Mark, Chief of Police DATE: October 28, 1998 SUBJECT: NEEDS ASSESSMENT STUDY STAFF REPORT ISSUE Should the Honorable Mayor and Board of City Commissioners authorize the expenditure of$25,000 for the acquisition of an architectural firm to perform a needs assessment study for current and future needs of the police department. BACKGROUND In 1980, the Ocoee Police Department was comprised of 14 sworn officers, which included three (3) Sergeants, one (1) Lieutenant and the Chief of Police. The population during that time was approximately 7,688 citizens and the area of the City was approximately 7.5 square miles. Now in 1998, eighteen years later,the department is comprised of 56 sworn officers. The population at this time is approximately 22,000+ citizens and the area of the City is approximately 14.5 (or more)square miles. This type of growth is expected to continue over the next ten to fifteen years. The police department has the potential to double in size over this period of time. DISCUSSION The current police building site, built in 1994, although in good condition is inadequate for modern police needs. Therefore, $25,000 was allocated in FY 98/99 budget for the purpose of doing a needs assessment with the ultimate goal of building a new police facility. To this end, we would like to form a Police Needs Assessment Committee, comprised of the Chief of Police,the Public Works Director, the City Engineer and the Building Department Director,to create a request for proposal (RFP) in order to select and work with an architectural firm to perform a police department building assessment study for future development. RECOMMENDATION It is respectfully recommended that the Honorable Mayor and Board of City Commissioners approve this request for the acquisition of an architectural firm to perform a needs assessment study and select a City Commissioner to serve on this committee. 1.1 �: POLICE,
