SUBJECT: Review of Wurst Road Roadway Improvements Project
Approval of Plan Improvements
and
Award of Services Authorization 99-006 for Engineering Services
• Earlier this year a neighborhood meeting was held with the residents who live along Wurst Road
to discuss the proposed improvements and to allow the U. S. Postal Service to discuss the
placement of mail boxes and delivery service along the Wurst Road. The U. S. Postal Service
surveyed the residents to gauge the response to centralized delivery points as opposed to
individual delivery points. Thirty-four of the eighty-seven residents responded to the survey.
Twenty-three residents agreed to the central delivery points and eleven residents opposed the
change in delivery service. Therefore,the U. S. Postal Service position is to continue the current
delivery service. See attached letter.
Based upon the response to the resident survey and the U. S. Postal Service's stated position, the
Engineering Department proposes the following plan of action for the improvements to Wurst
Road:
• The Project limits are from Clarcona-Ocoee/Lakewood Road west to the Central Florida
Railroad crossing. -
• Widen the road to standard 12 foot lane widths from Peters Road to the Central Florida
Railroad crossing.
• Install ribbon curb along both sides of the roadway from Peters Road to the Central Florida
Railroad crossing with turnouts at each intersection through the radius return.
THE PRIDE OF WEST ORANGE
• Install an asphaltic overlay and restripe the entire length of the project.
• Provide some minimum grading enhancement along the roadway within the right-of-way to
ensure adequate drainage off of the roadway surface, but no designed stormwater
management system.
This plan of action will allow the city to improve the road width to minimize potential traffic
issues, provide a curb to ensure against failure of the pavement edge, and a overlay to improve
the road surface. The mail boxes would basically stay in their same location and the U. S. Postal
Service delivery trucks would continue to drive off/on the road to the boxes. The conceptual
estimate for this work is approximately $500,000.
The original concept was to change order this work into the water distribution main contract that
is being installed along Wurst Road. This concept is good in a speed to complete scenario but is
not good in a cost scenario. The pipeline contractor would subcontract the road improvements
to a paving contractor and markup additional profit and overhead on top of the subcontractor's
contract amount.
In Addition the Public Works Department has identified the following roads for maintenance
overlays:
• Resurface Foxfire Drive from Wurst Road to Owl Tree Way
• Resurface Owl Tree Way from Foxfire Drive to Starfire Lane
• Resurface Starfire Lane from Owltree Way to Catwood Drive
• Resurface Catwood Drive from Starfire Lane to Foxfire Drive
• Resurface Picwood Court from Foxfire Drive to Cul-de-Sac
• Resurface Sabrina Street
• Resurface Melva Avenue from Rewis Street to Mack Street
• Resurface Cumberland Avenue from Floral Street to Ohio Street
• Resurface Christine Street from Rewis Street to Mack Street
Staff recommends the approval of the proposed plan to improve Wurst Road as described. In an
attempt to reduce the time to complete the project, the Engineering Department contacted Glace
& Radcliffe, Inc. to develop a detailed scope of services and cost estimate to perform the work.
Glace& Radcliffe, Inc. proposes to perform the work as described for the not-to-exceed amount
of$36,000.00. Their proposal is attached for your review.
Staff agrees with the submitted proposal from Glace & Radcliffe, Inc. and feels that this a
reasonable amount for design and bidding assistance for the Wurst Road Roadway
Improvements Project as listed in the scope of services work. The Wurst Road Improvements
Project and the street resurfacing program will be funded from the 1998 Transportation Bond
Issue.
If the City Commission approves the proposed plan for the Wurst Road Roadway Improvements
Project and desires to reduce the time to completion of the project, I recommend that the City
Commission authorize the Mayor and City Clerk to execute Services Authorization No. 99-006
with Glace & Radcliffe, Inc. in the not-to-exceed amount of $36,000.00. In addition, I
recommend that the listed resurfacing projects provided by the Public Works Department be
included with the Wurst Road resurfacing project.

The survey that I had mailed to eighty-seven residents along Wurst Rd. included a request to
be returned to me by May 14, 1999. As of May 19, 1999, only thirty-four have been returned.
Twenty-three residents are agreeable to centralized delivery while eleven expressed their
disapproval.
As a result of this survey, the Postal Service will not be making any changes to the method of
delivery along Wurst Rd.

