Wheeler, P.E.v(}r..t/ Assistant City Engineer/Utilities Director/Construction Administrator SUBJECT: CIP Phase I Group 2 Project No. 18 Orlando/Bluford Avenues Intersection Drainage Improvements Project On Tuesday, February 9, 1999, bids were received for the CIP Phase 1 Group 2 Project No. 18 Orlando/Bluford Avenue Intersection Drainage Improvements Project. The work in this project generally includes: The installation of two curb inlets on Orlando Avenue at the intersection to collect stormwater runoff and associated piping to transport the water to the west side of Bluford Avenue to an underground exfiltration gallery. The sidewalk will be replaced and raised to provide sufficient elevation to prevent runoff from going from the road onto the adjacent property on the southeast corner and match the inlet tops. The area between the edge of pavement and the sidewalk will be graded as a shallow swale to facilitate drainage to the curb inlets. The intersection within FDOT's right-of-way will be repaved as part of this project and the Orlando Avenue part of this project will be overlaid as part of the White Road/Orlando Avenue Improvements project which is just getting started. Four of the five contractors prequalified under Continuing l lorizontal Construction Services program submitted bids on these project. In addition, we allowed the contractor of record on the White Road/Orlando Avenue Improvements Project to submit a bid on this project. Their bids were: CONTRACTOR CIP PROJECT'No. 18 Prime Construction Group, Inc. $ 99,457.00 Wharton-Smith, Inc. 112,000.00 L THE PRIDE OF WEST ORANGE tPA Gibbs& Register, Inc. 144,800.00 Georgetown Enterprises, Inc. 195,107.00 Phillips& Jordan, Inc. (dba Linco, Inc.) 252,724.21 Engineer's Estimate $221,567.00 Fossitt Groundwork, Inc. chose not to bid due to workloads on other projects outside the City. The Bluford/Orlando Avenues intersection was identified in the Stormwater Drainage Problem Areas Report which prompted thc Capital Improvements Program Phase I Projects as an area needing improvements to handle stormwater runoff. The attached letter from PEC, Inc. is a recommendation to award the contract to Prime Construction Group, Inc. in accordance with the base bid option. The project will be funded from the Stormwater Loan Fund and the FDOT in accordance with the JPA Agreement approved at the City Commission Meeting on February 2, !999. The Engineering Staff concurs with PEC's recommendation to award the CIP Phase 1 Group 2 Project No. 18 Orlando/Bluford Avenues Intersection Drainage Improvements Project to Prime Construction Group, Inc. for the total of$99,107. This construction cost of this project is less than half the engineer's estimate. This is primarily due to the contractor's familiarity with the exfiltration system installation, significant reduction in project startup because Prime is already in town working, and replacement of sod. The intent is to secure bonds and insurance certificates, execute contract documents, and issue the Notice To Proceed immediately after permit approval by FDOT. The construction schedule requires the contractor to be completed within 120 days. Action Items: I recommend that the City Commission authorize thc Mayor and City Clerk to execute a contract with Prime Construction Group, Inc. in the amount of$99,107.00 for the CIP Phase I Group 2 Project No. 18 Orlando/Bluford Avenues Intersection Drainage Improvements Project in accordance with the following steps: • Authorize the Engineering Department to execute the Notices of Intent To Award and secure executed contract documents, bonds and insurance from the contractor. • Authorize the Mayor and City Clerk to execute the contracts with Prime Construction Group, Inc. at such time as the contract documents are reviewed for compliance by staff and legal counsel, as needed. BID No. 2-18 represents drainage and roadway related construction at the intersection of Bluford Avenue (SR 439) and Orlando Avenue(White Road). Based upon PEC's breakdown of bids (provided as an external attachment to this letter), combined with PEC's review of the submitted bids, we hereby make the following recommendation: Award BID No. 2=18 to the apparent low bidder, Prime Construction Group for the amount of$99,457. This monetary amount represents the costs associated with the total base bid, although the Contract amount could be reduced to$94,657 if the bid alternate is substituted.
