Shira, P. E. City Engineer/Utiliti Director SUBJECT: South Water Plant - Award of Bid On May 10, 1991 bids were received for the construction of the South Water Plant. Ten bids were received, and a tabulation is attached for your review. After reviewing all of the bids, our consulting engineering firm recommends that the bid be awarded to Butler Construction Company in the amount of $1, 067, 635.00. The water supply well has been completed under a prior and separate contract, and we are awaiting receipt of a permit from F. D. E. R. for its use. Capital Improvement Funds for this project are available, and I recommend that the City Commission authorize the Mayor and City Clerk to execute the contract for the South Water Plant, upon receipt of all applicable permits. Lakeshore Drive Ocoee, Florida 34761 RE: Ocoee South Water Plant Construction Bids - Recommendation of Award Dear Mr. Shira: On May 10, 1991, the City of Ocoee received sealed construction bids for the referenced project from ten (10) contractors. The attached tabulation of bids represents a summary of unit prices by each respective Bidder. The bid tabulation shows Butler Construction Company as the apparent low bidder with a total bid price of$1,067,635.00. The second apparent low bidder is Wharton-Smith with a total bid price of $1,087,200.00, and the third apparent low bidder is Lee Construction Company with a total bid price of$1,130,100.00. The highest total bid price is $1,368,855.00 submitted by Travis Williams Contracting, while the Engineer's construction estimate is $1,306,000.00 including contingencies. The bid proposals of the three apparent low bidders are complete and properly executed. They have acknowledged receipt of all addenda as prescribed and have submitted additional information to comply with other City bidding requirements. We believe that these bid proposals are in conformance in all material respects to the invitation for bids and are therefore responsive bids. Based upon the information presented in the bid proposal Questionnaire, each of the three apparent low bidders are licensed contractors in the State of Florida and seem to possess the manpower and equipment necessary to perform the classes of work contemplated within the time specified. We have also contacted the references listed in the Questionnaire for the lowest bidder, Butler Construction Company. Each refernce gave a favorable response and indicated that Butler Construction Company performed satisfactorily on their respective construction projects. In addition, we have directly contacted Mr. Jeff Gibson and Mr. R.L. Hicks (Butler Construction's Project Manager and Site Superintendent, respectively) and have conducted personal interviews with them regarding their company's qualifications and abilities to perform the work required for this project. Shira, P.E. 0E-137 June 5, 1991 Page 2 Based on our review of the qualification submittals from the apparent low bidder, our conversations with the respective references and Butler Construction Company representatives, and our analysis of the bid tabulation, it is our opinion that Butler Construction Company is the lowest responsible, responsive bidder. Therefore, we recommend, provided that the City has sufficient capital funds, and following receipt of the required FDER Construction Permit, that the above referenced construction contract be awarded to Butler Construction Company based upon the total bid proposal of $1,067,635.00.
