It may need to meet in the near future because of a case considered in the Code Enforcement Board meeting on October 27. Board of Adjustment(3 year terms) Openings on this board include one regular member and two alternate positions. A member is needed to replace Mrs. Genevieve Foster who resigned in 1996. One alternate is needed to replace Mr. Robert Godek who was not reappointed because he serves as a full member on the Code Enforcement Board. The other alternate is needed to replace Mr. Daniel Birnstihl who was appointed as full member in April, 1996. One application has been received indicating Board of Adjustment as a first choice and the applicant is aware of the infrequency of the board's meetings and is still willing to serve. Code Enforcement Board (3 year terms) The alternate position on Code Enforcement Board which was vacated when Mr. Roy Ellison was appointed as full member remains open and Chairman Linebarier is eager for the position to be filled. Applications indicating interest in serving on this board are attached. Action Needed (1) Appointment of Member to Board of Adjustment for term ending May, 2001. Dr. Almodovar holds a B.Sc. degree in Chemistry from the University of Puerto Rico (UPR), a M.S. and a Ph.D. from Carnegie Mellon University, Pittsburgh, PA. In addition, he conducted post-doctoral studies in the Department of Physics at the Brookhaven National Laboratory. He also holds a J.D. degree from the University of Puerto Rico Graduate School of Law. Having been active in the practice of Civil Law, he recently retired as a Superior Court Judge. During thirty five years of distinguished service to the UPR, Dr. Almodovar held a number of academic positions and achieved the highest rank at the professorial level. He also held several administrative positions such as: Director, Puerto Rico's Nuclear Center; Director of Graduate Studies, UPR, Mayaguez Campus; Dean, College of Natural Science; Chairman, Chemistry Department, UPR,Rio Piedras Campus;President of the University System. In 1974, Dr. Almodovar held an Intergoverment Personnel Act Appointment at the National Institute of Health(NIH) where he served as Health Scientist Administrator. Dr. Almodovar held a career position as Health Scientist Administrator in the office of Review,NCRR,NIH. He also served as NIH Appeals Officer in the NIH Director's Office, where he managed the Peer Review and Grant Award Appeals System. His decisions and actions had significant national impact on the total research environment supported by NIH, by providing a system which applicants and grantees can use to challenge and rebut decisions taken by NIH Institutes, Centers or Divisions and be assured of a thorough, independent and impartial examination of their concerns. Dr. Almodovar also advised the Director of NIH, Agency and HHS officials on all matters pertaining to appeals. Dr. Almodovar completed an eighth-year term as President of the University of Puerto Rico System. During his incumbency he was personally involved' in fostering ties with educational institutions, organizations and federal agencies dealing with research. and education in the United States. He was an active participant in discussions, particularly those pertaining to the need for educational reform and excellence in education. His positive relationship with the Department of Education (USA) benefited the Puerto Rican academic community. Widely published in the field of Chemistry, Dr. Almodovar has lectured in Europe, Latin America,the Caribbean,the USA and Puerto Rico;he has delivered many technical papers and has served, among others, as Member of the Board of Regents of the National Library of Medicine, NIH, the Caribbean University Foundation, as Commissioner in ACE's National Commission on Education Issues, Member of the Board of Directors of the Marine Division of NASULGC and of the Education Commission of the States. He has served as President of the Association of Universities and Research Institutes of the Caribbean (UNICA); the Puertorican Association of the University Presidents; the American Chemical Society (PR); the Chemists Association of Puerto Rico and the State • Board Examiners for the Practice of Chemistry in Puerto Rico. In the American Association of State Colleges and Universities(AASCU), he served in several committees and participated in educational missions to Brazil and the Far East. He also served as a Member of the Board of Directors of the Ponce Art Museum and Chairman of the Board of Trustees of the Technological College of the City of San Juan,P.R. Dr. Almodovar has been a practicing attorney, a legal consultant and President of Educational Consultants Group, Inc., a private corporation serving the higher education sector in Puerto Rico. Dr. Almodovar was selected by the Secretary of the Army to serve on the Army Advisory Panel on ROTC Affairs. He chaired a special commission of the UPR Board of Trustees to study the Social Mission of the University and two commissions appointed by the Governor of Puerto Rico: one to study the feasibility of establishing a Science and Technology Research Center similar to the Research Triangle Park in North Carolina, and the other to formulate an action agenda for the educational reform at all levels in Puerto Rico. He has received a number of awards and among them the following: medals for distinguished military service as an officer during the Korean War; a citation by the Secretary of the Army for Patriotic Civilian Service; the Leonardo Igaravidez Award for Distinguished Service to the Profession given by the American Chemical society, an the Award for Distinguished Service to Education given by the Puerto Rico Chemist Association. More recently, he received several awards for achievements in