SUBJECT: Maintenance Facility at Wastewater Treatment Plant
In July of 1997, the City Commission authorized the Engineering Department to enter into a
contract with Gee & Jenson, Inc. to develop a conceptual floor plan, project budget and schedule,
conceptual site plan and an evaluation of the existing and required mechanical, electrical, and
plumbing systems for renovating the existing Operation Building, a new Maintenance Building
and a new Administration Building. Work Order #9 was the contract for performing that plan.
The attached report titled Improvements to the A.D. Mims Wastewater Treatment Plant
Programming/Site Evaluation report is the culmination of Gee & Jenson's effort. Mr. Paul
Herwig will be in attendance to present the report.
The general recommendation from Staff is to proceed with the Maintenance Building as the top
priority followed by the renovations to the existing Operation Building depending upon
remaining available funding and to construct the Administration Building in the future when
additional funding becomes a realization. Gee & Jenson's estimated construction cost including
contingencies is $490,000.
During the work effort, it became apparent that the Maintenance Building was going to cost more
than initially planned therefore Staff directed Gee & Jenson to concentrate its efforts towards the
Maintenance Building. After construction is completed, Staff and Gee & Jenson will reevaluate
potentially completing the renovations to the Operation Building. These renovations generally
include new bathroom facilities, HVAC, and some additional offices.
Gee & Jenson's Work Order #10 is also included for consideration and action. This work order
will include the development of Schematic Design & Design Criteria Package development, St.
John's River Water Management District stormwater permitting, assistance to the City in the

bidding, contract negotiation, and construction document review. As apart of the project,
geotechnical and surveying support services will also be required and are included. The
proposed fee for this work order is a lump sum of $44,700.00 plus a not to exceed cost of
$5,000.00 for reimbursable expenses.
The Maintenance Building is listed as one of the many projects itemized in the 1997 Revenue
Bond Issue at a projected cost of $500,000. At this time the overall revised estimate for the
Maintenance Building, based upon more detailed analysis, is projected to be $550,300. There is
the ability to adjust the Revenue Bond Issue line item costs up or down as required to meet actual
costs and not affect the bond covenants. In addition, the construction estimate includes
approximately $105,000; but based upon Staff's involvement in the building's conceptual
programming phase, no significant additional costs are anticipated. Therefore change orders
totaling any significant amount of money are not anticipated. This building is being designed as
shell type of building for storage and small maintenance of utility vehicles and storage of
equipment and bulk purchased material used on daily basis by the utility department.
I recommend that:
The Mayor and City Commission accept the report as presented titled the A.D. Mims Wastewater
Treatment Plant Programming/Site Evaluation.
The City Commission authorize the Mayor and City Clerk to execute Work Order #10 with Gee
& Jenson, Inc. in the amount of 49, 700.00.
The Mayor and City Commission to authorize the Engineering Department to proceed with the
design development, bid the project and return to the City Commission for approve of award
upon recommended selection of a design/build team.

PROFESSIONAL'to provide for the above project, professional services as set out in the documents
which are attached hereto and made a part hereof:

DESIGN CRITERIA PROFESSIONAL shall provide said services pursuant to this Work Order,
its attachments, exhibits and that certain Agreement dated December 5, 1995 between CITY and
DESIGN CRITERIA PROFESSIONAL which is incorporated herein by reference as if it had been set
out in its entirety. Whenever the Work Order conflicts with said Agreement, the Agreement shall
prevail.
TIME FOR COMPLE'T'ION: The work authorized by this Work Order shall be completed
within sixty (60) days from the date this Work Order is executed by the CITY.
COMPENSATION: The CITY shall compensate DESIGN CRITERIA PROFESSIONAL Ten
Thousand Four Hundred Dollars (510,400.00) plus Reimbursable Expenses. DESIGN CRITERIA
PROFESSIONAL shall perform all work required by this Work Order; but, in no event, shall DESIGN
CRITERIA PROFESSIONAL be paid more than the fixed fee and reimbursables set.

