SUBJECT: Kissimmee Avenue Water Plant Underground Storage Tank Removal
- Bid Number ENG02-99
On Friday,May 12, 1999,bids were received for the Kissimmee Avenue Water Plant
Underground Storage Tank Removal. The work in this project includes: (1) The removal of a
two-hundred-seventy-five(275) gallon underground diesel fuel tank, (2)preparation and
submission of an Underground Storage Tank Closure Report to the Florida Department of
Environmental Protection, and(3)restoration of the tank site to its natural state.
The Kissimmee Avenue Water Plant had been taken out of service on July 19, 1994 and has
successfully passed the two year monitoring period required by the Florida Department of
Environmental Protection. The abandoned site can now be returned to its natural state.
The project was publicly advertised and the following information was distributed to all
prospective bidders: one set of bid documents, each containing the project bid forms, scope of
work and schedule of bid items; one addendum that changed the size of the fuel tank, and; one
set of responses to questions, submitted by several Contractors through formal letters to the
Engineering Department.
Fourteen bids were received from the public advertisement. All of the submitted bids were
reviewed for content, clarity and proper addition. Each of the received bids were found to be
complete and acceptable. The following is a listing of the received bids:

The Engineering Staff has reviewed the submitted bids and recommends awarding the
Kissimmee Avenue Water Plant Underground Storage Tank Removal to FRS Environmental
Remediation, Inc. in the amount of$9,892.00.
The intent is to secure bonds and insurance certificates, execute contract documents, and issue
the Notice To Proceed as soon as this project receives City Commission approval. The
construction schedule requires the contractor to be completed within 45 days.
Action Items:
1. I recommend that the City Commission authorize the Mayor and City Clerk to execute a
contract with FRS Environmental Remediation, Inc. in the amount of$9,892.00 for the
Kissimmee Avenue Water Plant Underground Storage Tank Removal in accordance with the
following steps:
• Authorize the Engineering Department to execute the Notice of Intent To Award and
secure executed contract documents,bonds and insurance from the contractor.
• Authorize the Mayor and City Clerk to execute the contract with FRS Environmental
Remediation, Inc. at such time as the contract documents are reviewed for compliance
by staff and legal counsel, as needed.
