MEMORANDUM
TO: The Honorable Mayor and City Commissioners
FROM: Ellis Shapiro
City Manager
DATE: April 14, 1999
RE: DESIGNATION OF LAKE APOPKA STAKEHOLDERS
FORUM REPRESENTATIVES
Attached is a letter from the Friends of Lake Apopka requesting the creation of a Forum
to help in the planning purposes of the future of Lake Apopka. In talking to Mr. James
Thomas, he advised that he would recommend that a member of the Engineering
Department and Planning Department be selected as our representatives to their
Forum since Mayor Vandergrift is on the Board of Directors and can represent the
elected officials already.
Therefore it is respectfully requested that the City Commission designate Jim Shira and
Russ Wagner as our official representatives to the Forum to be held on April 28, 1999,
3:00 p.m. If there is a schedule conflict other members of their staff may attend on their
behalf. We will report on the progress.
Respectfully submitted, -

Re. Restoration of Lake Apopka oo1Y
ft t Dear Mayor Vantlergri •W
As we proceed with the implementation of a very significant restoration process, the
Friends of Lake Apopka propose the creation of a Cooperative group of stakeholders and
partners, to be designated as the Lake Apopka Stakeholders Forum. The purposes served by
this forum are as follows. To foster open communication, provide clearly defined outreach
materials to the public regarding the restoration process and, hopefully, to stimulate production
of a coordinated regional planning effort for the Apopka basin.
The Fiends of Lake Apopka will serve as facilitators for this effort with the following
invited as stakeholders: FOLA, SJRWMD, ECFRPC, FDEP, Orange County, Lake County.
Winter Garden, Ocoee, Apopka, Montverde , Windermere, Oakland and Clermont. We ask that
you designate specific delegates to this forum which represent environmental interests, public
relations staff and land-use planning experts. The public will also be invited as observers to this
process.
The first meeting of the Lake Apopka Stakeholders Forum will be held on April 28, 1999
at 3:00 P.M in Tanner Hall in Winter Garden. It would help our planning process if you inform
us about who will represent the City of Ocoee.
We will greatly appreciate your interest in and support of this important effort. We will
all be rewarded by the future restoration of this great resource and it is important that we clearly
understand the restoration process as it progresses. We look forward to seeing you or your
representatives on April 28. `
Sincerely, N ,