Work Order #9 — Programming/Site Evaluation
Scooe of Work
The project includes demolition of an existing prefabricated metal storage building and
construction of a new prefabricated metal vehicle storage building. The vehicle storage building
would store six (6) large trucks, parts storage, workshop and lawn maintenance storage.
The project also includes additions/alterations to the existing one-story masonry operations and
maintenance building. These' additions/alterations include adding a new breakroom, 6-10 new
offices and addinglupgrading men's and women's toilet/locker rooms per code.
The project also includes site modifications to the existing Wastewater Treatment Plant fenced
compound for improved vehicular circulation, additional parking and adding a landscape buffer
at the perimeter to visually screen the plant facilities from the adjacent planned park.
Professional Services to be provided by the Design Criteria Professional:
1. Develop a building program.
2. Develop a conceptual floor plan.
Develop a project schedule and construction budget
A. Prepare a preliminary building and site code review.
5. Prepare a preliminary site evaluation and conceptual site plan. The evaluation will be
prepared after reviewing existing As -Built Site Boundary/Topographic/Tree/Utility Survey
and Geotechnical Reports for the site.
6. Evaluate existing Operations and Maintenance Building: ADA Accessibility, Roofing,
Mechanical and Electrical Systems.
Submittals by the Design Criteria Professional to the City:
Provide one submetal or five (5) sets of the Programming/Site Evaluation documents.
Meetings:
The Design Criteria Professional shall attend two (2) Design Criteria Professional/Owner
meetings. These meetings shall be conducted in a workshop. format. The purpose of these
meetings shall be to discuss and exchange information with the established City's
representative(s) with regard to the program requirements for the facility. Program needs may
be items such as hours of operation, security, type of activities planned for facility, numbe
budget. r of
persons utilizing the facility, vandalism, immediate/future square footage needs and construction
Items to be provided by the City of Ocoee:
1. The City shall appoint a representative who shall on the City's behalf attend above stated
meetings, issue directives with regard to the Work, authorize the Work, prepare review
comments with regard to the Work and approve the Work. The City's representative shall
be:

2. At the completion of the Work. the City's representative shall review the Submittal. The
City's representative shall provide review comments about the Submittal to the Design
Criteria Professional. The Design Criteria Professional will address and/or incorporate those

Boundary/Topographic,,Tree/Utility Survey and Geotechnical Reports for the site.

Scope of Work
Refer to Work Order #9/Gee & Jenson Report dated 8/5/97 for Improvements to the A.D. Mims
Road Ocoee Wastewater Treatment Plant, Programming/Site Evaluation which will be the
subject of Work Order #10.
Professional Services to be provided by the Design Criteria Professional:
Task 1 — Schematic Design & Design Criteria Package:
Prepare evaluation regarding site utilization based upon a field visits, review of the following
documents provided by others: boundary/topographic/tree/utility survey, geotechnical
report and wetland delineation. The evaluation will also discuss applicable code restriction
on the site.
2. Prepare Schematic Floor Plan, Exterior Elevations and Building Section of the Maintenance
Building. Prepare Schematic Site Plan. The Schematic Drawings will be developed and
refined by Gee & Jenson through a series of Owner/Architect Hands -On Workshops.
Ultimately one final set of Schematic Drawings will be presented to the Owner.
3. Prepare Design Criteria Package Documents: Performance oriented Architectural Drawings:
Site Plan, Floor Plan, Roof Plan, Ceiling Plan, Finish & Door Schedule, Building Elevations
and Building Section, and Architectural/Engineering Performance Oriented Specifications.
4. Prepare an updated statement of probable cost and update project schedule.
Task 2 — FDEP & SJRWMD Permitting
1. Obtain Geotechnical Report specifically for Stormwater Permitting purposes.
2. Prepare stormwater management permit conceptual grading/drainage site plan.
3. Prepare stormwater management permit drainage calculations and FDEP Site Plan.
4. Prepare and submit FDEP and SJRWMD stormwater permit application with drawing &
calculations.
5. Respond to FDEP and SJRWMD permit review comments.
Task 3 — Bidding/Contract Negotiations
1. Prepare one addendum.
2. Evaluate Bids submitted by the Design/Build Firms.
Task 4 — Construction Document Review
1. Review one Design Build Contract for compliance with the Design Criteria Package.
2. Review one set of Design Build Firm's signed/ sealed 100% Construction Documents for
compliance with the Design Criteria Package.

on-site meeting with Jurisdictional Agency will be provided, if required.

