RE: WEST ORANGE AIRPORT AUTHORITY APPOINTMENT
The signing of the enabling legislation by Governor Bush formally establishing the West
Orange Airport Authority was completed in early June. The next step will be nine
appointments to the Authority's Board, which includes three selected by the Governor,
three selected by the County. and one each from the cities of Ocoee, Winter Garden and
Apopka..
The attached excerpt from the May 18, 1999 Minutes of the Airport Authority
recommends the appointment of Ocoee Mayor Scott Vandergrift. Winter Garden Mayor
Jack Quesinberry. and Apopka resident Bill Morris. The West Orange Airport Authority
has forwarded their recommendations to Governor Bush for his review and approval as
well.
It is respectfully recommended that the Commission appoint Mayor Scott Vandergrift to
the West Orange Airport Authority as their representative.

Authority. Mr. Rotundo reported that by late June, early July, the bill should be legally
passed. Discussion ensued.
Member Vanderley, seconded by Secretary Blakeley, moved to request an RFP for
interim services from HNTB as an aviation consultant. Motion carried unanimously.
Chairman Burch introduced Harold Barley, Executive Director of Metroplan. Mr. Barley
gave a brief overview of Metroplan, including a new mission statement that includes
airports. Mr. Barley invited Chairman Burch to attend the June 9, 1999 Metroplan Board .
Meeting. A question and answer period ensued.
Attorney O'Quinn distributed the Enrolled Version of the Bill as submitted to the
Governor. Discussion ensued with regard to the Authority appointments.
Chairman Burch noted for the record the following recommendations:
Gubernatorial:William B. Burch, Harold Maguire, and Lake County
County: Mayor Jon Vanderley, Ann Blakeley, Commissioner Bob Freeman
Cities: Mayor Scott Vandergrift, Mayor Jack Quesinberry, Mr. Bill Morris
Vice Chairman, seconded by Treasurer Peck, moved to approve the recommendations as
made by Chairman Burch. Motion carried unanimously.
Ms. Carol Johnson, Avalon HOA, stated the homeowners are not in favor of the airport at
this time, that they do not feel the airport is necessary, that they do not feel it is
financially feasible, and asked how the Authority was going to pay for the funding.
Chairman Burch asked Attorney O'Quinn to answer Ms. Johnson's questions. Attorney
O'Quinn stated that it was a general aviation airport, very different from GOAA, and that
the figure to maintain it was between $200,000 to $300,000, and that it was to be 95%
funded by Federal/State government, and that it would not place a burden on the tax base
by virtue of legislation. Attorney O'Quinn stated he was unaware of the homeowners
position and would like to have an open dialog with the homeowners.
Orange County Commissioner Bob Freeman reported that he has heard from many of the
homeowners that do not have a problem with the airport and reported enthusiasm from
them when told that this airport will be well planned to even include safety planning.
Mr. Lex Veech reported that he was a homeowner in Avalon as well and that this was the
first time he had heard a negative response to the airport.
Ms. Johnson reported her concerns on noise pollution and road issues.
Mr. Goff stated that every effort will be made to alleviate noise issues and road issues.
Orange County Commissioner Bob Freeman announced the dedication of Chapin Station
today.
