City Engineer/Utilities Director SUBJECT: Kissimmee Avenue Water Plant Abandoned Well Plugging Bid Number ENG03-99 The Kissimmee Avenue water plant was placed in service in the early 1970's. It was constructed with a single well, a high service well pump, and an elevated storage tank. As the city grew, and the water system expanded, the elevated tank no longer functioned properly due to hydraulic conditions in the system. In order to allow the elevated tank to function,pressures in the system would have had to be kept artificially low,which would have adversely affected residential, commercial and fire fighting uses. For that reason,the tank was dismantled and sold several years ago. Tests before and after the tank was removed from service confirmed that system pressures actually increased after the tank was removed. In the years since the plant was built, the nearby area developed as an active industrial park. This type of surrounding land use carries a higher risk of groundwater contamination, and is poorly suited for a potable water well site. The high service well pump at this site was very inefficient. To bring the water well up to current standards,we would have had to replace the high service well pump with a standard well pump, and construct a high service pumping gallery to enable the well to respond to varying system demands. There was no room on site to do this, and we would have had to construct a new facility on an adjacent lot and pipe the water from the well to that site. Even if we had done all of that,the well still would have been in a poor location due to the proximity of the industrial park. We took the well off-line to see what effect there would be, and found that, as expected, the South plant and Forest Oaks plant could handle the entire system demand with no trouble. The Kissimmee Avenue plant was permanently removed from service on July 19, 1994 and has successfully passed the two year monitoring period required by the Florida Department of Environmental Protection. The abandoned site can now be returned to its natural state. OL CO riSr THE PRIDE OF WEST ORANGE On Friday, May 12, 1999,bids were received for the Kissimmee Avenue Water Plant Abandoned Well Plugging. The work in this project includes: (1) The grouting of the abandoned well with cement, (2) removal and disposal of all above ground concrete, chain-link fencing and electrical appurtenances, and (3) complete restoration of the site to its natural state. This project was publicly advertised and the following information was distributed to all prospective bidders: one set of bid documents, each containing the project bid forms, scope of work and schedule of bid items; one addendum that changed the size of the fuel tank, and; one set of responses to questions, submitted by several Contractors through formal letters to the Engineering Department. Three bids were received from the public advertisement. All of the submitted bids were reviewed for content, clarity and proper addition. Each of the received bids were found to be complete and acceptable. The following is a listing of the received bids: CONTRACTOR SUBMITTED BID PRICE R. J. Rizzo $41,190.00 All Webb's Enterprises, Inc. $23,700.00 Merideth Environmental Services, Inc. $18,319,00 The Engineering Staff has reviewed the submitted bids and recommends awarding the Kissimmee Avenue Water Plant Abandoned Well Plugging to Merideth Environmental Services, Inc. in the amount of$18,319.00. The intent is to secure bonds and insurance certificates, execute contract documents, and issue the Notice To Proceed as soon as this project receives City Commission approval. The construction schedule requires the contractor to be completed within 90 days. Action Items: 1. I recommend that the City Commission authorize the Mayor and City Clerk to execute a contract with Merideth Environmental Services, Inc. in the amount of$18,319.00 for the Kissimmee Avenue Water Plant Abandoned Well Plugging in accordance with the following steps: • Authorize the Engineering Depaitnient to execute the Notices of Intent To Award and secure executed contract documents,bonds and insurance from the contractor. • Authorize the Mayor and City Clerk to execute the contract with Merideth Environmental Services, Inc. at such time as the contract documents are reviewed for compliance by staff and legal counsel, as needed.