1. The City shall appoint a representative who shall on the City's behalf attend above

complete Work Order #10. These items may be provided by Design Criteria Professional
under this work order, Task #5 — Geotechnical Engineering and Task #6 — Surveying
Services.
4. The City shall appoint a representative who shall on the City's behalf, distribute Bid
Packages, Publish and Prepare Bid Advertisements and serve as the clearinghouse for all
Bidder Communications. The City shall submit to Gee & Jenson one set of consolidated,
written Bidder questions no later than two weeks prior to the Bid Date for Addendum
preparation by Gee & Jenson.
5. The City shall appoint a representative who shall on the City's behalf negotiate and
administer the Design Build Contract.
6. The City shall submit to Gee & Jenson, prior to execution, one Design Build Contract. The
submittal shall include the Contract with related attachments, the Design Build Firm's CPM
Project Schedule and Schedule of Values.
7. The City shall submit to Gee & Jenson, prior to Design Build Firm's application for permits,
one set of Design Build Firm's signed/ sealed 100% Construction Documents.
8. The City shall provide Permit Application Fees.

The attached drawings, descriptions and diagrams are being provided to document decisions made during
the Programming/Site Evaluation Work Order — Work Order #9.
An overall Master Planning Evaluation was made concerning the entire Wastewater Treatment Plant site
and a series of development options addressed the following:
A. Building Considerations:
1. Existing Operations Building
2. Proposed Maintenance/Storage Building
3. Proposed Administration Building_
B. Site Considerations:
1. Overall Site Plan
2. Phased Improvements
3. Co -Location with the Ocoee Recreation Center Improvements
After completing these studies, it was concluded that the first priority for the intended improvements to
the Ocoee Wastewater Treatment Plant is the construction of the proposed Maintenance/Storage Building
and associated parking. Until the Site Plan is finalized for the Jim Beech Recreation Center, the
Administration Building location can not be determined. Improvements to the existing Operations
Building appear to be a lower priority regarding the overall Master Plan.
We look forward to proceeding with the next phase of work, as this project progresses.

Execution of the Work Order by City shall serve as authorization of DESIGN CRITERIA
i J PROFESSIONAL to provide for the above project, professional services as set out in the documents
which are attached hereto and made a part hereof.
ATTACHMENTS:
(X) Programming/Site Evaluation
` DESIGN CRITERIA PROFESSIONAL shall provide said services pursuant to this Work Order,
its attachments, exhibits and that certain Agreement dared December 5, 1995 between CITY and
DESIGN CRITERIA PROFESSIONAL which is incorporated herein by reference as if it had been set
out in its entirety. Whenever the Work Order conflicts with said Agreement, the Agreement shall
prevail.
TIME FOR COMPLETION: The work authorized by this Work Order shall be completed
within sixty (60) days from the date this Work Order is executed by the CITY.
r ; COMPENSATION: The CITY shall compensate DESIGN CRITERIA PROFESSIONAL Ten
-- Thousand Four. Hundred Dollars ($10,400.00) plus Reimbursable Expenses. DESIGN CRITERIA
PROFESSIONAL shall perform all work required by this Work Order; but, in no event, shall DESIGN
CRITERIA PROFESSIONAL be paid more than the fixed fee and reimbursables set.

Work Order #9 — Program ming/Site Evaluation
Scooe of Work
The project includes demolition of an existing prefabricated metal storage building and
construction of a new prefabricated metal vehicle storage building. The vehicle storage building
would store six (6) large trucks, parts storage, workshop and lawn maintenance storage.
The project also includes additions/alterations to the existing one-story masonry operations and
maintenance building. These' additions/alterations include adding a new breakroom, 6-10 new
offices and adding/upgrading men's and women's toilet/locker rooms per code.

The project also includes site modifications to the existing Wastewater Treatment Plant fenced
compound for improved vehicular circulation, additional parking and adding a landscape buffer
at the perimeter to visually screen the plant facilities from the adjacent planned park.
- Professional Services to' be provided by the Design Criteria Professional:
1. Develop a building program.
2. Develop a conceptual floor plan.
- _3. Develop a project schedule and construction budget
-4. Prepare a preliminary building and site code review. i
5. Prepare a preliminary site evaluation and conceptual site plan. The evaluation will be
prepared after reviewing existing As -Built Site Boundary/Topographic/Tree/Utility Survey
j and Geotechnical Reports for the site.
6. Evaluate existing Operations and Maintenance Building: ADA Accessibility, Roofing,
-� Mechanical and Electrical Systems.
Submittals by the Design Criteria Professional to the City:
Provide one submittal of rive (5) sets of the Programming/Site Evaluation documents.

