Wheeler, P.E.../9O�✓ Assistant City Engineer/Utilities Director SUBJECT: Flora Estates Water Main Extension Project Award of Construction Contract The Flora Estates Subdivision is located to the east of Lake Johio adjacent to the Old Silver Star Road Extension. The residents of this neighborhood currently use shallow wells for their potable water source. This subdivision is not within the City limits, it is within our service area in unincorporated Orange County. An agreement has been reached with Orange County by which the county will pay the impact fees to establish potable water service to each of the residents and bear the expense of the service mains from the meter to the house. The City will be responsible for the construction costs of the water mains within the street right-of-way. On Thursday,June 10, 1999, bids were received for the Flora Estates Water Main Extension Project. The work in this project generally includes the installation of approximately thirty-five hundred feet of six-inch water main pipe and all appurtenances, creating a looped water main network through the entire subdivision. All four of the contractors prequalified under the Continuing Horizontal Construction Services program submitted bids on these projects. All bids were reviewed for content, clarity and proper addition. Each of the bids were found to be complete and acceptable. The following is a listing of the received bids: THE PRIDE OF WEST ORANGE CONTRACTOR SUBMUTTTED BID PRICE Prime Construction Group, Inc. $ 78,260.00 Georgetown Enterprises, Inc. $124,725.00 Phillips &Jordan, Inc. $176,269.60 Wharton-Smith, Inc. $282,000.00 Engineer's Estimate S100,000.00 Attached is a memo recommending the contract be awarded to Prime Construction Group, Inc. in accordance with the base bid option. The project will be funded from the 1997 Utility Bond Issue. The Engineering Staff concurs with this recommendation to award the Flora Estates Water Main Extension Project to Prime Construction Group, Inc. in the amount of$78,260.00. The construction cost of this project is approximately 21 percent lower than the engineer's estimate. The intent is to secure bonds and insurance certificates, execute contract documents, and issue the Notice To Proceed about the end of June. The construction schedule requires the contractor to be completed within 90 days. Action Items: 1. I recommend that the City Commission authorize the Mayor and City Clerk to execute a contracts with Prime Construction Group, Inc. in the amount of$78,260.00 for the Flora Estates Water Main Extension Project in accordance with the following steps: • Authorize the Engineering Department to execute the Notices of Intent To Award and secure executed contract documents,bonds and insurance from the contractor. • Authorize the Mayor and City Clerk to execute the contracts with Prime Construction Group, Inc. at such time as the contract documents arc reviewed for compliance by staff and legal counsel, as needed. The results are shown in the following table: Contractor Bid Type of Bond Wharton-Smith, Inc. $282,000.00 Bid Bond Phillips &Jordan, Inc. $176,269.60 Bid Bond Georgetown Enterprises, Inc. $124,725.00 Bid Bond Prime Construction Group, Inc. $78,260.00 Bid Bond I have reviewed each of the bid packages for content and verified quantity and dollar values. Each bid appears to be complete and the prices quoted have been verified. I recommend the contract be awarded to Prime Construction Group, Inc. in the amount of $78,260.00.