SERVICES AUTHORIZATION
UNDER
CONTINUING PROFESSIONAL CONSULTING AGREEMENT
DESIGN and BIDDING PHASES SERVICES
for
WURST ROAD IMPROVEMENTS PROJECT
This Service Authorization,No. 99-006, hereinafter called SA99-006, as of this day
of , 1999, shall constitute an Addendum to the Continuing Professional
Consulting Agreement between the City of Ocoee, Florida (the CITY) and Glace & Radcliffe, Inc.
(the CONSULTANT), dated the 15` day of September, 1998, hereinafter referred to as the
AGREEMENT.
WHEREAS, the CITY and CONSULTANT entered into an AGREEMENT whereby the CITY
retained the CONSULTANT to provide professional engineering services as required from time to
time, and WHEREAS the CONSULTANT will perform consulting engineering services for the CITY
as herein defined.
NOW, THEREFORE, in consideration of the mutual covenants and promises hereinafter set
forth on the part of both parties to be kept and performed,the parties do mutually agree as follows:
Section 2 and 3 - Services of the Consultant
The CONSULTANT shall perform the Design and Bidding Phases Services as described in
detail in the Agreement and as outlined in the attached documentation and listed as: Glace &
Radcliffe, Inc. Proposal letter, dated May 28, 1999, relative to the provisions of the Agreement
for Continuing Consulting Engineering Services.
Section 5 - Period of Service
The CONSULTANT will complete the Design and Bidding Phases Services in accordance with
the attached documentation. The Design and Bidding Phases Services will begin at the City's
direction and be completed within ninety days in accordance with the attached documentation.
Section 6 - Compensation
Compensation by CITY for the Design and Bidding Phases Services of this project are provided
under this Amendment and shall be in accordance with Section 5 of the Agreement. The
Design and Bidding Phases Services will be compensated under paragraph 5.2.1.2. This
Services Authorization shall not exceed Thirty-Six Thousand DOLLARS ($36,000.00) as
outlined in the attached documentation.

Engineering Services Proposal
for
WURST ROAD PAVEMENT IMPROVEMENTS
CITY OF OCOEE
May 28, 1999
BACKGROUND
The City of Ocoee (the "City") desires to implement pavement improvements along Wurst
Road which is a two-lane road having a pavement width of approximately 20 -22 feet. The
proposed project length is approximately one mile, including the entire length from Peters
Avenue east to a point just west of the railroad track crossing near AD Mims Road. The
City desires to widen the road to a uniform width of 24 feet, install ribbon curbing along
both sides of the road, and complete resurfacing of the entire new roadway width. In
addition, minor swale enhancements are to be provided to ensure positive drainage away
from the paved road. However, the road and drainage improvements do not include
installation or raised curbs, inlets, storm water pipes,and retention or treatment ponds of
any kind. The road resurfacing is intended to follow the existing road profile; therefore,
development of a new road profile grade line is not necessary. The City has requested
that Glace and Radcliffe (the "Engineer") provide a proposal for engineering services
related to the land surveying, detailed final design, permitting; and bidding assistance
required for implementation of the road improvements.
SCOPE OF WORK

1. Collect and Review Existing Data and Information
The Engineer will meet with the City staff and visit the site to obtain and review existing
data and information pertinent to the project. The information may include, but not be
limited to, site survey, tax assessor maps, aerial maps, subdivision plats, and right-of-way
maps.
2. Final Design; Preparation of Contract Documents
The Engineer will complete the detailed final design for the road way improvements. The
Engineer will provide and coordinate the services of a registered land surveyor to perform
a topographic survey of the project site and generate base sheets for development of the
contract documents. The Engineer will prepare detailed contract documents consisting of
construction plans and specifications. The specifications will include standard technical
specifications and a bid form. The City will provide standard City front-end documents for

