NANCY J.PARKER r+ v (407)656-2322 ��� CITY MANAGER E,p Op G000�� ELLIS SHAPIRO MEMORANDUM DATE: October 26, 1998 TO: The Honorable Mayor and City Commissioners FROM: Ellis Shapiro, City Manager RE: RFP Selection Committee for Public Relations Firm As part of your discussions requesting that we roll back the City water rates by January 1, 1999, the motion included the selection of a public relations firm that-could provide an educational program on water conservation to the residents of the community that might assist us in achieving the requirements set by the St. John's Water Management District regarding water usage under our CUP. To this end, I would recommend that the City set up a selection committee to include the following employees: Janet Shira (Public Relations Director), Cathy Sills (Customer Service Supervisor), Jean Grafton (City Clerk) and Donald Carter (Finance Supervisor). Also included should be a member of the City Commission to round out the selection committee. We respectfully request that a City Commissioner be selected and authorization to proceed be given at this time. Respectfully submi ed, ES:jg rfpscprfirm S MEMORANDUM TO: Ellis Shapiro FROM: David Wheeler DATE: October 23, 1998 RE: Water Revenue Calculations Attached is the actual revenue received versus the estimated revenue that would have been received had the flat/uniform rate structure been continued over the last six months. The actual difference is approximately$400,000; which is close to what Ken Hooper showed in his presentation as budgeted versus received revenue. He incorrectly stated that the actual difference would be less because of the additional usage over those six months. The estimated revenue value should be only slightly higher had the base rates been used for each meter size. This level of calculation would take longer and would not be warranted for the order of magnitude we were looking for at this time. Should we need the values to be more precise just let me know. Shaded months are the only affected months requiring recalculation to previous rate structure Calculated revenue is from this equation: (No. of Cust.)x(Base Rate)+(Consumption)x($0.51/1000 gallons) The base rate used was for only the 5/8" meter; the calculation did not differentiate between the different meter sizes. Approximately 97% of the customers have a 5/8"meter, therefore the values are slightly less than actual.
