MINUTES OF THE CITY COMMISSION WORK SESSION
HELD THURSDAY, FEBRUARY 11, 1999
CALL TO ORDER
The meeting was called to order by Mayor Vandergrift at 7:10 p.m.
PRESENT: Mayor Vandergrift, Commissioners Anderson, Glass, Howell and
Parker. Also present were City Manager Shapiro, City Clerk Grafton
and Director of Community Relations/Projects Shira.
ABSENT: None.
DIRECTIONS TO CODY & ASSOCIATES RE: THE EMPLOYEE SURVEY
Commissioner Parker said the purpose of the meeting was for Nick Pelligrino, the Cody
& Associates representative, to present to the City Commission what he believed would
be an appropriate employee survey and for the Commission to discuss with him whether
it fulfills the expectations they have and the information they want to receive.
Mr. Pelligrino explained there are blocks of questions that measure various items. He
reviewed topics of the survey and said for control the questions arc scattered instead of
categorized. He said at the end of the survey will be an area for written opinion.
Mayor Vandergrift asked what they considered the optimum number of questions.
Theirs has 124 questions, and the last one done for the City had 38 questions. Mr.
Pelligrino said a survey with 100 to 150 questions was optimum because of the cross-
match so that certain things can be detected such as inconsistencies. Commissioner
Parker observed the questions seemed to be short and simple, which would make the
process quick. Mr. Pelligrino said they would administer the survey in a group or
groups, hopefully in one day to prevent comparison of answers.
After lengthy discussion, Mayor Vandergrift summarized the comments of the
Commissioners, and there was consensus that the following should be included in the
survey:
• Cody & Associates will have staff available to write employee comments so the
handwriting will not he recognized.
• Terms City employees recognize such as elected officials, City Manager, department
heads and supervisors will be used rather than top management.
• A specified time will be available for shift employees, and they will be compensated
for their time.
• Commissioner Parker will be the contact person and make decisions about
terminology, questions and scheduling.

• The space available and time for completing the survey will preclude lengthy
comments at the end of We survey.
• The final report will not be statistics but will rather be a helpful document.
• The employees will have an opportunity to see a summary of the comments.
Mr. Pelligrino said as soon as they got the word. they could start scheduling, and the
results would he ready about a week after the surveys were completed.
Mayor Vandergrift suggested having a workshop in April.