The Design Criteria Professional shall attend two (2) Design Criteria Professional/Owner
meetings. These meetings shall be conducted. in a workshop format. The purpose of these
- meetings shall be to discuss and exchange information with the established City's
representative(s) with regard to the program requirements for the facility. Program needs may
be items such as hours of operation, security, type of activities planned for facility, number of
persons utilizing the facility, vandalism, immediate/future square footage needs and construction
budget.

Method of Payment
The Design Criteria Professional shall invoice amount due based on the percent of the total
work order services actually performed and completed. Invoices shall be submitted to the City
once monthly. We understand that the City shall retain 10% of the total work order fee until one

Operational Issues:
The main concerns with the existing Operations Building are as follows:

1. Additional office space is required.
2. Existing toilet/shower facilities do not meet ADA, do not have lockers, and are
-, inconveniently located.
3. The Lobby/Entrance Area is not well defined and does not have a covered entry.
4. The existing interior building circulation is not efficient.
Design Options:
During workshop/meetings with the WWTP personnel, concerning a revised design for the
Operations Building, the plan was redesigned with an addition. The existing building would
remain as it is regarding the Operations and Electrical Controls Room, the Mechanical Room, the
—1 Lobby/Break Room and the Lab Areas. The Generator and Blower would remain unchanged.
The existing toilet rooms would be eliminated, allowing for three offices instead of two.
An addition of approximately 750 SF would allow for new toilets, showers and lockers for men
and women, which would be ADA accessible.
Structurally, this proposed building addition to the northeast would lend itself to the simplest,
and least expensive building expansion option.
A canopy at the Lobby Entry is planned to identify the public entrance and to provide protection.

Phasing of the WWTP Improvements is driven by priorities and adjacent developments.
Modifications to the Jim Beech Recreation Center Site Plan from the original design criteria
documents are being developed by the Design -Build Contractor. This work effects the location
of the proposed WWTP Administration Building and associated parking and site work.
Phase I
Based on workshop/meetings with the WWTP personnel, the immediate concern is to replace the
existing maintenance/storage facilities with a new facility. In addition, additional parking is
required for staff and City -owned vehicles.
Future Phases
Future phases will include the proposed WWTP Administration Building and associated site
work and parking.
Another future development is the remodeling and addition to the Operations Building.
Additional Concerns
Landscaping along the east WWTP property line at the ridge is required as a buffer between the
park area and the WWTP.
Chain link fencing with motorized gates, signage, site lighting and overall landscaping are
essential elements in completing the anticipated improvements to the WWTP complex.

r_ Based on a discussion with the Mr. Washington of the Ocoee Building Department on March 5,
1998, the following preliminary Building Code interpretations are provided:
L. Occupancy Classification:
(Chapters 3 & 4)
The building is composed of multiple occupancies:
r a. Group F/Factory — Industrial occupancy at the Workshop/Welding Area.
b. Group S/Storage Occupancy — at the WWTP Storage and Electrician's Storage
Areas.
C. Group S/Special Storage Occupancy — (Enclosed parking garage) at the Large
Vehicle Storage Area and Ground Maintenance Storage.
Mixed occupancies can be considered a single occupancy if certain criteria of Section
303 are met.
Based on the aforementioned, the occupancy classification will be:
Group F = Factory — Industrial
2. Type of Construction & Area/Height Limitations:

The City of Ocoee requires installation of fire sprinklers for commercial buildings over
4,000 SF therefore the facility will require fire sprinklers or a four-hour separation wall to

The distance between the existing Operations Building and the proposed
Maintenance Storage Facility is 20 ft. If we assume the common property line to
- be at the wall of the proposed Maintenance/Storage Building, then the percent of
wall openings is 40%.
Note: Due to the possibility of flammable materials being stored on site in
conjunction with PVC pipe adhesives, and fuel for ground maintenance
e equipment, special consideration may need to be given to a rated flammable
storage area or building.
4. Means. of Egress:
(Chapter 10) —Per Table 1003.1—
Minimum Occupant Load — For Industrial —100 gross
Large Vehicle Storage — 38 people
WWTP Storage — 4 people
Ground Maintenance — 7 people
Electrician Storage — 4 people
Workshop/Welding — 22 people
Number of Exits — Per 1004.1.1.
Rooms with greater than 50 occupants require two exits. Since each area has
- direct exterior egress and an occupancy less than 50 people, only one exit per area
J is required.
5. Accessibility — ADA:

The facility shall be fully accessible.
6. Fire Sprinklers — Follow NFPA 13 for requirements.
7. Plumbing Requirements:
Table 407 of the Plumbing Code allows for some interpretation regarding required
plumbing fixtures.

a. Although the Maintenance/Storage Building is only 20 feet from the Operations
Building which provides toilets, there may be a requirement to provide toilet
facilities in the new construction.
b. An eyewash and shower will be required for the welding area.
CHAPTER 3
OCCUPANCY CLASSIFICATION
SECTION 301
GENERAL
301.1 Scope. Provisions of this chapter shall govern the clas-
sification of building occupancies.
301.2 Occupancy or use categories. Every new and existing
building, structure or part thereof shall, for the purpose of
this code, be classified according to its use, or occupancy as
a building or structure of one of the following occupancy
groups:
Group A
—Assembly (see 304)
_- Group B
—Business (see 305)
Group E
—Educational (see 306)
Group F
—Factory Industrial (see 307)
Group H
—Hazardous (see 308)
Group I
—Institutional (see 309)

301.3 Uncertain classification. Each occupancy group is
intended to include buildings as hereinafter defined and those
of similar character or use. Wherever there is any uncertain-
ty as to the classification of a building, the building official
shall determine the classification within which it falls,
according to the life safety and relative fire hazard involved.
SECTION 302
DEFINITIONS
For definitions, see Chapter 2.
SECTION 303
MIXED OCCUPANCIES
303.1 Multiple occupancies. A building that is used for two
or uwre occupancies, classified within different occupancy
groups, shall be considered a mixed occupancy building.
Exception: A building containing two or more occupan-
cies, none of them Group H, may be considered a single
occupancy when:
1. The required type of construction for the building is
determined by applying the height and area limita-
tions for each of the applicable occupancy groups to
the entire building with the most restrictive type of
construction requirements being applied, and
2. The entire building conforms with the most restric-
tive occupancy group fire protection requirements,
as determined by Chapter 7 and 8, and
3. The entire building conforms with the most restric-
tive occupancy group sprinkler, standpipe and alarm
system requirements, as determined by Chapter 9,
and
4. All other requirements of this code are applied to
each portion of the building based on the use of that
space.
303.2 Height and area. A mixed occupancy building shall be
governed by the height and area limitations applying to the
principal intended use. However each portion of the building
shall conform to all other requirements of this code for the
occupancy contained therein. Accessory occupancies shall
not exceed the area limitation nor be located at a height
greater than that permitted for such occupancy group in the
type of construction being used.
SECTION 304
ASSEMBLY OCCUPANCY— GROUP A
304.1 Scope
304.1.1 Group A occupancy is the use of a building or
structure, or any portion thereof, for the gathering togeth-
er of persons for purposes such as civic, social or religious
functions or for recreation, or for food or drink consump-
tion or awaiting transportation.
304.1.2 Group A occupancy shall include, among others,
the following:
Amusement Park Buildings
Passenger Depots
Auditoriums
Public Assembly Halls
Churches
Recreation Halls
Dance Halls
Restaurants
Gymnasiums
Stadiums and Grandstands
Motion Picture Theaters
Tents for Assembly
Museums
Theaters for Stage
Production
304.2 Subclassifications
304.2.1 Assembly occupancies shall be divided into two
subclassifications as set forth in this section, both of
which shall comply with the requirements for Group A
occupancy unless otherwise specified:
1. A-1: Large Assembly shall include theaters and
other places of assembly with an occupant load
of 1,000 or more persons. Large Assembly shall
also include theaters and other places of assem-
bly with a stage requiring proscenium opening pro-
tection and with an occupant load of 700 or more
persons.
2. A-2: Small Assembly shall include theaters and
other places of assembly with or without a stage
requiring proscenium opening protection and with
an occupant load of 100 or more persons, but with
an occupant load less than designated for Large
Assembly.

