SUBJECT: Roberson/Maguire.traffic Signal
At the intersection of Roberson Road and Maguire Road, two traffic signal plans have been
discussed.
The first, which I'll call the final signal,and which would he constructed in a manner consistent
with the widening plans for Maguire Road, would consist of four signal poles, a box span wire
arrangement, vehicle loop detectors and a controller cabinet. The cost of this signal will be
approximately $60,000.00.
'the second, which I'll call the interim signal, would be installed within the existing right-of-way.
This signal would consist of two signal poles, a diagonal span wire, vehicle detector loops and a
controller cabinet.The cost of this signal will be approximately $50,000.00.
We have obtained pricing information for signal components based on an existing Osceola
County bid with Control Specialists Company. Our City Attorney has examined the Osceola bid
and has agreed that we can use it rather than place our own bid request for similar services.
The options we have at the intersection of Roberson and Maguire are:
• Do nothing now to install a signal, and wait until we acquire the right-of-way necessary to
allow construction of the final signal. According to Ms. Mary Doty, Assistant City Attorney,
there are two possible timeframes within which this could occur. If we are able to reach
agreement with Mr. Nutt on valuation of the right-of-way we need from him, she could come
before the City Commission on February 16 with a purchase authorization request. If we are
not able to agree on valuation with Mr. Nutt, she will probably come before the City
Commission on February 16 with a request for authorization to initiate condemnation
D/Z
Roberson/Maguire Traffic Signal proceedings. Those proceedings would take 90 to 120 days
before the city would have title to the right-of-way. Once all of the necessary right-of-way is
acquired, it will take approximately six weeks to get the documents in order and construct the
signal and place it in full operation. Thus,the best case would be March 30'h .and the worst
case would be August 30'h to get the final signal constructed and placed in full operation.
This option would minimize"throw-away" costs.
• Install the interim signal within the existing right-of-way. Approximately 30 days from
authorization will be required for additional design and permitting. This additional work
would be required because the design and permitting that has occurred to-date was based on
the final version of the signal. Once the additional design and permitting is complete, the
same six weeks will be required to construct the interim signal and place it in full operation.
Assuming authorization is given at the City Commission meeting on February 2. 1999, the
time to put the interim signal into operation will be approximately 8 to 10 weeks. This would
put the interim signal in operation between the end of March and the middle of April. It is
important to note that there will be approximately $30,000.00 to $40,000.00 in"throw-away"
costs associated with this option due to the extra design and permitting effort, as well as the
facilities that would be constructed for the interim signal, but would be abandoned when the
four-laning of Maguire Road takes place.
• Do nothing to install a signal now, but hire a police officer at the intersection during peak
hours to direct traffic. Assuming a three hour period in the morning, and three hours in the
evening, the cost for this officer for the six week period from mid-February to the end of
March will be approximately $4,500. If an officer is required until early June, when school
lets out for the summer, the cost will he approximately $11,000. If we were to hire an officer
for 24 hour duty at this location until the end of March or early June, the cost would be
approximately $17,500 and $40,500 respectively.
In any event, I believe we should act immediately to purchase the controller and cabinet
assembly. This would be constructed such that it would operate the final signal, and could be
used for the interim signal if necessary. This is normally a long lead item, and we can speed up
the construction process for either the interim or final signal by having this equipment pre-
purchased and assembled. The cost of this unit, using the Osceola contract, is approximately
$8,437.00.
I am requesting that the City Commission direct us as to which option we should pursue
regarding traffic control at the intersection of Roberson and Maguire, and additionally, authorize
us to purchase a controller assembly from Control Specialists Company, utilizing the existing
Osceola County bid, in the amount of$8,437.00.
