RE: Urban County Program
On or after May 4, 1999, Mayor Scott Vandergrift received the attached letter from
County Chairman Mel Martinez, to determine whether the City wished to continue
participation in the Urban County Community Development Block Grant or whether we
wished to opt out and attempt to procure funding under the Small Cities Community
Development Block Grant currently administered by the State.
A meeting was held on 5/21/99 to discuss this issue. The attendees are listed on the
meeting notice attached. At this meeting it was determined that many of the items
needed to .qualify for the Small Cities Grant were currently not existent .within our
Comprehensive Plan since our plan was done while we were in the Urban County
Program. .
Also discussed was the fact that while a great deal of money is available to cities with
the Small City Program, it is very competitive and some of the decisive items to
succeed in funding were not within the parameters of our population.
In the past 10 years, we have received two substantial grants from Orange County.
The first was for approximately $350,000.00 and was to help us close down the M.M.
Utility Plant near PK II. The second grant was to develop the park site next to PK II.
Since then we have not successfully been funded for a project, however, there have
been a few individual citizens helped by the County using housing rehab dollars under
this program.

The staff feels that within the next two (2) or three (3) years, we should politically be in
line for another round of funding and therefore we would recommend that we stay
within the Urban County Program through 2002.

SUBJECT: Urban County Program/Automatic Renewal of Interlocal
Cooperation Agreement for Fiscal Years 2000-2002
Dear Mayor Vandergrift:
Orange County and the City of Ocoee are partners in an Interlocal
Agreement that allows the City of Ocoee to participate in the Community
Development Block Grant(CDBG) and Home Investment Partnership (HOME),
as part of the U.S. Department of Housing and Urban Development(HUD)Urban
County Program. The Housing and Community Development Act of 1974 allows
the County to enter into cooperation agreements to undertake essential community
development and housing activities within eligible participating municipalities.
Orange County must now re-qualify for the next three-year Urban County
period for fiscal years 2000, 2001 and 2002. During this period, the County may
not undertake essential community development and housing activities in units of
local government in the County without the consent of the governing body of the
locality. Your participation in the Urban County Program through a
previously approved Interlocal Cooperation Agreement will be automatically
renewed for Fiscal Years 2,000,2,001 and 2,002 unless the City of Ocoee
indicates in writing of its intention to terminate the Agreement by June 11,
1999.
The CDBG Program includes neighborhood revitalization activities such
as capital improvements,housing rehabilitation, site acquisition and development,
and public services. In addition to CDBG activities,the Urban County Program
includes HOME activities consisting of homeowners' rehabilitation,rental
rehabilitation and rental assistance for very low-income persons.
The National Affordable Housing Act of 1990 imposed two new
requirements on urban counties that will affect participating units of government
joining the Urban County Program. First, urban counties must certify that they
are following a Comprehensive Housing Affordability Strategy(CHAS)which
has now been replaced by the Five-Year Consolidated Planning Strategy.

Second, cooperation agreements are mandated to include specific
language requiring urban counties and participating units of government to adopt
and enforce a policy prohibiting excessive force within their jurisdictions, and to
enforce state and local laws against physically barring entrance to or exit from
facilities subject to non-violent civil rights demonstrations. Furthermore,
municipalities electing to participate in the Urban County Program must
relinquish participation in the Small Cities program administered by the
State's Department of Community Affairs.
Based on your municipality's understanding of the aforementioned
requirements,the City of Ocoee may elect not to participate in the Urban County
Program. Correspondence indicating the City of Ocoee's intention to terminate