304.2.2 Assembly occupancies with an occupant load less
than 100 persons shall be classified as Group B.
SECTION 305
BUSINESS OCCUPANCY — GROUP B
305.1 Scope
305.1.1 Group B occupancy is the use of a building or
structure, or any portion thereof, for office, professional,
or service type transactions including normal accessory
storage and the keeping of records and accounts.
305.1.2 Group B occupancy shall include, among others,
the following:

305.1.3 Assembly occupancies with an occupant load less
than 100 persons shall be classified as Group B.
Exception: Provisions of 403.1.3.4. 403.2, 403.3,
1019.10, 1019.11 and 3103 shall apply to buildings
used for assembly purposes, regardless of occupant
load.
305.1.4 Dry cleaning establishments using solvents which
are nonflammable or nonflammable at ordinary tempera-
tures and only moderately flammable at higher tempera-
tures (Class IV System) shall be classified as Group B
occupancy.
SECTION 306
EDUCATIONAL OCCUPANCY—GROUP E
306.1 Scope
306.1.1 Group E occupancy is the use of a building or
structure, or any portion thereof, by six or more persons at
any one time for educational purposes through the 12th
grade.
306.1.2 Child care facilities which accommodate six or
more children of any age who stay less than 24 hours per
day shall be classified as Group E.
306.1.3 Parts of buildings used for the congregating or
gathering of 100 or more persons in one room shall be
classified as Group A occupancy, regardless of whether or
not such gathering is of an educational or instructional
nature.
306.1.4 Schools for business or vocational training shall
be classified in the same occupancies and conform to the
same requirements as the trade, vocation or business
taught, provided the concentration of persons will not
exceed that listed in 1003 for the occupancy classification
used.
SECTION 307
FACTORY -INDUSTRIAL OCCUPANCY—GROUP F
307.1 Scope
307.1.1 Group F occupancy is use of a building or struc-
ture, or any portion thereof, for assembling, disassem-
bling, repairing, fabricating, finishing, manufacturing,
packaging or processing operations that are not otherwise
classified in this code.
307.1.2 Group F occupancy shall include, among others,
the occupancies listed in this section, but does not include
buildings used principally for any purpose involving high-
ly combustible, flammable, or explosive products or mate-
rials. See 308.

307.1.3 Portions of Group F occupancy involving highly
combustible, flammable or explosive products or materi-
als shall be properly ventilated, protected and separated
from the remainder of the building in accordance with the
appropriate NFPA Standard or the entire building will be
classified as Hazardous occupancy. See 308.
SECTION 308
HAZARDOUS OCCUPANCY—GROUP H
308.1 Scope. Group H occupancy is the principal use of a
building or structure, or any portion thereof, that involves the
manufacturing, processing, generation, storage, or other use
of hazardous materials in excess of the exempt quantities list-
ed in this section.
308.2 Subclassification
308.2.1 Group H hazardous occupancies shall be divided
into H 1 through H4 according to the hazards presented by
each material as described below:
Hl: Buildings or parts thereof used for the manufac-
turing, processing, generation or storage of materials
which present a detonation hazard. Detonation hazards
include explosives, blasting agents, pyrotechnic special
effect materials, display fireworks (1.3G, Class B, spe-
cial) and consumer fireworks (1.4G, Class C,
Common) manufacturing, Class 4 liquid and solid oxi-
dizers, unclassified detonatable organic peroxides, and

