HomeMy WebLinkAboutIII (A2) Approval and Acceptance of Minutes of City Commission Special Session of June 8, 1999 Agenda 6-15-99A2 MINUTES OF THE OCOEE CITY COMMISSION SPECIAL SESSION TO REVIEW THE CAPITAL IMPROVEMENTS PROGRAM HELD JUNE 8, 1999 CALL TO ORDER Upon determining that a quorum was present, Mayor Vandergrift called the special session to order at 7:15 p.m. in the Commission Chambers. PRESENT: Mayor Vandergrift, Commissioners Johnson and Parker. Commissioner Anderson arrived at 7:45 p.m. and Commissioner Howell arrived at 7:58 p.m. Also present were City Manager Shapiro, Building/Zoning Official Flippen, City Clerk Grafton, Finance Director Horton, Police Chief Mark, Recreation Director Nordquist, City Engineer/Utilities Director Shira (arrived at 8:55 p.m.), Community Relations/Projects Director Shira, Planning Director Wagner, Assistant Fire Chief Firstner, Police Lieutenant Seaver, and Budget Analyst Strickland. CAPITAL IMPROVEMENT PLAN City Manager Shapiro advised that the Capital Improvement Program is a plan rather than a budget and that, although the items listed may be approved with a classification of I, they still may not be funded when the budget is finally put together. He listed the different methods of funding and said he would discuss some of the proposed projects as the review of the Program proceeded. Mayor Vandergrift suggested that grants be more aggressively pursued and he called attention to one grant in particular that is available to fund a position to educate citizens regarding conservation. As in the past, the Commission reviewed the CIP page by page, and City Manager Shapiro responded to questions. On certain items, specific directions were given and those are listed below. Page 1 item 3 - Re-Roof Withers-Maguire House. Commissioner Parker pointed out the need to include painting as well. Page 1 item 5 - Fire Station #1 Land. Commissioner Johnson proposed changing the proposed location of Fire Station #1 from Bluford/Cumberland to further west in order to have it serve both the north and south parts of town. He said the City should incorporate greater use of the Interlocal Agreement with Orange County for fire protection, and put the available monies into upgrading equipment and increasing staffing rather than building additional facilities after the relocation of Fire Station #1. He asked that the locations of the Orange County fire houses be provided as well as Winter Garden's response time as they cover a large area with one fire station. Mr. Shapiro said he would review the status of impact fees, etc. with the proposed change and bring back the information as requested. Ocoee City Commission Special Session to Review CIP June 8, 1999 Page 2 item 39 - Pave Lyle Street from Franklin Avenue to Taylor Street. Commissioner Johnson said he wanted to see Lyle Street paved before any of the other streets were repaved. Public Works Director Smith was directed to find out the cost of the superpave the County is using on Hackney-Prairie Road as a possible consideration for that site. Page 3 item 55 - Resurface Vignetti Parking Area. Mayor Vandergrift suggested that, in addition to this resurfacing, Florida Power be contacted for some poles to mark off parking in two tiers to the fence and add a driveway so the cars would not be blocked off. Commissioner Anderson arrived at 7:45 p.m. Mr. Shapiro reviewed his opening remarks for Commissioner Anderson. Commissioner Anderson proposed having the department heads for all departments housed in City IIaII, then elected to reserve other suggestions for later. Page 4 item 66 - Sidewalk on Reba Avenue from Flewelling Avenue to Pinewood Street. Mayor Vandergrift asked that someone look at that retention pond and clean it up. Commissioner Howell arrived at 7:58 p.m. While reviewing pages 4 and 5, Mayor Vandergrift noted that when the County paves over brick roads, Ocoee should get the brick. Page 5 item 96 - Multi Purpose Trail. Mr. Shapiro advised that the $360,000 for this item should be in the column for FY 00-01 rather than FY 99-00. Page 9 When discussing item 14, Commissioner Johnson asked that the law on certificate of necessity regarding transporting injured be provided for him. Page 10 item 20 - Motorcycles. Mayor Vandergrift polled the Commission for a rating on this item. Mayor Vandergrift, Commissioner Anderson and Commissioner Parker rated the item 1, Commissioner Howell 2 and Commissioner Johnson 3. Page 11 item 37 - Full Size Pickup Truck New. Consensus was reached to recommend looking at Ford Rangers. Page 12 item 56 - New Street Sweeper. Mr. Shapiro stated for the record that he was not going to buy another street sweeper until he finds a way to dispose of sweepings. 2 Ocoee City Commission Special Session to Review CIP June 9, 1999 During the review of Legislative items on page 14, Mayor Vandergrift asked that a color printer be included with his personal computer when it is ordered. Page 15 item 29 - Commission Chambers Overhead Projector. Commissioner Anderson proposed that better technology than the overhead projector should be considered. RECESS 9:20 - 9:30 P.M. Page 17 item 58 - Aerator for Ball Fields -Consensus was reached to rate this item 1. There were no further changes in the ratings as the rest of the CIP was reviewed. Al Mayor Vandergrift's request, Commissioner Johnson restated his comments on Fire Stations #1 and #4 made at the beginning of the meeting and Mr. Shapiro asked for time to research the issues raised by Commissioner Johnson's position: (1) the difference in cost to the City and to the businesses in the community, (2) Winter Garden's response time, (3) the legality of the collection of the impact fees and whether or not they should he refunded. Commissioner Parker, seconded by Mayor Vandergrift, moved to approve the Capital Improvement Program with the ratings in agreement with City Manager Shapiro's ratings with the exception of the change to 1 noted for item 58 (aerators) on page 17, with direction to staff to return with the information on the Fire Stations and trucks.
