PARKER (407) 656-2322 CITY MANAGER ELLIS SHAPIRO STAFF REPORT DATE: October 14, 1998 TO: The Honorable Mayor and City Commissioners FROM: Robert Lewis, AICP, Senior Planner 10t THROUGH: Russ Wagner, AICP, Director of Planning SUBJECT: St. Paul's Presbyterian Church Special Exception Application Case # 1-2SE-98 ISSUE: Should the Honorable Mayor and City Commissioners approve a Special Exception for the St. Paul's Presbyterian Church to allow for expansion of its church facilities and expansion of the school facilities which are also located on this property? BACKGROUND: The subject property is located on the south side of SR 50, between Citrus Oaks Avenue and the off -ramp for the East-West Expressway. Most of the northern portion of the site has been in the City for several years and currently has P -S and R-3 zoning. The southern portion of the site is currently being considered for annexation into the City, with a requested R-2 zoning designation. On the east side of Citrus Oaks Avenue, across the street from the majority of the subject property, is a subdivision of town homes and single family homes. At the corner of SR 50 is a newly constructed office building. Over the past several years, there have been other Special Exception approvals for this property which permitted the church and school facilities and expansions of those facilities. This Special Exception application will supersede those previous approvals and provide a master plan for all the currently anticipated expansions of both the church and the school facilities. DISCUSSION: The St. Paul's Presbyterian Church Master Plan is intended to represent long range expansion plans for the church and the school over the next ten years or so. The existing church and school facilities and the expansion currently under construction total about 31,500 square feet with a maximum of 190 students. This Master Plan anticipates a total of almost 126,400 square feet of facilities, including a sanctuary with up to 2,253 seats and up to 960 students in the school. October 14, 1998 Honorable Mayor and City Commissioners Page 2 In consideration of the adjacent residential uses, the Master Plan incorporates several special site design elements. A 25 foot landscape buffer with a meandering berm and appropriate landscaping will be provided between all the parking areas and Citrus Oaks Avenue. Significant landscaped areas will also be provided on both sides of the main entrance to the property. Site lighting will be directed away from the adjacent residential area. To address traffic issues, a complete traffic study with appropriate recommendations will be provided along with the site plan submitted for the next expansion of the school or the church. Subject to working out potential constraints, a continuous sidewalk will be provided along the western edge of Citrus Oaks Avenue from the southern end of the site all the way to SR 50. All of these elements will be incorporated into future site plans in a manner consistent with the newly adopted standards in the SR 50 Activity Center Special Development Plan. Approval of a Special Exception typically includes a Preliminary Plan and a list of Conditions of Approval for the Special Exception. All of the usual Special Exception Conditions of Approval which would be applicable to this site have been incorporated into this Master Plan / Special Exception Preliminary Plan. Along with the proposed Master Plan, the applicant has requested a few waivers from the normal Land Development Code requirements. The requested waivers include maximum building height of the buildings, maximum height of the church steeple and the number of required off-street loading spaces for the church and school facilities. To compensate for the additional building height requested, an additional building setback has been proposed at a 1:1 ratio (i.e.: 50' tall building : 50' building setback). Regarding the required loading spaces, the applicant feels that one loading space will be sufficient to meet the needs of both the church and the school. The attached Master Plan / Special Exception Preliminary Plan for the St. Paul's Presbyterian Church Special Exception Application was reviewed by the Development Review Committee (DRC) on September 29, 1998. The DRC discussed a few remaining questions regarding landscaping, a sidewalk to SR 50 and the proposed waivers and then asked for a few minor changes to the Plan. The Committee voted unanimously to recommend approval of this Special Exception Application, including all the proposed waivers, subject to making the corrections to the Plan which had been discussed. The attached Plan, date stamped received by the City on October 7, 1998, includes all the changes discussed by the DRC on September 29, 1998. PLANNING AND ZONING COMMISSION RECOMMENDATION: At their regular meeting on October 13, 1998, the Planning and Zoning Commission held a Public Hearing on the Special Exception application of St. Paul's Presbyterian Church. No residents were present to speak at the Public Hearing. After some discussion on traffic issues and buffering from the adjoining residential area, the Planning and Zoning Commission unanimously recommended approval consistent with the Staff Recommendation. The applicant anticipates submitting building plans for the structure within the next few weeks and completion of construction by May 2001. The applicant is proposing to locate the temporary portables just northwest of Lot 2 on the approved Master Plan, west of the off -ramp and retention pond (refer to Exhibit A). A photo of the proposed portable type is attached as Exhibit B, although the actual portable may be smaller than shown. After discussion of a few general items, the Development Review Committee unanimously recommended approval of the Amendment to the Special Exception for St. Pauls Presbyterian Church subject to three conditions of approval: a two year limit on the location of the portables; approval of the location of the portables (via site plan approval) by the Fire, Police and Building Departments (Life Safety Issues); and building permits for the permanent structure must be pulled within one (1) year of the date the permit was issued for the portables. PLANNING AND ZONING COMMISSION: On June 13, 2000, the Planning and Zoning Commission, at their regularly scheduled meeting, considered the Amendment to the Special Exception for the St. Pauls Presbyterian Church. After discussion of a few general items, the Planning and Zoning Commission recommended approval of the Amendment to the Special Exception consistent with the DRC recommendation. RECOMMENDATION: Based on the recommendations of the Development Review Committee and the Planning and Zoning Commission, Staff recommends that the Mayor and City Commissioners approve the Amendment to the Special Exception for St. Pauls Presbyterian Church, Case Number 1-SE1- 2000, subject to the following three conditions of approval: • a two year limit on the location of the portables; • approval of the location of the portables (via site plan approval) by the Fire, Police and Building Departments (Life Safety Issues); and • building permits for the permanent structure must be pulled within one (1) year of the date the permit was issued for the portables.
