To: Honorable Mayor and City Commissioners

Re: MELVA ST. CLOSING
We have surveyed the area in question, namely Melva St., Mack St. and Christine
Ave. to determine the feasibility of a road closure. This area is supported by two (2)
fire hydrants, one on the corner of Melva St. and Rewis St., and the next closest
located at Security Cir.
The closure of Melva St. at Mack St., and Christine Ave. at Mack St. would limit a
significant number of residential properties to only one hydrant. In addition to the
fire flow limitations, access would be severely restricted on Melva St. and Christine
Ave., not allowing the Fire Department the ability to place the appropriate apparatus
at the involved structure. Fire apparatus would also have to back out of the street,
once committed to a call, reducing response time and increasing the possibility of an
accident.
Taking this into consideration, the Fire Department cannot endorse the closure of
Melva St. or Christine Ave. at Mack St.

Based on recent contract prices for paving work, and due to the small size of the job, I estimate
that construction of the proposed turnaround area at the north end of Melva Street would cost
approximately $3,600.00

SUBJECT: Melva Street Closure
We tried several alternatives to provide a turnaround at the end of Melva Street. A cul-de-sac
that meets the city's criteria, such as would be required of any developer, does not fit without
taking down an existing home This is shown on attachment"A".
The largest cul-de-sac that will fit without affecting more than one property is shown on
attachment `B". The 35 foot radius provided by this cul-de-sac is not sufficient for turning large
trucks such as fire and garbage collection trucks. Both of these types of vehicle would still have
to back down the street to get back to Flewelling.
A hammerhead turn is shown on attachment"C". This is similar to the one installed in Silver
Glen subdivision, and would allow large trucks to reverse direction at the end of Melva Street.
We contacted the owner of the property at the northeast end of Melva Street to see if he would
donate the required property to the city. He was not interested in a donation,but said he might
consider selling the property if the price was acceptable.
An appraisal of this parcel will cost approximately $2,500.00, and would be charged to the
Contingency account. Please advise whether to proceed with ordering an appraisal.

SUBJECT: Closure of Melva Street
As directed, the Public Works Director, Fire Chief, Police Chief and City Engineer examined this
street to see what effect the closure of the north end of Melva Street would have on their various
operations.
Attached is a memo from Assistant Fire Chief Firstner, describing the problem they would have
if this road was closed. Their recommendation is that Melva Street not be closed.
The Public Works Department does not support closure because of the difficulty they would
have backing garbage trucks out of what would become a dead end street.
Similarly, the Police Department did not support closure, fearing that officers could become
trapped at the end of this dead end.
From a general traffic circulation standpoint, I do not support this closure, since we try as much
as possible to disperse traffic onto as many streets as possible, as opposed to concentrating
traffic.
In summary, none of the departments that would be affected by the closure of Melva Street
supports the closure.

We, the undersigned residents of Melva Street, hereby petition the Ocoee City
Commission to close the access to Mack Street from Security Circle in order to
reduce the traffic on Melva Street and place an additional fire hydrant on Mack
Street.