purposes of bidding. At final completion, the Engineer will submit one unbound set of
original specifications and bid form to the City. The City will incorporate the technical
specifications and bid form with the City's standard front-end documents and complete the
final packaging of the entire bidding document for issue to bidders. The plans will be
prepared in accordance with existing City requirements and criteria and will illustrate the
proposed road improvements in a clear and concise manner. The drawings will be
prepared in AutoCAD format at a scale of 1"=40' using an 11"x17" sheet format. In
addition, the plans will be developed in a double plan window format. Since the road
resurfacing is intended to follow the existing road profile, no road profiles will be shown in
the documents. However, road cross-sections will be provided at 100-foot intervals.
It is anticipated that the construction plans will consist of the following sheets:
• Cover Sheet
• General Notes & Informational Sheets (2 sheets)
• Road Plan Sheets (5.double plan sheets)
• Road Cross-sections (15 sheets)
• Miscellaneous Details (2 sheets)
Progress sets of construction plans will be submitted to the City for review at the 50%,
90%, and 100% completion levels. Five sets of plans will be submitted at each submittal.
The Engineer will provide one set of original plans and specifications to the City for bidding
purposes. In addition, the Engineer will provide a set of computer drawing files at
completion of design.
3. Preparation of Construction Cost Estimate
The Engineer will prepare and submit a construction cost estimate for the project based
on the completed contract documents. The estimate will be submitted at the 100%
completion level.
4. Permitting
The Engineer will coordinate with the SJRWMD and will prepare and submit required
permitting documents if necessary. Permit fees will be paid directly by the City.
5. Project Meetings/Coordination
The Engineer will attend project meetings with the City staff to discuss the progress of the
work, design of the project, and other related issues. An allowance is made for four project
meetings during preliminary and final design phase.

Bidding Phase
6. Respond to questions from Bidders
The Engineer will review and respond to questions received from bidders. The responses
will be in writing. The Engineer will assist the City with the preparation of addenda. The
Engineer will prepare the technical responses for addenda and will provide the responses
to the City. The City will provide copies of the addenda and technical responses to the
plan holders.
7. Bid Evaluation and Recommendation of Award
The Engineer will perform a bid evaluation for the project. This bid evaluation will
include a certified tabulation of bids, plus a detailed review of the bid package from
the lowest responsive bidder. The review of the lowest responsive bid will include
an inspection of the bid package for completeness, errors and omissions, evaluation
of the listed experience on similar projects, evaluation of other submitted data and
review of the references. Following bid evaluation, the Engineer will prepare and
submit a written recommendation of Contract Award.
CITY OF OCOEE RESPONSIBILITIES AND ACTIVITIES
The City of Ocoee will perform the following activities:
1. Review of the Contract Documents at the 50%, 90%, and 100% design levels and
submittal of review comments to the Engineer_
2. Provide project standard front-end documents for the project manual.
3. Distribute plans during bidding
4. Other services or activities as cited in the above scope of work.
SCHEDULE
The services described above are anticipated to be completed in accordance with the
following schedule:

1. Submittal of the construction plans at the 50% completion level will be within 50
days from receipt of notice-to-proceed from the City.
2. Submittal of the construction plans at the 90% completion level will be within 30
days from receipt of the City's comments from review of the 50% complete
documents.
3. Submittal of the construction plans at the 100% completion level will be within 20
days from receipt of the City's comments from review of the 90% complete
documents.
COMPENSATION
Compensation to the Engineer for services performed under this fee proposal will be in
accordance with the wage cost.multiplier method, as described in the Contract. The not-
to-exceed amount for the surveying, final design, permitting, and bidding services is
$36,000.00. Invoicing for the work will include labor charges plus other direct costs (i.e.,
reproduction, courier, postage, blueprinting, plotting, etc.).
EXCLUSIONS
The following tasks and activities are not included in the scope of work and have not
been made part of this fee proposal. These services can be provided by the Engineer
under an additional authorization issued by the City, or as directed by the City with the
understanding that these services are considered out of scope and may result in
additional services fees to the Engineer.
• Additional design meetings
• Geotechnical engineering services .
• Changes to the documents during or after bidding as a result of the Owner's
direction to change the scope of work
• Pre-bid conference
• Public meetings with the community
• Conforming contract documents
• Construction phase services
• Providing copies of plans and specifications beyond the number specified herein
• Road widening or resurfacing within limits of railroad crossing or-railroad right-of-way
