The zoning on the property is a combination of R -LAA (the southern 580 feet adjacent to Wesmere) and R -I -A (remainder of property). The Final Subdivision Plan for Phases I &2 includes 208 lots ofthe total development. DISCUSSION: The Brookestone Subdivision Plan includes the realignment and construction of a portion of Tomyn Road, which will extend parallel to the northern edge of the property, just south of the Florida Turnpike. When it is completed with the first phase of construction, the road will be renamed to Heller Brothers Boulevard. Two lanes will be constructed with this subdivision, but it will eventually be a four lane collector road when the commercial property to the north is developed. The property is bisected by a drainage ditch and wetlands system running northward through middle of the property, and there is a large Fund and associated wetlands in the southwest corner of the property. The western end of the subdivision is defined by the realignment of Marshall Farms Road in conjunction with the design of the new Western Beltway interchange with the Florida Turnpike. The Brookestone subdivision is intended to be a private gated community. It will have three points of access - one from Maguire Road to the east, one from the new Heller Brothers Boulevard to the north, and one from realigned Marshall Farms Road to the west (Phase 3). The Final Subdivision Plan for February 11, 1999 Honorable Mayor and City Commissioners Page 2 Phases I & 2 shows that the entrances on both Maguire Road and Heller Brothers Boulevard will have decorative brick walls and security gates. There will be a 6 foot brick wall with appropriate landscaping along the entire northern and eastern property boundaries adjacent to Meller Brothers Boulevard and Maguire Road. Rather than a brick wall, there will be a decorative metal fence with brick columns in front of the retention pond on Maguire Road. Per City Code requirements, conservation easements will be provided over all the wetland areas within the subdivision and all development will remain outside the 100 year flood plain. There will also be continuous drainage easements covering the drainage ditch and wetlands system which runs through the middle of the subdivision. That drainage system conveys drainage northward from most of the development lying south of the Florida Turnpike. The recreation area for the project is located adjacent to the north end of the drainage ditch and wetlands system which runs through the site and will be constructed with the first phase of the subdivision. In conjunction with the Preliminary and Final Subdivision Plans for Brookestone, there is also a Developer Agreement related to the Tomyn Road/Heller Brothers Boulevard realignment and construction which is being processed concurrently with the review of this proposed subdivision. The Developer Agreement will be considered for approval by the City Commission on this same meeting agenda. The attached Preliminary Subdivision Plan and Final Subdivision Plan for Brookestone were reviewed by the Development Review Committee (DRC) on January 22, 1999. The Committee voted unanimously to recommend approval of the both Plans, subject to City Commission approval of the accompanying Developer Agreement. All concerns of City Staff and our consultants have been satisfactorily addressed in these plans. On February 9, 1999, the Planning and Zoning Commission considered the Preliminary Subdivision Plan and Final Subdivision Plan for Phases I & 2 of Brookestone. During the hearing, representatives for Mr. Boyd who owns propertyjust north of the realigned Tomyn Road/Heller Brothers Blvd. indicated their concern that the road realignment would severely limit access to Mr. Boyd's property. Staff assured the P & Z Commission and the representatives that a reasonable solution would be worked out prior to the City Commission meeting. Hie Planning and Zoning Commission voted unanimously to recommend approval of both plans in accordance with staffs recommendations. STAFF RECOMMENDATION: The City Commission will be taking two separate actions - one will be a decision on the Preliminary Subdivision Plan, the other will be a decision on the Final Subdivision Plan. Based on the recommendations of the DRC and the Planning and Zoning Commission, Staff respectfully recommends that the Mayor and City Commissioners approve both the Preliminary Subdivision Plan and the Final Subdivision Plan for Phases I & 2 of Brookestone as date stamped received by the City on February 3, 1999, subject to City Commission approval of the Developer Agreement.
