings were not consistent from committee member to committee member, there was
general consensus on what to recommend for funding along with some ideas for improvements to
the program criteria.

Recommendation
The recommendation of the Selection Committee is twofold:
The Selection Committee respectfully recommends that the City Commission amend the
program criteria as follows:
- Only one project per year per neighborhood will be funded. This
is not to limit a neighborhood from submitting more than one
application, but the final decision on which project to be funded
would be made by the City Commission.
Allow religious groups, civic clubs, governmental agencies, and
other organizations to apply for MVP Awards grants if they can
demonstrate that their project provides a benefit to the community.
- Projects which are already completed are not eligible for funding
(reimbursement) under this program.
2. For this first year of the program, the Selection Committee respectfully recommends that
the Mayor and City Commissioners fund all eight projects. Although not all of the
applicants met all of the criteria outlined in the program, the Selection Committee felt
that all the applications met the intent of the program. The eight applications represent
a total of $17,826 in grant requests. This exceeds the program's budgeted amount of
$15,000. The Committee recommends the additional $2,826 be taken out of contingency.
There are sufficient funds available.
It should be noted that the applicants' combined contributions in cash, in-kind goods and
services, and volunteer time towards their projects total S38,575. If the City Commission
approves the funding of all eight projects, this means that for every dollar the City contributes to
these community improvements, the applicants are providing more than S2.15.