the field of Law from the Puerto Rico Bar Association and the UPR. In June 1992, he was given an "Outstanding Performance Award" in recognition and appreciation of Special Achievements by the Director of the National Center for Research Resources,NIH. TICE, EI Transportation Planning Engineer Mrs. Tice has demonstrated a rare combination of detailed technical understanding and practical insight into transportation policy issues. She has 5 years of computer modeling and statistical analysis experience in a wide array of disciplines. Since coming to Traffic Planning and Design, Inc., she has assumed the responsibility for all FSUTMS modeling, using it to identify development impacts in the region for DRI's and Traffic Impact Studies. In previous work, Mrs. Tice has prepared detailed updates on transportation events and attitudes in the Orlando area as well as cost/benefit and policy analyses. Her.experiences as an Eno Transportation Fellow give her a unique understanding of the transportation policy process at the regional and federal level. As a skilled scientist, engineer, and technical historian, there are few technical matters that are beyond her grasp. In addition, from early in her career, she has shown a gift for creating consensus and clearly presenting detailed technical information. She currently serves the firm preparing transportation impact studies, alternate impact fee reports and redevelopment analyses for most of the jurisdictions within a 50 mile radius. Bonnie Heath Farms DRI, Marion County Performed traffic analysis for the addition of a major DRI on the southwestern edge of Ocala. The northern commercial area was designed around a 'town center' concept with pedestrian and bicycle connections to the residential portions of the development. This site design was based on the guidelines listed in Best Development Practices, a summary written by DCA of development programs that encourage land use practices that are positive to the community. • Wekiva Springs Subdivision, City of Apopka Performed Traffic Impact Study and model analysis of a 239 lot subdivision in Apopka, Florida. Updated OUATS model to include 12 new roadway segments and several new subdivisions not accounted for in the socioeconomic database. Day Care Center, Conroy Windermere Road Provided technical information to support a special exception request for a day care center on Conroy- Windermere Road. Although the property was zoned Residential Country Estates, the widening of the roadway to six lanes had prompted all of the adjacent land owners to request similar exceptions for commercial uses, which were granted. The proximity of the subject house to the roadway(less than 100 feet)made its continued use as a single family home uncomfortable at best. The proposed day care center was substantially buffered from the land owners behind the property and would have provided an excellent transitional use between the new commercial developments and the existing residential developments. Alternate Impact Fee Assessment for Lowe's Home Center, City of Altamonte Springs Performed an alternate impact fee assessment based on trip generation rate and trip types at two similar sites. CITIZEN ADVISORY COUNCIL FOR POLICE DEPARTMENT Meets 3rd Thursdays, alternate months, 7:00 p.m. No less than 15 members, no more than 25 members - 3 year terms Duties: To promote and maintain communication, cooperation and a positive relationship between the citizens of the City of Ocoee and the Ocoee Police Department. CODE ENFORCEMENT BOARD Meets 4th Tuesdays, 7:30 p.m. 7 members, 2 alternates - 3 year terms (Membership will, when practicable, include an architect, a businessman, an engineer, a general contractor, a sub-contractor and a realtor) . Duties: To review infractions of City technical codes, negotiate compliance and impose fines for failure to comply. EDUCATION COMMISSION Meeting day, time, frequency to be determined No less than 7 members, no more than 15 members - 2 year terms (Membership shall include at least one representative member for each public school within the City.) Duties: To improve the quality of education for Ocoee students by serving as an advisory body to the City Commission on education issues within the City. PERSONNEL BOARD Meets as needed 5 members - 3 year terms (Membership will include at least 1 City employee, 1 City Commissioner, 1 person who holds management position with City, and 1 citizen of Ocoee who is not employed by and does not hold office with City. All must be qualified electors of the City.) Duties: Responsible for developing personnel policies for the City and recommending such policies to City Commission for adoption. PLANNING AND ZONING COMMISSION Meets 2nd Tuesdays, 7:30 p.m. (and 4th Wednesdays, if needed) 7 members, 2 alternates - 3 year terms (Membership will, when reasonable, include an architect, an engineer, a general building contractor, a real estate agent and lay persons) . Duties: Establishes principles and policies for guiding action affecting development in the City and its environs. Determines whether special proposed developments conform to the principles and requirements of the comprehensive plan. Acts in advisory capacity to the City Commission. RECREATION ADVISORY BOARD Meets 3rd Mondays, alternate months, 7:30 p.m. 7 members - 2 year terms Duties: To advise the City Commission, City Manager and Recreation Director on the operation of the City's parks, recreational facilities and programs. GENERAL EMPLOYEES' RETIREMENT TRUST FUND BOARD OF TRUSTEES 5 members: 2 employees, 2 residents and 5th member chosen by majority of the previous 4 members. 2 year terms Duties: General administration and responsibility for the operation of the Retirement Trust Fund for general employees.