1003.2 - 1004.1.4
1003.2 Measurement of means of egress
1003.2.1 The width of the means of egress shall be deter-
mined from occupants served in accordance with Table
1004.
1003.2.2 The width shall be measured in the clear at its
narrowest point. Handrails may project 3 1/2 inches (89
mm) and door jambs 1 inch (25.4 mm) on each side of the
measured width; however, the clear width of doorways
shall not be reduced.
1003.2.3 Objects projecting from walls with their leading
edges between 27 and 80 inches (686 and 2032 mm)
above the finished floor shall protrude no more than 4
inches (102 mm) into walks, corridors, passageways, or
aisles. Free-standing objects mounted on posts or pylons
may overhang 12 inches (305 mm) maximum from 27 to
80 inches (686 and 2032 mm) above the ground or fin-
ished floor.
1003.2.4 There shall be a minimum headroom of 6 ft 8
inches (2032 mm), excluding stops, from the walking sur-
face to the lowest part of any structural member, fixture or
furnishing.
Exception: Sloping ceilings permitted by 1203.2.
1003.3 Capacity of means of egress
1003.3.1 The width of the means of egress shall be not
less than the required capacity based on occupant load
from Table 1003.1.
1003.3.2 The capacity of exit stairways constructed in
accordance with 1007 shall be not less than the minimum
required herein. Exit stairways shall be permitted to be
used as a required exit from all floors which they serve. If,
for example, three stairways are required to serve the third
floor of a building and a like number are required for the
second floor, the total number of stairways required shall
be three, not six, and the capacity of the stairway shall be
determined by the floor having the highest occupant load
and not the total occupant load of the building.
1003.3.3 The required capacity of an exit access corridor
shall be defined as the occupant load using the corridor for
exit access divided by the required number of exits to
which the corridor connects, but not less than the required
capacity of the exit element to which the corridor leads.
1003.3.4 The aggregate width of passageways, aisles or
corridors serving as access to exits shall be at least equal
to the required width of the exit. Where all travel to any
exit is along the same access to the exit, the width of the
access shall be at least equal to the exit. Where there are
several accesses to an exit, each shall have a width suit-
able for the travel which it may be called on to accommo-
date.
1003.3.5 When exits serve more than one floor, only the
occupant load of each floor, considered individually, need
be used in computing the required capacity of the exits at
that floor. At no point along the exit path may the exit
width be decreased. When an exit from an upper floor and
a lower floor converge at an intermediate floor, the capac-
ity of the exit from the intermediate floor shall be not less
than the sum of the required capacities of such upper and
lower floors.
1003.3.6 The minimum width of exitway access corridors
shall be in accordance with Table 1004.
1003.3.7 Exit access corridors shall have fire resistance
ratings as specified in Table 704.2.4.
1003.4 Elevators, escalators, and moving walks. Elevators,
escalators and moving walks shall not be used as a compo-
nent of a required means of egress.
Exception: Elevators shall be permitted to be used as an
accessible means of egress for the purpose of providing
egress for people with physical disabilities only when per-
mitted by 1004.3.
SECTION 1004
ARRANGEMENT AND NUMBER OF EXITS
1004.1 Arrangement of exits
1004.1.1 Exits shall be so located that the distance from
the most remote point in the floor area, room or space
served by them to the nearest exit, measured along the line
of travel, shall be not more than the travel distance speci-
fied in Table 1004.
1004.1.2 Every room or tenant space shall be provided
with a minimum of one means of egress. Every room or
tenant space which has an occupant load of 50 or more
persons or in which the travel distance from the most
remote point to the entrance to the exit access from the
room or tenant space exceeds 75 ft (23 m) shall have not
less than two egress doors.
Exception: Doors in an HPM Facility shall comply
with 408.3.9
1004.1.3 The common path of travel shall not exceed
75 ft.
1004.1.4 Where two or more exits or exit access doors are
required, at least two of the exits or exit access doors shall
be placed a distance apart equal to not less than one half
of the length of the maximum overall diagonal dimension
of the building or area to be served measured in a straight
line between such exits or exit access doors. The two exits
or exit access doors shall be so located and constructed to
minimize the possibility that both may be blocked by any
one fire or other emergency condition.
Exception: When exit enclosures are provided as a
portion of the required exit and are interconnected by a
corridor conforming to the requirements for 1 -hour

1004.1.5 Where open stairways or ramps are permitted as
part of the path of travel to required exits, such as between
mezzanines, balconies and the floor below, the travel dis-
tance shall include:
1. The distance to reach the stair or ramp.
2. The line of travel on a stair measured in the plane of
the stair nosing.
3. The distance from the end of the stair or ramp to the
exit.
1004.1.6 In one-story Group F and Group S buildings
equipped with automatic heat and smoke vents complying
with this section and sprinklered, the travel distance may
be increased to 400 ft (122 m). Smoke and heat vents shall
be constructed and installed in a manner approved by the
building official.
1004.1.6.1 Smoke and heat vents shall not operate
prior to the activation of the sprinkler system. Heat
responsive devices used to open smoke and heat vents
shall have a temperature rating a minimum of 45°F
(25°C) higher than automatic sprinklers, and a
response time index (RTI) at feast equal to,. but not
more than three times, that of the automatic sprinklers.
Vents shall be capable of being opened by an approved
manual operation.
1004.1.6.2 Smoke and heat vents shall be located so
that no portion of the vent opening is directly above or
within 8 inches of sprinklers.
1004.1.63 Curtain boards constructed in accordance
with this section shall be provided to subdivide a vent-
ed building.
Exception:
1. When a smoke and heat venting system com-
plies with the guidelines of NFPA 204M.
2. When a building is protected by ESFR sprin-
klers installed in accordance with NFPA 13
and NFPA 231 or NFPA 231 C.

