RE: 4-Seasons for Remedial Work to Fire Stations #3 and #4
Attached is a letter from John P. Horan, Assistant City Attorney, and Ron Strosnider
recommending that the City Commission award remedial and corrective action at Fire
Stations-#3 and #4 to 4-Seasons in the amount of $40,288.00. These dollars are
available in our Fire Impact Fees ($17,288.00) and Capital Improvement Note Funds
($23,000.00) and will be part of a law suit that will be filed against Gee and. Jensen and
Priority One Construction subject to approval in the near future. We respectfully
request that the City Commission consider this bid of sole source and authorize the
expenditures as soon as possible.

RE: Proposal Submitted by 4-Seasons for Remedial Work to Fire Stations #3 and #4
You have received proposals from 4-Seasons to perform remedial and corrective
work to Fire Stations #3 and #4. This firm has been working with Foley & Lardner to identify
the defective performance of the contractor and engineer on these projects. As you know,
litigation is contemplated concerning these projects which necessitates that communications
concerning preparatory work be contained.
Given the likelihood that 4-Seasons would be called to testify concerning the
defective conditions that exist and the cost to correct those conditions, we believe it is in the
best interest of the City to sole source the performance of the remedial and corrective work to
4-Seasons. This will also allow the corrective work to be commenced as soon as possible
which is important since environmental conditions at the stations are deteriorating as we enter
the summer season.

John Horan and I have received a quote from Brian Hastings at 4- Seasons Air
Conditioning for the replacement of the ac units and associated duct work.
The price for the new system is $ 18,592.00 per station
Brian included four alternates that can be included. I feel that two of them will be
beneficial to the personnel at the stations.
Alternates :
1. Provide and install supply air outlets in rest room area. $864.00 per station.
2. Treat existing A/C unit and duct system with anti-microbiocide, clean grilles,blower
wheel and evaporator coil. Install algaecide in AH-2 drain pan, $ 688.0Q per station.
This would bring the total for each station to $ 20,144.00.

Dear John,
The following estimate reflects the original design intent of the project with a different
equipment selection. The Addison 100%outside air units are used industry wide to dehumidify
and precondition outside air prior to the introduction of this air into the return air stream. The
seiection of this unit allows the remaining Trane Th ton NC unit to do what it was designed for
heat,coal and dehumidify indoor air.
Currently the lead time an the Addison unit is eleven weeks. We can immediately
schedule to ductthe existing % ton unit to serve the entire space on fire station#4 to provide
them with some temporary rerr ,as the compressor on NC-1 is out. At the same time we will
open up the outsideair dampers to prevent a negative pressure in the space.
Alternates one and two address oc upant comfort issues.Alternate number one is in
response to occupant complaints of extremely cold bathrooms in the winter time. Option
number two-wilt allow the system to operate as fire individual units,each'zone well have a
thermostat that will be set independent of the others. Option three and four are offered to rectify
indoor air qualify problems. Option number three is to rid the system of any micro organisms
that may be growing in the system currently and option four is to keep the same from coming
badL