CHAPTER 11
ACCESSIBILITY FOR PEOPLE WITH PHYSICAL DISABILITIES
SECTION 1101
GENERAL
1101.1 Scope
1101.1.1 Provisions of this chapter shall govern the design
and construction of facilities for accessibility to physical-
ly disabled persons. These provisions are not applicable in
areas where state mandated accessibility requirements are
in effect.
1101.1.2 All buildings and structures, including their asso-
ciated sites and facilities, shall be accessible with accessi-
ble means of egress for people with physical disabilities,
as required in these provisions.
Exceptions:
1. Buildings and facilities or portions thereof not
required to be accessible in 1103, 1104, 1105 and
1106.
2. Areas where work cannot reasonably be per-
formed by persons having a severe impairment
(mobility, sight or hearing) are not required to
have the specific features providing accessibility
to such persons.
3. Group R3 buildings where there are three or less
dwelling units in a single structure, and accesso-
ry structures and their associated site facilities.
4. Temporary structures, sites, and equipment
directly associated with the construction process
such as construction site trailers, scaffolding,
bridging or materials hoists.
5. In agricultural buildings, access is required only
to paved work areas and areas open to the gener-
al public.
6. Access is required only to private garages or car-
ports that contain accessible parking.
1101.13 This section sets minimum requirements for the
application of standards for facility accessibility for all
persons, including but not limited to occupants, employ-
ees, consumers, students, spectators, participants and vis-
itors.
1101.1.4 Details, dimensions and construction specifica-
tions for items herein shall comply with the requirements
of CABO/ANSI A117.1.
Exception: Type B dwelling units complying with
1110.
1101.2 Maintenance of facilities. Any building, facility,
dwelling unit, or site which is constructed or altered to be
accessible or adaptable under this document shall be main-
tained accessible/adaptable during its occupancy.
SECTION 1102
DEFINITIONS
For definitions, see Chapter 2.
SECTION 1103
ACCESSIBLE ROUTE
1103.1 Connecting routes
1103.1.1 Accessible routes within the site shall be provid-
ed from public transportation stops, accessible parking
and accessible passenger loading zones, and public streets
or sidewalks to the accessible building entrance they
serve.
1103.1.2 At least one accessible route shall connect acces-
sible spaces, elements, facilities and buildings that are on
the same site. Where only one accessible route is provid-
ed, it shall not pass through kitchens. storage rooms,
restrooms, closets or similar spaces.
Exceptions:
1. A single accessible route shall be permitted to
pass through a kitchen or storage room in an
accessible or adaptable dwelling unit.
2. In other than the offices of health care providers,
transportation facilities and airports, and multi -
tenant Group M occupancies, floors that are
above and below accessible levels, and that have
an aggregate area of not more than 3,000 sq ft
(279 m'-), and an aggregate occupant load of not
more than 50, need not be served by an accessi-
ble route from an accessible level.
1103.1.3 Where floor levels are required to be connected
by an accessible route, and an interior path of travel is pro-
vided between the levels, the accessible route between the
levels shall also be interior.
1103.2 Entrances
1103.2.1 In each building and structure, and each separate
tenancy within a building or structure, at least 50% of its
entrances, but not less than one, shall comply with the
accessible route provisions of CABO/ANSI A117.1.
Exceptions:
1. Entrances to spaces not required to be accessible
as provided for in 1105.4.
2. Loading and service entrances.
1103.2.2 When a building or facility has entrances which
normally serve accessible parking facilities, transportation
facilities, passenger loading zones, taxi stands, public
streets and sidewalks, or accessible interior vertical
access, then at least one of the entrances serving each such
